千亿级无人机市场将迎新标准 自动驾驶实施分级管理来源:中国经营报 本报记者 裴昱 北京报道 在民用无人驾驶飞行器这一新兴领域,中美之间的竞争不仅体现在技术研发方面,监管政策和产业政策也同等重要。当美国联邦航空管理局(FAA)坚持以现有框架对该领域进行适航监管时,中国民用航空局(以下简称“民航局”)在监管匹配创新方面,似乎“先行一步”。 4月7日,民航局就《民用无人驾驶飞行器分布式操作运行等级划分(征求意见稿)》(以下简称“《征求意见稿》”)征求意见。这份文件根据自动化程度,将无人驾驶航空器系统分为AL-0~AL-5共6个级别,并对应不同的技术要求。同时,还明确了无人驾驶航空器系统分布式操作运行的安全等级标准。 所谓分布式操作,一般是指计算、存储不在同一台处理机上,而是分布于多台处理机上的操作方式。应用于无人驾驶飞行器领域,即是通过后台运算系统指挥无人驾驶飞行器飞行,大到无人机,小到应用于物流配送的小型飞行器,分布式操作的应用越发广泛。 四家民用无人驾驶飞行器企业参加了《征求意见稿》编写的相关工作,包括亿航智能、丰鸟航空、朗星无人驾驶、杭州迅蚁。除此之外,中国民航管理干部院、中国航空器拥有者及驾驶员协会、中国民航科学技术研究院、北航无人系统研究院也参与了《征求意见稿》的起草工作。 记者了解到,目前国内外未有针对分布式无人驾驶航空器系统安全操作方面的标准发布。正是基于此,民航局认为有必要在实践基础上形成统一有效的行业指导标准。这也是亿航智能等四家企业参与《征求意见稿》起草工作的重要原因之一。 安全是“压倒一切”的因素。一位资深业内人士告诉《中国经营报》记者,在分布式操作无人驾驶航空器系统中,系统安全与“驾驶员”能力水平的相关性变弱,所以,单纯采用传统的对单个驾驶员颁
