Most of their stocks have already jumped on theprospect of infrastructure spending.</p>\n<p>But <a href=\"https://laohu8.com/S/AONE.U\">one</a> infrastructure play has been overlooked:<a href=\"https://laohu8.com/S/AFH\">Atlas</a> Technical Consultants(ATCX) provides engineering and design services, inspection and certification of buildings and public works, and other construction-related services. More construction means more plans and designs for Atlas to review. These eventually become finished projects that need annual inspections, paying dividends for years.</p>\n<p>And yet Atlas shares have stalled. At a recent $9, the stock trades for just eight times enterprise value to estimated 2022 earnings before interest, taxes, depreciation, and amortization, or Ebitda. That multiple is a significant discount to companies in related inspection businesses, such asMontrose Environmental Group(MEG) andTetra Tech(TTEK), which trade for more than 22 times EV/2022 Ebitda.</p>\n<p><img src=\"https://static.tigerbbs.com/19ad62f427fb70a25aa96068bc5d1756\" tg-width=\"442\" tg-height=\"364\" referrerpolicy=\"no-referrer\">“Right now, part of the valuation discount is due to the debt, but I would say there are companies like Atlas where the debt is appropriate,” says Kevin Silverman, chief investment officer and portfolio manager at small-cap–focused <a href=\"https://laohu8.com/S/STL\">Sterling</a> Partners <a href=\"https://laohu8.com/S/EQR\">Equity</a> Advisors, which owns more than $2 million worth of Atlas stock, accounting for about 2% of its assets under management. “The debt helps equity holders if you have steady profit margins and can use it for growth.”</p>\n<p>And Atlas has substantial opportunities for growth. Beyond the infrastructure-bill boost, Atlas has a long-term strategy of consolidating the fragmented U.S. inspection-services market while reducing its debt levels. Both should increase its appeal to investors and earn it a higher valuation multiple.</p>\n<p>The Austin, Texas–headquartered company went public inearly 2020via a merger with a special-purpose acquisition company, or SPAC. The deal saddled the company with a convoluted capital structure, including multiple share classes, outstanding warrants, and other complications. That complexity has probably kept some investors away, as has Atlas’ relatively high debt load, which comes to 5.5 times net debt to 2021 Ebitda.</p>\n<p><img src=\"https://static.tigerbbs.com/99bb73a7c212bfed6d0890b8b14fbc15\" tg-width=\"607\" tg-height=\"396\" referrerpolicy=\"no-referrer\"></p>\n<p>Atlas has reduced that complexity—redeeming its preferred equity, buying out warrants, and increasing the stock’s publicly traded float—and is focused on bringing its net debt below three times Ebitda.</p>\n<p>Atlas is forecast to grow sales 13% this year, to $530 million, with Ebitda up 21%, to $76 million.</p>\n<p>Its customers include state departments of transportation, private building owners, electric and water utilities, airports, schools, hospitals, and more. Its national presence and leading scale helps win and retain marquee projects and big clients, including the U.S. Postal <a href=\"https://laohu8.com/S/SCI\">Service</a>, the Environmental Protection Agency, the <a href=\"https://laohu8.com/S/NWY\">New York</a> <a href=\"https://laohu8.com/S/CHCO\">City</a> Housing Authority, Stanford University,Walmart(WMT), and<a href=\"https://laohu8.com/S/AAPL\">Apple</a>(AAPL).</p>\n<p>Atlas earned $64 million in adjusted Ebitda over the past four reported quarters, while it had a net loss of $18 million. As of the end of the first quarter, the company had a backlog of $689 million, or more than 140% of its last 12 months’ revenue of $482 million. “I’ve been in this business for 30 years, and it’s by far the highest I’ve seen,” Atlas CEO Joe Boyer tells<i>Barron’s</i>.</p>\n<p>About 70% of the company’s revenue comes from work on existing buildings, pipes, roads, and bridges. Those jobs are nondiscretionary: As we’ve tragically learned at times, infrastructure needs to be inspected and brought up to code at regular intervals, no matter what the economic or pandemic situation is.</p>\n<p>The remaining 30% of Atlas’ sales are tied to new construction, which dipped during the pandemic but is nearly back to pre-Covid-19 levels, according to Boyer.</p>\n<p>A long-term trend toward outsourcing services by cities and states, stricter environmental standards, and aging infrastructure in the U.S. have been drivers of Atlas’ organic growth in recent years.</p>\n<p>That trend has been responsible for about half of Atlas’ 20% compound annual growth in sales since 2016, when it was owned by private-equity firm Bernhard Capital Partners. The other avenue for growth has been Atlas’ acquisition strategy.</p>\n<p>“The idea is to find a company in a geography or a service that we don’t dominate in, bring it onto our platform, and cross-sell across our network,” Boyer says.</p>\n<p>Atlas’ sweet spot for acquisition targets is about $5 million to $20 million in Ebitda, The company typically pays four to six times Ebitda in a mix of cash and stock. That makes each deal immediately accretive to earnings.</p>\n<p>As a small and relatively young public company, Atlas gets minimal coverage from Wall Street, but the three analysts who cover the firm are bullish. “We think the company is in end markets that are strong or recovering; they’ve been winning large contracts, and its backlog has been growing,” says <a href=\"https://laohu8.com/S/SF\">Stifel</a> analyst Noelle Dilts. “So, we feel good about the fundamental revenue outlook.”</p>\n<p>She rates Atlas a Buy, with a $14.50 price target, or 11 times her estimate of 2022 Ebitda, which doesn’t include any upside from a potential infrastructure bill. A closer look at the data suggests that investors can keep calm.</p>\n<p>On Wednesday, official figures confirmed that the harmonized consumer-price index in the eurozone rose 2.2% in July from a year earlier. This marked an acceleration relative to June, when inflation was 1.9%. But stripping out energy, food, alcohol and tobacco prices to see what is dubbed “core” inflation, the index only rose 0.7%, down from 0.9% the previous month.</p>\n<p>What is surprising isn’t inflation being too strong in the eurozone, but rather it being too weakrelative to the U.S., where CPI growth reached 5.4% in July, with core inflation at 4.3%.</p>\n<p>Officials argue that today’s inflation is only temporarily higher as global prices rebound from the troughs of the pandemic and companies work through supply bottlenecks. Yet, if it is so much higher in the U.S., doesn’t this mean that excessive fiscal and monetary policy are driving the economy—since transfers to households have been less generous in Europe—and could trigger a dangerous delayed reaction by the Federal Reserve? Some prominent economists think so.</p>\n<p><img src=\"https://static.tigerbbs.com/d76c2a0f13ab39592583dd45f8a3a9d2\" tg-width=\"742\" tg-height=\"416\" width=\"100%\" height=\"auto\">Once compared with U.S. data, however, Wednesday’s figures show that more than half of the 3.2-percentage-point gap between inflation figures across the Atlantic can be explained away by two factors.</p>\n<p>The first is Americans’ reliance on used cars, which make up 3.5% of their consumption baskets, versus 1.1% for Europeans. Auto makers are having production issues due to a microchip shortage. In Europe, consumers have delayed car purchases. In the U.S., they have bid the price of used cars up 42%.</p>\n<p>The other has to do with the way shelter costs are calculated. U.S. numbers include a theoretical category that factors in the rent that owner-occupiers would pay if they rented, whereas European statistics only count those who are actually renting—an issue that the European Central Bank is seeking to address. This has long made eurozone inflation appear lower, and is key now: While rents in both regions are up by a similar amount, they account for a massive 31% of the U.S. CPI basket, and only 7.5% of the European one.</p>\n<p>Of the differences that remain, most seem related to the U.S. having reopened its economy first, particularly travel. Airfares are up 19%, reflecting the degree of normality U.S. carriers are enjoying in the domestic market. Meanwhile, their European counterparts are still dealing with rafts of travel restrictions and have only increased prices 1%. There are similar stories for restaurants and hotels.</p>\n<p><img src=\"https://static.tigerbbs.com/d71c445a20f52dd97521b03eb12d417f\" tg-width=\"725\" tg-height=\"415\" width=\"100%\" height=\"auto\">To be sure, the relative surge in some price categories, such as apparel, could be more indicative of demand-led pressure caused by American consumers being awash with cash. But the weakness inthe latest U.S. retail sales datashould be a check on any assumptions that a short-term rebound in spending willnecessarily lead to a sustained boom.</p>\n<p>Overall, most goods’ prices have remained remarkably stable during the pandemic. A rebound in services will likely help European headline inflation catch up with its U.S. counterpart somewhat in the coming months. A closer look at the data suggests that investors can keep calm.\nOn Wednesday, official figures confirmed that the harmonized consumer-price index in the eurozone rose 2.2% in July from a year earlier. This marked an acceleration relative to June, when inflation was 1.9%. But stripping out energy, food, alcohol and tobacco prices to see what is dubbed “core” inflation, the index only rose 0.7%, down from 0.9% the previous month.\nWhat is surprising isn’t inflation being too strong in the eurozone, but rather it being too weakrelative to the U.S., where CPI growth reached 5.4% in July, with core inflation at 4.3%.\nOfficials argue that today’s inflation is only temporarily higher as global prices rebound from the troughs of the pandemic and companies work through supply bottlenecks. Yet, if it is so much higher in the U.S., doesn’t this mean that excessive fiscal and monetary policy are driving the economy—since transfers to households have been less generous in Europe—and could trigger a dangerous delayed reaction by the Federal Reserve? Some prominent economists think so.\nOnce compared with U.S. data, however, Wednesday’s figures show that more than half of the 3.2-percentage-point gap between inflation figures across the Atlantic can be explained away by two factors.\nThe first is Americans’ reliance on used cars, which make up 3.5% of their consumption baskets, versus 1.1% for Europeans. Auto makers are having production issues due to a microchip shortage. In Europe, consumers have delayed car purchases. In the U.S., they have bid the price of used cars up 42%.\nThe other has to do with the way shelter costs are calculated. U.S. numbers include a theoretical category that factors in the rent that owner-occupiers would pay if they rented, whereas European statistics only count those who are actually renting—an issue that the European Central Bank is seeking to address. This has long made eurozone inflation appear lower, and is key now: While rents in both regions are up by a similar amount, they account for a massive 31% of the U.S. CPI basket, and only 7.5% of the European one.\nOf the differences that remain, most seem related to the U.S. having reopened its economy first, particularly travel. He said to expect significantly increased R&D investments going forward.</p>\n<p>In addition, Moderna plans to make between $450 million and $550 million this year in capital investments. These investments include a major expansion of capacity to be able to manufacture up to 3 billion doses of its COVID-19 vaccine in 2022. The company is also investing in technology improvements and beefing up its global commercial operations.</p>\n<h2>Why buy back shares?</h2>\n<p>Probably the most important reason why Moderna is preparing to invest so much in itself is that the company's management team is very confident in its business prospects. CEO Stéphane Bancel said in the Q2 call, \"We are very optimistic about the future of Moderna and we are just getting started.\"</p>\n<p>Another reason why Moderna is ready to spend up to $1 billion in stock buybacks is that it's likely going to have more cash than it knows what to do with. The company ended the second quarter with a cash stockpile of $12.2 billion. That amount will almost certainly continue to grow.</p>\n<p>Moderna expects to rake in $20 billion in sales from its COVID-19 vaccine this year. It already has advance purchase agreements worth $12 billion plus another $8 billion in options for next year.</p>\n<p>Repurchasing shares is actually Moderna's third investment priority. The company first wants to reinvest in its base business, which includes the aforementioned increased R&D and capital spending. Moderna also is interested in expanding its pipeline through business development, deals including licensing and acquisitions.</p>\n<p>Moderna's board seems to think that the company will still have plenty of money left over after investing in those two top priorities. After all, if $1,200 was generally viewed by investors as a likely outcome for Tesla stock within the next 12 months, shares would be trading significantly higher today.</p>\n<p>The issue boils down to the stock's forward-looking valuation. With a price-to-earnings ratio of about 370 at the time of this writing, Tesla shares are largely priced for strong growth for years to come. Since the company's valuation is based largely on profits far into the future, slight variances in views for Tesla's future growth trajectory yield dramatically different assumptions about the stock's intrinsic value today.</p>\n<p>Investors, therefore, shouldn't be quick to buy Tesla stock just because one analyst has a high price target for shares. Still, Potter does notably have some good points about Tesla's strong business momentum. Even Tesla itself reiterated guidance for vehicle deliveries to grow more than 50% this year -- and that guidance was provided during a time that many companies around the world (including Tesla) are negatively impacted by supply chain shortages. With a price-to-earnings ratio of about 370 at the time of this writing, Tesla shares are largely priced for strong growth for years to come. Since the company's valuation is based largely on profits far into the future, slight variances in views for Tesla's future growth trajectory yield dramatically different assumptions about the stock's intrinsic value today.\nInvestors, therefore, shouldn't be quick to buy Tesla stock just because one analyst has a high price target for shares. Still, Potter does notably have some good points about Tesla's strong business momentum. Below, we'll take a closer look at what sent shares of e-commerce pioneer <b>Amazon.com</b>(NASDAQ:AMZN)and social media disruptor <b>Pinterest</b>(NYSE:PINS)sharply lower late Thursday.</p>\n<p>Shares of Amazon.com were down about 1% in the regular session. However, the stock fell more than 5% after hours following its release of second-quarter financial results.</p>\n<p>At first glance, Amazon's numbers seemed quite healthy. Net sales jumped 27% during the quarter to $113.1 billion. Net income soared by roughly 50% year over year to $7.8 billion, working out to $15.12 per share. Amazon projected revenue of $106 billion to $112 billion for the third quarter, which would represent a sequential decline and a year-over-year gain of just 10% to 16%.</p>\n<p>Some have feared that Amazon would suffer when the economy reopened, and that seems to be consistent with what the company itself is projecting. That said, Amazon has defied naysayers before, so it's too early to count on the e-commerce giant just yet.</p>\n<p>Meanwhile, shares of Pinterest took a double-hit on Thursday. After falling 6% in the regular session, the social media company's stock saw an even bigger 16% drop after hours.</p>\n<p>Again, Pinterest's numbers generally looked stellar on their face. Revenue soared 125% year over year to $613 million. The company reversed a year-ago loss with adjusted net income of $170 million, working out to $0.25 per share. Although user growth slowed to just 9%, average revenue per user was sharply higher, doubling both in the U.S. and internationally.</p>\n<p>Yet Pinterest also cited an uncertain future in its guidance. The social media company believes revenue growth will slow to about 40% in the third quarter, and it said that reduced user growth has continued in July. U.S. monthly active user counts actually<i>fell</i>in the second quarter, and those declines accelerated in July.</p>\n<p>Investors had high expectations for Pinterestcoming into the quarterly report, so it's not terribly surprising to see the stock pull back after releasing results that weren't able to get over a high bar.
