In addition to near-zero short-term interest rates, the Fed has also been absorbing $120 billion a month in U.S. Treasuries and agency mortgage-backed securities.</p>\n<p>The policy-setting Federal Open Market Committee on Wednesdaykept both of those policy measures unchanged.
