He said Fed interest-rate policy was too blunt a tool to take stock bubbles.</p>\n<p>The dot-com bubble popped in 2000 and let to a “minor recession,” Kashkari said.</p>\n<p>If the Fed had used interest-rate policy to tamp down stock-market speculation in the late 1990s, it would only have caused a “deeper recession,” he said.</p>\n<p>“There’s a heck of a cost of raising interest rates to tamp down on the stock market,” he added.</p>\n<p>Stocks were moving higher Monday as investors caught their breath after last week’s dramatic market gyrations in stocks like GameStockGME,-30.77%and AMCAMC,+0.30%.The Dow Jones Industrial AverageDJIA,+0.76%was up 231 points in early afternoon trading.</p>","source":"lsy1603348471595","collect":0,"html":"<!DOCTYPE html>\n<html>\n<head>\n<meta http-equiv=\"Content-Type\" content=\"text/html;
