That prompted Senate Finance Committee Chairman Ron Wyden to say, “Whether or not the world’s wealthiest man pays any taxes at all shouldn’t depend on the results of a Twitter poll.” The Democrat from Oregon has voiced support fora tax on billionairesthat would apply to their unrealized capital gains.</p>\n<p>The Tesla chief executive,who is compensated in stock awardsand doesn’t accept a cash salary from the electric-vehicle maker, faces an August deadline to convert tens of millions of stock options into shares or let them expire worthless.</p>\n<p>Mr. Musk isn’t alone in realizing some financial gains, as Tesla’s stock is near record highs. Other directors, including Kimbal Musk and board chair Robyn Denholm, have unloaded more than $600 million worth of shares this year through Friday, according to data compiled by research firm Equilar Inc. He wrote there are some narrow use cases—like helping users into locked accounts—where Facebook will explore using the technology in the future, and publicly disclose those efforts.</p>\n<p>Facebook appears to have decided the risks, both material and reputational, were too great to continue developing the technology.</p>\n<p>Facial recognition has come under fire for aiding oppressive governments and enabling police surveillance. Since 2020, US technology companies have curbed their own use or sales of the technology: Amazon, <a href=\"https://laohu8.com/S/IBM\">IBM</a>, Microsoft each announced last year that they would stop selling facial recognition technology to law enforcement following last year’s Black Lives Matter protests.</p>\n<h2><b>Facebook’s facial recognition lawsuit</b></h2>\n<p>Facebook’s own facial recognition practices had already led to expensive lawsuits. The US Federal Trade Commission’s $5 billion privacy settlement with Facebook in 2019 stipulated that the company needed to give more notice to users about how their data was being captured and used. It also paid $650 million to the State of Illinois for violating its biometric privacy law. Since the US still lacks a federal privacy law, the potential of running afoul of differing state laws continues. Today, only Illinois, Texas, and Washington have state laws regulating biometric privacy.</p>\n<p>The benefits of photo-tagging technology for the social media giant, crucial to driving growth 10 years ago, are likely less relevant today. Its business goals are shifting. With about 3 billion users on its apps including WhatsApp, Instagram and Facebook, the company is refocusing from breakneck growth to increasing engagement with ecommerce, influencers, and the metaverse.</p>\n<h2><b>Getting Meta in the metaverse</b></h2>\n<p>Facebook’s decision comes just days after its parent company was renamed Meta, ostensibly to focus on building the metaverse, an immersive virtual reality version of the internet. CEO Mark Zuckerberg thinks this will define our digital lives in the future by facilitating online interactions that feel like you are physically present with another person.</p>\n<p>The embrace of the metaverse by Silicon Valley could be collecting an unprecedented amount of information about its users in the not-too-distant future. The metaverse could capture much more data about its users and how they interact with one another, valuable data to advertisers. Virtual reality is typically tracked with wearable goggles and gloves, which can sense and respond to motion, sound, and touch. Thus it will not just capture what we type, scroll, and upload, but rather every move we make and how we interact with others. The company has been using the technology for a decade—much to the concern of privacy advocates, civil liberties groups, and regulators—to identify individuals in photos.\nFacebook said it will delete facial recognition data entirely for 1 billion of its users over concerns about its potential misuse by governments and private actors. “There are many concerns about the place of facial recognition technology in society, and regulators are still in the process of providing a clear set of rules governing its use,” wrote Jerome Pesenti, vice president of artificial intelligence at Meta, Facebook’s parent company, in a blog post. He wrote there are some narrow use cases—like helping users into locked accounts—where Facebook will explore using the technology in the future, and publicly disclose those efforts.\nFacebook appears to have decided the risks, both material and reputational, were too great to continue developing the technology.\nFacial recognition has come under fire for aiding oppressive governments and enabling police surveillance. Since 2020, US technology companies have curbed their own use or sales of the technology: Amazon, IBM, Microsoft each announced last year that they would stop selling facial recognition technology to law enforcement following last year’s Black Lives Matter protests.\nFacebook’s facial recognition lawsuit\nFacebook’s own facial recognition practices had already led to expensive lawsuits. The US Federal Trade Commission’s $5 billion privacy settlement with Facebook in 2019 stipulated that the company needed to give more notice to users about how their data was being captured and used. It also paid $650 million to the State of Illinois for violating its biometric privacy law. Since the US still lacks a federal privacy law, the potential of running afoul of differing state laws continues. I can’t decide whether to panic or just sulk.</p>\n<p>The index decides the fate of more than $5 trillion in linked investor assets. My only exposure is in my retirement, joint, college, healthcare, and, come to think of it, all other investment accounts. I don’t think my Chipotle Rewards account is affected, but I haven’t read the small print.</p>\n<p>The concern, of course, is that S&amp;P 500 trackers have had it too good for too long. The index has returned 376% over the past decade, or close to 17% a year, compounded. Among active managers tasked with beating the index, four out of five failed during the 10 years through 2020.</p>\n<p>For Bogleheads, as devotees of the late Vanguard founder and indexing pioneer John Bogle call themselves, the explanation is simple: Stock-picking is futile. But if that’s so, the typical active manager should do no better or worse than indexes on underlying stock performance, and underperform only to the extent he or she charges extra fees. In fact, they have trailed over 10 years by an average of 2.5% a year. Stinking that badly is a skill of its own—one that theoretically shouldn’t exist.</p>\n<p>Another explanation is that the S&amp;P 500’s popularity has created its own tailwind. “Flows into index funds raise the prices of large stocks,” conclude researchers from Michigan State University, the London School of Economics, and the University of California, Irvine,in a working paper&nbsp;that has been circulating since late last year. By now, you’ve heard that five companies&nbsp;—&nbsp;Apple,Microsoft,Alphabet,Amazon.com,and&nbsp;Facebook—combined for one-quarter of the S&amp;P 500’s market value. But all are still growing nicely, so why worry now?</p>\n<p>This past Tuesday, Lisa Shalett, chief investment officer at Morgan Stanley Wealth Management, predicted a 10% to 15% slide for the S&amp;P 500 before year’s end, but she says that doesn’t make her bearish. She points out that most 12-month stretches contain a big pullback for the index, but that we haven’t had one since March 2020. Tech giants, she has noticed, have lately traded hand-in-hand with Treasuries, suggesting that investors have come to view them as havens.</p>\n<p>“Owning the index today in a global context is a relatively defensive position, and we believe that it’s time to play offense,” she says.</p>\n<p>In Shalett’s view, interest rates will rise as global economies rebound, putting pressure on stock valuations. She predicts upside earnings surprises and stock outperformance for cyclical sectors like financials, industrials, energy, and materials, and for some pockets of consumer services and healthcare. “We’re very excited about buying a lot of different stocks,” she says. “We’re just not super-psyched about owning the index.”</p>\n<p>On Wednesday, Bank of America Securities issued a similarly mixed signal. It raised its year-end S&amp;P 500 target from 3800 all the way to 4250, which sounds optimistic. But it referred to the change as a mark to market—something typically done obligingly by accountants, not enthusiastically by forecasters. Also, the new target implies a decline of 5% or so from recent levels. Indexers have already made an easy 20% this year, so why sweat a holiday haircut? Because the bank is also predicting a 10-year average loss in the index of 0.8% a year.</p>\n<p>It’s devilishly difficult to predict short-term stock market returns. I tend to follow such forecasts more for the rationales than the targets. But long-term returns might be more closely linked than short-term ones to starting valuations, making forecasting more feasible. BofA says one measure has predicted about 80% of 10-year returns for the S&amp;P 500 since 1987: the ratio of the index’s price to what the bank calls its normalized earnings for the past 12 months. The index has returned 376% over the past decade, or close to 17% a year, compounded. Among active managers tasked with beating the index, four out of five failed during the 10 years through 2020.\nFor Bogleheads, as devotees of the late Vanguard founder and indexing pioneer John Bogle call themselves, the explanation is simple: Stock-picking is futile. But if that’s so, the typical active manager should do no better or worse than indexes on underlying stock performance, and underperform only to the extent he or she charges extra fees. In fact, they have trailed over 10 years by an average of 2.5% a year. Stinking that badly is a skill of its own—one that theoretically shouldn’t exist.\nAnother explanation is that the S&P 500’s popularity has created its own tailwind. “Flows into index funds raise the prices of large stocks,” conclude researchers from Michigan State University, the London School of Economics, and the University of California, Irvine,in a working paper that has been circulating since late last year. But all are still growing nicely, so why worry now?\nThis past Tuesday, Lisa Shalett, chief investment officer at Morgan Stanley Wealth Management, predicted a 10% to 15% slide for the S&P 500 before year’s end, but she says that doesn’t make her bearish. She points out that most 12-month stretches contain a big pullback for the index, but that we haven’t had one since March 2020. The gains continued even as concerns about inflation have increased speculation that the Federal Reserve would be forced to take steps to slow the economy.</p>\n<p>The combination of big gains and a more hawkish Fed have raised concerns that the market has become too complacent. If inflation continues to run hot for long enough, the central bank could be forced to act more quickly than the market expects—and&nbsp;cause stocks to tumble. Others worry that&nbsp;U.S. economic growth could slow faster than investors anticipate, causing a pullback in the process.</p>\n<p>For those who take that view, there is no better time to back away from the stock market than the present. History suggests otherwise.</p>\n<p>Since 1979, the S&amp;P 500 has gained 10% or more 14 times during the first half of the year, and the index has gone on to average a 6.3% gain over the second half of the year. What’s more, the index finished the second half of the year higher In 11 of those instances, or 79% of the time.</p>\n<p>Even the losses, when they occurred, weren’t all that bad. The S&amp;P 500 dropped 1.9% in the second half of 1983 and 3.5% during the last six months of 1986.</p>\n<p>The one exception was the last six months of 1987 when the index fell 19% during the second half of the year. That period included Black Monday, when the S&amp;P 500 dropped 20% in one day, still a record loss. While selling linked to so-called&nbsp;portfolio insurance&nbsp;was ultimately blamed for the size and speed of the loss, the second half of 1987 was&nbsp;a period of rising bond yields and high stock-market valuations, just like the first half of 2021.</p>\n<p>Still, the market has been acting like it wants to go higher, not lower. Pullbacks, a normal event in the midst of bull runs, have been mild in 2021, with the largest drops being less than 4%. “What the [S&amp;P 500] has done throughout 2021 is pick itself up when and where it has needed to, maintaining an uptrend all along,” writes Frank&nbsp;Cappelleri, chief market technician at Instinet.</p>\n<p>That 6.3% average second-half rise would push the S&amp;P 500’s full-year gain to around 23%. While most investors think almost exclusively about return opportunity, not as many realize that upside potential is usually highest when risk is also elevated. So, to hopefully win big, one must usually “risk big” as well.</p>\n<p>I, on the other hand, prefer the idea of the slow climb: decent returns driven by business fundamentals without all the gut-wrenching ups and downs.</p>\n<p>The graph below shows that, on average over the past decade (see dotted orange line), the volatility in Amazon’s daily returns has been about 31% annualized. As a reminder, volatility is a traditional measure of risk that informs how much a stock tends to “bounce around” from period to period (day to day, in this case, but in annualized terms).</p>\n<p>The one-month rolling volatility in AMZN stock is currently only 22% – well below historical levels. Notice that today’s 22% is nearly as low as the metric has been since the start of the COVID-19 crisis. In fact, volatility was a comparable 20% on the first day of January of last year, when the term “COVID-19” was still unknown to the world.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/d6e75ecef7f95c331c15b6dcab291d6d\" tg-width=\"680\" tg-height=\"404\" width=\"100%\" height=\"auto\"><span>Figure 3: AMZN volatility of daily returns since the start of 2020.</span></p>\n<p><b>What does this mean?</b></p>\n<p>The recent drop in volatility, a.k.a. risk in Amazon stock can be attributed to a general sense of comfort that investors seem to have about the health of the global economies and the markets. Sure, inflation is still a concern, and so is the global supply chain crisis. But keep in mind that worries will always exist – they are just less prevalent now than they were during the thick of the pandemic, or even in the early days of the “return to normal” transition.</p>\n<p>To be fair, there might still be some skepticism about Amazon stock, since&nbsp;the company proved in Q2&nbsp;that the end of the stay-at-home tailwinds will weigh on its ability to perform as well in e-commerce. But still, the seas have been looking a bit less choppy in the past few weeks.</p>\n<p><b>What to expect</b></p>\n<p>It is well known that volatility is “sticky”. That is, moments of high volatility tend to follow periods of high volatility, and vice versa. Therefore, looking at the next couple at weeks at least, I expect AMZN to behave in somewhat “civilized” fashion, not rising or dropping too much in any given trading session – except for earnings day on October 28, possibly.</p>\n<p>It is also well understood that low volatility tends to be associated with a slow climb in asset prices. Think about 2017, for example, when AMZN’s volatility dropped to a timid 21% and gains for the year reached 56%, suggesting impressive risk-adjusted performance.</p>\n<p>Therefore, I believe that now is a good time to hold Amazon stock.
