Starting the year at 2 a share,AMC stock skyrocketed more than 36-foldto an all-time high of 72.62 on June 2.</p>\n<p>Even though an epic short squeeze rally hit overdrive in January this year, AMC stock still attracts short sellers.</p>\n<p>Data frombrokerage TradeZero America for the week ended July 23 shows AMC Entertainment placed 3rd among stocks trading at least $10 a share and getting sold short the most. A total 14,666 short-sale trades crossed TradeZero's platform at an average price of 38.18 per share. AMC ranked No. 2 for the weeks ended Aug. 27 and Sept. 3; in the latter week, the broker executed 8,421 trades at an average price of 45.96 per share.</p>\n<p>In the week ended Sept. 17, TradeZero reports an additional 8,543 short-sale trades made at an average price of 48.39. Yet are the shorts showing fatigue? Data for the week ended Oct. 15 shows AMC seeing 2,604 short trades on the platform at an average price of 39.62 per share. And in the latest week ended on Oct. 29? AMC disappeared from TradeZero's top 10 rankings.</p>\n<p>Shares remain above an Aug. 5 low of 28.91. And briefly in mid-October, AMC appeared to be winning a battle to regain the north side of the technically pivotal10-week moving average.</p>\n<p>This past week, the stock cut some of its early heavy losses to finish down 3% in light volume. This week, AMC has rebounded sharply so far, up 15% headed into Thursday's session and ahead of its Q3 results scheduled for Nov. 8.</p>\n<p>Is AMC Stock A Buy Now?</p>\n<p>So, after a disappointing September and October, in which the stock retreated a combined 26%, AMC remains inbase-building mode.</p>\n<p>Meanwhile, check out the 50-day moving average, drawn in red in all IBD charts.</p>\n<p>AMC shares showed an encouraging rebound back above this medium-term technical support-and-resistance level. Yet the stock is again testing the will of buyers at the 50-day line.</p>\n<p>AMC Stock: Still A Leader In The Stock Market Today</p>\n<p>So, given extraordinary gains through late May, is it time to take profits off the table? After all, the May rally displayedelements of a climax run. Gains from a recentbuy pointat 14.64 have shrunk quite a lot.</p>\n<p>Or is it a buy now?</p>\n<p>This story examines fundamental, technical and fund ownership factors to determine if the Leawood, Kan., company with 1,004 theaters and 11,041 screens scores a good probability of making more money for stock traders.</p>\n<p>After Memorial Day, AMC soared 23% on an agreement to sell 8.5 million shares at $27.15 per share to Mudrick Capital. Proceeds would go toward strategic acquisitions of \"additional theatre leases, as well as investments to enhance the consumer appeal of AMC's existing theatres.\"</p>\n<p>Some of that money could also go toward paying down debt.</p>\n<p>On June 3, shares at one point fell more than 30% on news the company plans to sell up to 11.55 million shares — or roughly 2.6% of the total common shares outstanding. AMC raised $587 million. On July 6, the company decided toshelve a plan to sell more shares to the public.</p>\n<p>Are The Shorts Covering AMC Stock?</p>\n<p>Meantime, consider this stat: Prior to the giant gain on June 2, over just five sessions of trade (May 24 to 28), AMC obliterated the short sellers by rising as much as 203%. In the week ended June 4, AMC stock almost finished up 100% or more for a second straight week. Incredible.</p>\n<p>Earlier this year, WallStreetBets chat-room traders on Reddit joined in unison in buying shares and bullish call options in AMC stock. They did the same in a band of other companies that had been heavily sold short and struggling.</p>\n<p>When a stock shows ahigh level of short interestand is getting bid up, you can almost count on a chain reaction of buying to occur. Why? Short sellers, betting on a decline in the stock, often have to do an about-face. They cover their short position by buying back shares.</p>\n<p>According to MarketSmith,short interest— shares sold short by individual and professional investors — stands at 1.5 times AMC stock's daily average volume of 63 million shares. Short interest, in other words, now encompasses nearly 19% of the stock's entire float. Still a hefty amount. The figure stood at 21% in the spring.</p>\n<p>The NYSE publishes data on short sale positions only twice a month. Plus, the short coverage ratio can be skewed by dramatic changes in daily share turnover. The above data also does not consider any shares that may have been sold short in dark pools.</p>\n<p>TheInvestor's Business Daily team will keep close watch for any signs that short interest has dropped lately.</p>\n<p>Since late January, AMC stock has followed an extreme zigzag path. Just two weeks after that 20.36 peak, AMC crashed. Shares fell to as low as 5.26. Then came a huge second wave of buying, sending shares back in the low teens.</p>\n<p>Week to week, the stock (pumping its market value this year to as high as $36 billion on 513 million shares outstanding and a float of 508 million) has lately seen its overall price range narrow. That's good as thenew base continues to form.</p>\n<p>Will AMC Stock Keep Rallying In The Long Term?</p>\n<p>In 2020, AMC lost $16.15 a share. Over the past five quarters, the company's sales have shrunk 22% to as much as 99% vs. year-ago levels. Such results would normally devastate most companies.</p>\n<p>Wall Street now expects net losses of $2.81 a share for 2021, a far cry from the unadjusted net loss of $16.15 it suffered last year. And the Street sees net losses shrinking further in 2022, to 78 cents a share. Recently, that estimate stood at a net loss of 96 cents.</p>\n<p>With big sales expected to arrive, expect cash flows to improve.</p>\n<p>A Q2 net loss of 71 cents a share came well below an estimated net loss of 93 cents. Sales rebounded to $444.7 million vs. $18.9 million a year ago, blasting analysts' consensus forecast for $375 million. In an Aug. 9 news release, AMC Chairman and CEO Adam Aron noted the company raised another $1.25 billion in new equity capital during the quarter; welcomed more than 22 million guests back to its theaters across the globe; and saw successive new pandemic-era box office records on the back of new blockbuster films released over the three-month period.</p>\n<p>Some observers fret over the company's debt load ($5.5 billion in borrowings due one year from now or longer, as of June 30) vs. total assets ($11.3 billion) on the balance sheet. While the company generated $1.21 billion in net cash from financing activities in the first six months of 2021, AMC still posted a negative free cash flow of -$252 million. Operating cash flow was a net outflow of $234 million.</p>\n<p>The last time AMC paid a dividend came on March 23, 2020, at 3 cents per share.</p>\n<p>AMC has yet to set the date of its third-quarter results.</p>\n<p>But on Oct. 4, the company reported a new post-pandemic reopening record for Thursday-to-Sunday attendance and new post-opening records for ticket revenues plus food and beverage sales. Box-office hits \"Venom: Let There Be Carnage\" and the newest James Bond thriller, \"No Time to Die,\" drove the strong results as 2.4 million moviegoers watched a film at AMC Theatres in the U.S. during the Sept. 30-Oct. 3 weekend.</p>\n<p>More than 1.4 million moviegoers watched a movie at Odeon Cinemas overseas. That also marked a new post-reopening record.</p>\n<p>Key IBD Ratings</p>\n<p>For now, AMC scores poorly in many of IBD's proprietary ratings. They include an improved 44Earnings Per Share Ratingon a scale of 1 to 99. The Sales + Profit Margins + Return on Equity (SMR) Rating of D has improved but remains weak. Finally, an 81Composite Ratingon a scale of 1 (wizened) to 99 (wizardly) is rising again, yet signals room for improvement.</p>\n<p>Ideally, you want to focus on stocks that show a 90 to 95 Composite score or higher.</p>\n<p>Meanwhile, AMC's movies industry group has bullishly propelled back into the top 20 among IBD's197 industry groupsin terms of six-month price-weighted performance. Good.</p>\n<p>Mutual funds owning a stake in AMC have jumped to 458 the end of the September quarter vs. 190 in Q4 of 2020. Impressive growth here.</p>\n<p>In other words, professional portfolio managers appear to be accumulating shares.</p>\n<p>AMC Stock Forecast</p>\n<p>When choosing growth stocks for the biggest potential gains based on the CAN SLIM investment paradigm, focus on those with a Composite Ratingof 90 or higher. Shooting for a 95 or higher, particularly at the start of a new bull market, is even better.</p>\n<p>However, given that AMC stock is a turnaround play, it makes sense to place more emphasis on relative strength. AMC has that in spades.</p>\n<p>A 99Relative Strength Rating on a scale of 1 to 99 means that AMC stock has outperformed 99% of all stocks in the IBD database over the past 12 months. Strong long-term performance? Indeed.</p>\n<p>Plus, despite the recent downdraft, the Accumulation/Distribution Rating shows an excellent A grade on a scale of A to E.</p>\n<p>On the weekly chart and in MarketSmith, watch for the relative strength line to continue rising. The RS line, drawn in blue, compares a stock or ETF's moves vs. the S&P 500. When a stock breaks out of anew base, prefer to see the RS line also running to new high ground. This means that a stock is now outperforming the general market.</p>\n<p>Earlier this year, AMC created a boxy cup over a period of two months. That's plenty of time for a solid cup pattern to form. This pattern produces aproper buy point of 10 cents above the cup's left-side peak of 14.54 on March 18. So in AMC's case, the correct entry stood at 14.64.</p>\n<p>AMC Action In The First Half Of 2021</p>\n<p>In effect,AMC stock staged astrong breakout twice over a short period in May.</p>\n<p>First, AMC had to surpass 14.64 before becoming a new buy. A 20% gain on May 25 sent shares zooming past theproper buy point. The5% buy zonegoes up to 15.37; the stock quickly got extended.</p>\n<p>As always, control your risk. Not all breakouts work, especially when thestock market uptrend goes under pressure or into a correction. The best time to buy? When IBD notes the stock market in aconfirmed uptrend, it signifies that buying demand is healthy among institutional investors.</p>\n<p>In stock investing, seek the wind at your back, not in your face.</p>\n<p>Back in May, this story suggested watching how AMC stock handles potential upside resistance near 20. In fact, the action since that incredible week ended Jan. 29 molded adeep cup pattern. From that vantage point, AMC delivered a second breakout on May 27, surpassing a new 20.46buy pointwith fury.</p>\n<p>To get this ideal entry in acup without handle, simply add 10 cents to the cup's left-side high — 20.36. On May 27, shares rifled past this entry. For a while, AMC refused to look back. Still, with gains of as much as 501% in just two weeks, it made sense to lock in at least partial profits.</p>\n<p>Conclusion: Is It A Buy Now? Or A Sell?</p>\n<p>AMC still trades 46% below its 72.62 all-time high. So at that level, it does not yet trade at anIBD-style entry point. For those who want to go long, watch to see if anew bullish chart patternwill form.</p>\n<p>A big move in August back above the 10-week moving average (near 40) sparked a newfollow-on buy opportunity for the intrepid investor. Plus, if one draws a trend line starting with the 64.96 high during the week ended June 18, a strong rally past 48 sparked an early entry too. (Please check out thisInvestor's Corner on how to draw a good trend linewithin a developing base.)</p>\n<p>That trade, however, quickly turned sharply in the red.</p>\n<p>AMC is currently not a buy right now. Rather, the stock needs more time to build the right side of a brand new base andclear away an overhead supplyof willing sellers.</p>\n<p>Yet, for aggressive traders, a short-term trend line drawn from the Sept. 13 near-term high of 52.79, connecting the Oct. 19 intraday peak of 44.44, produces a very early buy point near 41 — right where the50-day moving average currently stands. In this light, AMC is an aggressive buy now.</p>\n<p>Without doubt, AMC is still building a new base. But it will need at least several weeks, if not months, for AMC to build the right side of that new base in bullish fashion. Starting the year at 2 a share,AMC stock skyrocketed more than 36-foldto an all-time high of 72.62 on June 2.\nEven though an epic short squeeze rally hit overdrive in January this year, AMC stock still attracts short sellers.\nData frombrokerage TradeZero America for the week ended July 23 shows AMC Entertainment placed 3rd among stocks trading at least $10 a share and getting sold short the most. A total 14,666 short-sale trades crossed TradeZero's platform at an average price of 38.18 per share. AMC ranked No. 2 for the weeks ended Aug. 27 and Sept. 3; in the latter week, the broker executed 8,421 trades at an average price of 45.96 per share.\nIn the week ended Sept. 17, TradeZero reports an additional 8,543 short-sale trades made at an average price of 48.39. Yet are the shorts showing fatigue? Data for the week ended Oct. 15 shows AMC seeing 2,604 short trades on the platform at an average price of 39.62 per share. And in the latest week ended on Oct. 29? AMC disappeared from TradeZero's top 10 rankings.\nShares remain above an Aug. 5 low of 28.91. And briefly in mid-October, AMC appeared to be winning a battle to regain the north side of the technically pivotal10-week moving average.\nThis past week, the stock cut some of its early heavy losses to finish down 3% in light volume. This week, AMC has rebounded sharply so far, up 15% headed into Thursday's session and ahead of its Q3 results scheduled for Nov. 8.\nIs AMC Stock A Buy Now?\nSo, after a disappointing September and October, in which the stock retreated a combined 26%, AMC remains inbase-building mode.\nMeanwhile, check out the 50-day moving average, drawn in red in all IBD charts.\nAMC shares showed an encouraging rebound back above this medium-term technical support-and-resistance level. Yet the stock is again testing the will of buyers at the 50-day line.\nAMC Stock: Still A Leader In The Stock Market Today\nSo, given extraordinary gains through late May, is it time to take profits off the table? After all, the May rally displayedelements of a climax run. Gains from a recentbuy pointat 14.64 have shrunk quite a lot.\nOr is it a buy now?\nThis story examines fundamental, technical and fund ownership factors to determine if the Leawood, Kan., company with 1,004 theaters and 11,041 screens scores a good probability of making more money for stock traders.\nAfter Memorial Day, AMC soared 23% on an agreement to sell 8.5 million shares at $27.15 per share to Mudrick Capital. Proceeds would go toward strategic acquisitions of \"additional theatre leases, as well as investments to enhance the consumer appeal of AMC's existing theatres.\"\nSome of that money could also go toward paying down debt.\nOn June 3, shares at one point fell more than 30% on news the company plans to sell up to 11.55 million shares — or roughly 2.6% of the total common shares outstanding. AMC raised $587 million. On July 6, the company decided toshelve a plan to sell more shares to the public.\nAre The Shorts Covering AMC Stock?\nMeantime, consider this stat: Prior to the giant gain on June 2, over just five sessions of trade (May 24 to 28), AMC obliterated the short sellers by rising as much as 203%. In the week ended June 4, AMC stock almost finished up 100% or more for a second straight week. Incredible.\nEarlier this year, WallStreetBets chat-room traders on Reddit joined in unison in buying shares and bullish call options in AMC stock. They did the same in a band of other companies that had been heavily sold short and struggling.\nWhen a stock shows ahigh level of short interestand is getting bid up, you can almost count on a chain reaction of buying to occur. Why? Short sellers, betting on a decline in the stock, often have to do an about-face. They cover their short position by buying back shares.\nAccording to MarketSmith,short interest— shares sold short by individual and professional investors — stands at 1.5 times AMC stock's daily average volume of 63 million shares. Short interest, in other words, now encompasses nearly 19% of the stock's entire float. Still a hefty amount. The figure stood at 21% in the spring.\nThe NYSE publishes data on short sale positions only twice a month. Plus, the short coverage ratio can be skewed by dramatic changes in daily share turnover. The above data also does not consider any shares that may have been sold short in dark pools.\nTheInvestor's Business Daily team will keep close watch for any signs that short interest has dropped lately.\nSince late January, AMC stock has followed an extreme zigzag path. Just two weeks after that 20.36 peak, AMC crashed. Shares fell to as low as 5.26. Then came a huge second wave of buying, sending shares back in the low teens.\nWeek to week, the stock (pumping its market value this year to as high as $36 billion on 513 million shares outstanding and a float of 508 million) has lately seen its overall price range narrow. That's good as thenew base continues to form.\nWill AMC Stock Keep Rallying In The Long Term?\nIn 2020, AMC lost $16.15 a share. Over the past five quarters, the company's sales have shrunk 22% to as much as 99% vs. year-ago levels. Such results would normally devastate most companies.\nWall Street now expects net losses of $2.81 a share for 2021, a far cry from the unadjusted net loss of $16.15 it suffered last year. And the Street sees net losses shrinking further in 2022, to 78 cents a share. Recently, that estimate stood at a net loss of 96 cents.\nWith big sales expected to arrive, expect cash flows to improve.\nA Q2 net loss of 71 cents a share came well below an estimated net loss of 93 cents. Sales rebounded to $444.7 million vs. $18.9 million a year ago, blasting analysts' consensus forecast for $375 million. In an Aug. 9 news release, AMC Chairman and CEO Adam Aron noted the company raised another $1.25 billion in new equity capital during the quarter; welcomed more than 22 million guests back to its theaters across the globe; and saw successive new pandemic-era box office records on the back of new blockbuster films released over the three-month period.\nSome observers fret over the company's debt load ($5.5 billion in borrowings due one year from now or longer, as of June 30) vs. total assets ($11.3 billion) on the balance sheet. While the company generated $1.21 billion in net cash from financing activities in the first six months of 2021, AMC still posted a negative free cash flow of -$252 million. Operating cash flow was a net outflow of $234 million.\nThe last time AMC paid a dividend came on March 23, 2020, at 3 cents per share.\nAMC has yet to set the date of its third-quarter results.\nBut on Oct. 4, the company reported a new post-pandemic reopening record for Thursday-to-Sunday attendance and new post-opening records for ticket revenues plus food and beverage sales. Box-office hits \"Venom: Let There Be Carnage\" and the newest James Bond thriller, \"No Time to Die,\" drove the strong results as 2.4 million moviegoers watched a film at AMC Theatres in the U.S. during the Sept. 30-Oct. 3 weekend.\nMore than 1.4 million moviegoers watched a movie at Odeon Cinemas overseas. That also marked a new post-reopening record.\nKey IBD Ratings\nFor now, AMC scores poorly in many of IBD's proprietary ratings. They include an improved 44Earnings Per Share Ratingon a scale of 1 to 99. The Sales + Profit Margins + Return on Equity (SMR) Rating of D has improved but remains weak. Finally, an 81Composite Ratingon a scale of 1 (wizened) to 99 (wizardly) is rising again, yet signals room for improvement.\nIdeally, you want to focus on stocks that show a 90 to 95 Composite score or higher.\nMeanwhile, AMC's movies industry group has bullishly propelled back into the top 20 among IBD's197 industry groupsin terms of six-month price-weighted performance. Good.\nMutual funds owning a stake in AMC have jumped to 458 the end of the September quarter vs. 190 in Q4 of 2020. Impressive growth here.\nIn other words, professional portfolio managers appear to be accumulating shares.\nAMC Stock Forecast\nWhen choosing growth stocks for the biggest potential gains based on the CAN SLIM investment paradigm, focus on those with a Composite Ratingof 90 or higher. Shooting for a 95 or higher, particularly at the start of a new bull market, is even better.\nHowever, given that AMC stock is a turnaround play, it makes sense to place more emphasis on relative strength. AMC has that in spades.\nA 99Relative Strength Rating on a scale of 1 to 99 means that AMC stock has outperformed 99% of all stocks in the IBD database over the past 12 months. Strong long-term performance? Indeed.\nPlus, despite the recent downdraft, the Accumulation/Distribution Rating shows an excellent A grade on a scale of A to E.\nOn the weekly chart and in MarketSmith, watch for the relative strength line to continue rising. The RS line, drawn in blue, compares a stock or ETF's moves vs. the S&P 500. When a stock breaks out of anew base, prefer to see the RS line also running to new high ground. This means that a stock is now outperforming the general market.\nEarlier this year, AMC created a boxy cup over a period of two months. That's plenty of time for a solid cup pattern to form. This pattern produces aproper buy point of 10 cents above the cup's left-side peak of 14.54 on March 18. So in AMC's case, the correct entry stood at 14.64.\nAMC Action In The First Half Of 2021\nIn effect,AMC stock staged astrong breakout twice over a short period in May.\nFirst, AMC had to surpass 14.64 before becoming a new buy. A 20% gain on May 25 sent shares zooming past theproper buy point. The5% buy zonegoes up to 15.37; the stock quickly got extended.\nAs always, control your risk. Not all breakouts work, especially when thestock market uptrend goes under pressure or into a correction. The best time to buy? When IBD notes the stock market in aconfirmed uptrend, it signifies that buying demand is healthy among institutional investors.\nIn stock investing, seek the wind at your back, not in your face.\nBack in May, this story suggested watching how AMC stock handles potential upside resistance near 20. In fact, the action since that incredible week ended Jan. 29 molded adeep cup pattern. From that vantage point, AMC delivered a second breakout on May 27, surpassing a new 20.46buy pointwith fury.\nTo get this ideal entry in acup without handle, simply add 10 cents to the cup's left-side high — 20.36. On May 27, shares rifled past this entry. For a while, AMC refused to look back. Still, with gains of as much as 501% in just two weeks, it made sense to lock in at least partial profits.\nConclusion: Is It A Buy Now? Or A Sell?\nAMC still trades 46% below its 72.62 all-time high. So at that level, it does not yet trade at anIBD-style entry point. For those who want to go long, watch to see if anew bullish chart patternwill form.\nA big move in August back above the 10-week moving average (near 40) sparked a newfollow-on buy opportunity for the intrepid investor. Plus, if one draws a trend line starting with the 64.96 high during the week ended June 18, a strong rally past 48 sparked an early entry too. (Please check out thisInvestor's Corner on how to draw a good trend linewithin a developing base.)\nThat trade, however, quickly turned sharply in the red.\nAMC is currently not a buy right now. Rather, the stock needs more time to build the right side of a brand new base andclear away an overhead supplyof willing sellers.\nYet, for aggressive traders, a short-term trend line drawn from the Sept. 13 near-term high of 52.79, connecting the Oct. 19 intraday peak of 44.44, produces a very early buy point near 41 — right where the50-day moving average currently stands. In this light, AMC is an aggressive buy now.\nWithout doubt, AMC is still building a new base. But it will need at least several weeks, if not months, for AMC to build the right side of that new base in bullish fashion. We all know the story so I won’t go through it, but it is fair enough to say that GameStop has been out of the headlines for months now. However, the stock is still many times more valuable than what it was prior to the squeeze, showing a massive amount of resilience in the process. I’ll admit to thinking during the initial squeeze thatGameStopwasn’t worth anything close to $400, or $300, or $100, for that matter. But here we are, so many months later, and shares go for $172.</p>\n<p>The point of that is to say that GameStop is no longer a meme stock, but it has been legitimized by Wall Street. If it hadn’t, shares would be four bucks again. I’m not one for meme stocks but when I look at GameStop, I see potential for the first time in a while, and importantly, GameStop<i>isn't</i>a meme stock any longer.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/04667be7a9daa0ece4603f82d745d457\" tg-width=\"640\" tg-height=\"714\" width=\"100%\" height=\"auto\"><span>Source: StockCharts</span></p>\n<p>We’ll start with the chart, which I think looks quite constructive for the bulls. First, I circled a series of higher lows the stock has made in the past six months, and while rallies have been erratic, higher lows are always bullish.</p>\n<p>The accumulation/distribution line remains horrendously weak, as it has been since the initial spike early this year, so that’s not helping the bulls. But if we look at momentum, I see a much rosier picture.</p>\n<p>The PPO looks like it is making a bottom just below centerline support, which is bullish on its own, but is also much higher than where it bottomed last time. This combination of a higher low in momentum and the fact that the short-term line is about to make a bullish crossover of the long-term line make me think GameStop is on the verge of another rally.</p>\n<p>The 14-day RSI is showing a similar story – a higher low and a bullish move – at the same time that the 5-day RSI is coming out of oversold conditions. All of the momentum indicators are saying the same thing, and it is unequivocally bullish.</p>\n<p>If we look at the weekly time frame, I see similarly bullish behavior for the longer term.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/ea42fdf6de7b79dc06f5c976801285f7\" tg-width=\"640\" tg-height=\"714\" width=\"100%\" height=\"auto\"><span>Source: StockCharts</span></p>\n<p>GME is possibly carving out a pennant formation on the weekly chart, which if true, would result in an upside breakout. We’ll know soon enough as the pennant’s sides are closing in quite rapidly, so this pattern will resolve itself one way or the other in the coming weeks. I don’t see this alone as enough of a reason to buy, but it is certainly worth watching, as pennants are powerful continuation patterns.</p>\n<p>I’m more excited about the momentum picture, which is similar in some ways to the daily chart. GameStop was the most overbought stock I’ve ever seen during its spike in January. Obviously, that needed to be worked off, but the good news is that weekly momentum is now testing centerline support. That means the stock is no longer overbought, and clears the way for another rally attempt. The story is similar with momentum, as the 14-week RSI is bouncing off of the centerline, and the 5-week RSI is showing a higher low as well.</p>\n<p>GameStop’s technical picture, then, has improved a bunch in my view, and that may just clear the way for another rally. This one is risky, to say the least, so don’t go mortgaging your housing again to HODL this one. I see real potential for a rally here, but let’s take a look at the fundamentals as well.</p>\n<p>A much improved outlook</p>\n<p>It is no secret that GameStop’s core business has been under siege for years; that’s why it was a $4 stock before it became the mother of all short squeezes. However, today’s GameStop is nothing like it was a year ago, as stores have been closed and consolidated, the company has invested in fulfillment capabilities like it never had before, and the balance sheet is massively improved. The fundamental outlook isn’t what you’d call a clear path to riches, but at this stage of the turnaround, I see GameStop as doing what is necessary to help the business grow, and stay around for a long time to come.</p>\n<p>Bears on GameStop will say it has no future and is going to zero, and that may prove to be the case. But for a company with more than a billion dollars of net cash, that seems extremely unlikely. What seems <i>more</i> likely is that GameStop has the cash it needs to compete in a digitally-dominated world of gaming, which is something that wasn’t the case before.</p>\n<p>The company’s latest earnings showed similar characteristics to other earnings reports, in that, the company has wild swings in revenue based upon hardware releases, in particular. Revenue was up 26% year-over-year despite the store base being smaller. GameStop is also continuing to boost its ability to fulfill digital sales, which it absolutely must do in order to remain relevant.</p>\n<p>However, it is still quite reliant upon hardware sales to drive the top line, as the software business remains a slow grower. Collectibles revenue is volatile as well, and is by far the smallest revenue contributor. GameStop is working on ways to diversify away from hardware sales, but it is still a big risk for the bulls as of now. That’s something to keep in mind if you’re thinking of going long.</p>\n<p>Another risk is margins, as GameStop has struggled mightily in recent years with profitability. Gross margins in the last quarter were just 27.1% of revenue, owed to the commoditized nature of most of GameStop’s revenue. GameStop needs revenue diversification to keep the top line moving higher, but it also needs it to help boost margins. Retailers generally cannot be profitable with sub-30% gross margins, and I’m not sure GameStop is an exception to that.</p>\n<p>In fact, SG&A costs in the last quarter were 31.5% of revenue, meaning operating margin was negative once again. GameStop’s plan of attack on profitability is to improve SG&A costs with a rationalized store base, but also to boost gross margins through different ways of capturing revenue. To be clear, it will need both to succeed. To me, this is the biggest risk of owning GameStop at this point, and it’s a big one. But if the company can execute, the rewards could be substantial.</p>\n<p>One point on revenue is that the light appears to be at the end of the tunnel.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/d82d960cf719de5367b59bf8447bb9d5\" tg-width=\"640\" tg-height=\"289\" width=\"100%\" height=\"auto\"><span>Source:Seeking Alpha</span></p>\n<p>Revisions have been quite bullish for about half a year at this point, and while we shouldn’t expect estimates to rise to prior levels anytime soon, this sort of move higher in estimates is quite bullish. Analysts are saying the bottom was found earlier this year and that the transformation is working. I like stocks with rising revenue estimates, and in particular, turnaround stories. It means the worst is behind us, and in GameStop’s case, it certainly looks that way to me.</p>\n<p>That should help with the margin picture, which we can see below with quarterly gross margin and operating margin depicted for the past few years.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/d0ab3d33732e19ac3dbe91488be402da\" tg-width=\"640\" tg-height=\"169\" width=\"100%\" height=\"auto\"><span>Source: TIKR.com</span></p>\n<p>GameStop used to post decent operating profit numbers, but it has been slow-going recently. We need to see revenue rise in order to leverage down SG&A costs, and eventually see those black bars go positive. I think it will happen, but as I said, this is a big risk of owning GameStop.</p>\n<p>I mentioned earlier that GameStop’s balance sheet is a big deal, and I don’t think that can be overstated. This means that not only can GameStop survive indefinitely – which makes the argument of GameStop being a zero null and void – but it has all the cash it could want to invest in fulfillment, sourcing, or whatever else it fancies.</p>\n<p>Turnaround stories often fail because the cash runs out; investments cannot be made to become competitive again, and the companies fail. GameStop does not have that problem, and it won’t for a very long time to come, even if it continues to lose money. In essence, GameStop has a virtually unlimited lifespan at this point because of how much cash it has raised, and could raise again given its high share price.</p>\n<p>GME stock valuation is a tough exercise</p>\n<p>Obviously, we cannot use P/E or other traditional valuation techniques on GameStop because it is unprofitable. GameStop peaked at 4.1X forward sales, and the last few times it has hit 2X sales, the stock rallied. Does that guarantee it will happen again? Absolutely not. But with the valuation at the point where we’ve seen rallies in the past, along with the technical picture also saying we’re at the point where a rally might be starting, the confluence of these events is too much to ignore.</p>\n<p>Just to close this out, remember GameStop is a very risky stock. Positions should be small and monitored closely. There are numerous risks to owning GameStop, which I’ve laid out above, but I also see cause for optimism. We all know the story so I won’t go through it, but it is fair enough to say that GameStop has been out of the headlines for months now. However, the stock is still many times more valuable than what it was prior to the squeeze, showing a massive amount of resilience in the process. I’ll admit to thinking during the initial squeeze thatGameStopwasn’t worth anything close to $400, or $300, or $100, for that matter. But here we are, so many months later, and shares go for $172.\nThe point of that is to say that GameStop is no longer a meme stock, but it has been legitimized by Wall Street. If it hadn’t, shares would be four bucks again. I’m not one for meme stocks but when I look at GameStop, I see potential for the first time in a while, and importantly, GameStopisn'ta meme stock any longer.\nSource: StockCharts\nWe’ll start with the chart, which I think looks quite constructive for the bulls. First, I circled a series of higher lows the stock has made in the past six months, and while rallies have been erratic, higher lows are always bullish.\nThe accumulation/distribution line remains horrendously weak, as it has been since the initial spike early this year, so that’s not helping the bulls. But if we look at momentum, I see a much rosier picture.\nThe PPO looks like it is making a bottom just below centerline support, which is bullish on its own, but is also much higher than where it bottomed last time. This combination of a higher low in momentum and the fact that the short-term line is about to make a bullish crossover of the long-term line make me think GameStop is on the verge of another rally.\nThe 14-day RSI is showing a similar story – a higher low and a bullish move – at the same time that the 5-day RSI is coming out of oversold conditions. All of the momentum indicators are saying the same thing, and it is unequivocally bullish.\nIf we look at the weekly time frame, I see similarly bullish behavior for the longer term.\nSource: StockCharts\nGME is possibly carving out a pennant formation on the weekly chart, which if true, would result in an upside breakout. We’ll know soon enough as the pennant’s sides are closing in quite rapidly, so this pattern will resolve itself one way or the other in the coming weeks. I don’t see this alone as enough of a reason to buy, but it is certainly worth watching, as pennants are powerful continuation patterns.\nI’m more excited about the momentum picture, which is similar in some ways to the daily chart. GameStop was the most overbought stock I’ve ever seen during its spike in January. Obviously, that needed to be worked off, but the good news is that weekly momentum is now testing centerline support. That means the stock is no longer overbought, and clears the way for another rally attempt. The story is similar with momentum, as the 14-week RSI is bouncing off of the centerline, and the 5-week RSI is showing a higher low as well.\nGameStop’s technical picture, then, has improved a bunch in my view, and that may just clear the way for another rally. This one is risky, to say the least, so don’t go mortgaging your housing again to HODL this one. I see real potential for a rally here, but let’s take a look at the fundamentals as well.\nA much improved outlook\nIt is no secret that GameStop’s core business has been under siege for years; that’s why it was a $4 stock before it became the mother of all short squeezes. However, today’s GameStop is nothing like it was a year ago, as stores have been closed and consolidated, the company has invested in fulfillment capabilities like it never had before, and the balance sheet is massively improved. The fundamental outlook isn’t what you’d call a clear path to riches, but at this stage of the turnaround, I see GameStop as doing what is necessary to help the business grow, and stay around for a long time to come.\nBears on GameStop will say it has no future and is going to zero, and that may prove to be the case. But for a company with more than a billion dollars of net cash, that seems extremely unlikely. What seems more likely is that GameStop has the cash it needs to compete in a digitally-dominated world of gaming, which is something that wasn’t the case before.\nThe company’s latest earnings showed similar characteristics to other earnings reports, in that, the company has wild swings in revenue based upon hardware releases, in particular. Revenue was up 26% year-over-year despite the store base being smaller. GameStop is also continuing to boost its ability to fulfill digital sales, which it absolutely must do in order to remain relevant.\nHowever, it is still quite reliant upon hardware sales to drive the top line, as the software business remains a slow grower. Collectibles revenue is volatile as well, and is by far the smallest revenue contributor. GameStop is working on ways to diversify away from hardware sales, but it is still a big risk for the bulls as of now. That’s something to keep in mind if you’re thinking of going long.\nAnother risk is margins, as GameStop has struggled mightily in recent years with profitability. Gross margins in the last quarter were just 27.1% of revenue, owed to the commoditized nature of most of GameStop’s revenue. GameStop needs revenue diversification to keep the top line moving higher, but it also needs it to help boost margins. Retailers generally cannot be profitable with sub-30% gross margins, and I’m not sure GameStop is an exception to that.\nIn fact, SG&A costs in the last quarter were 31.5% of revenue, meaning operating margin was negative once again. GameStop’s plan of attack on profitability is to improve SG&A costs with a rationalized store base, but also to boost gross margins through different ways of capturing revenue. To be clear, it will need both to succeed. To me, this is the biggest risk of owning GameStop at this point, and it’s a big one. But if the company can execute, the rewards could be substantial.\nOne point on revenue is that the light appears to be at the end of the tunnel.\nSource:Seeking Alpha\nRevisions have been quite bullish for about half a year at this point, and while we shouldn’t expect estimates to rise to prior levels anytime soon, this sort of move higher in estimates is quite bullish. Analysts are saying the bottom was found earlier this year and that the transformation is working. I like stocks with rising revenue estimates, and in particular, turnaround stories. However, at Friday's prices, the stock was down more than 40% from its June highs.</p>\n<p>Many traders held a \"buy first, ask questions later\" mentality when opening up a stake. But now, the time for questions has come.Can AMC deliversustained growthover the long term?</p>\n<p><b>Upcoming catalysts</b></p>\n<p>The COVID-19 pandemic has created a massive backlog of unreleased films. Production delays have played a role, but studio executives have also postponed releases until theaters reopened to maximize revenue. Over the next year, a number of big franchises will have new installments, including<i>Jurassic Park</i>,<i>Batman</i>,<i>Transformers</i>,<i>John Wick</i>,<i>Avatar</i>,<i>Indiana Jones</i>,<i>Mission</i><i>Impossible</i>, and Marvel. Keep in mind that AMC is the largest theater chain in the country, with over 60% market share. So there's no doubt there would be an impressive boost to the company's bottom line when these movies hit the theaters (keep in mind that AMC's business wasn't consistently profitable before COVID, so even a blockbuster year may not be a sure thing).</p>\n<p>In addition, AMC may have been saved simply by the efforts of Reddit traders to boost the stock. Thanks to a high stock price, AMC raised $1.246 billion in cash via equity offerings in the second quarter alone. That increased its total liquidity to over $2 billion, against $5.5 billion of long-term debt.</p>\n<p>If AMC used the cash to pay back debt, then the return on investment would be immediate (we'll have to wait until second-quarter earnings on Aug. 5 to learn more). The average interest rate of AMC's debt exceeds 10%, and interest payments outweighed total revenue in the first quarter. Moreover, Adam Aron, the company's CEO, announced on July 6 that he would scrap a plan to issue 25 million additional shares. Aron does not anticipate any other stock offerings in 2021, which suggests the company believes its turnaround is on track. The company is acting as if it believes it has enough cash to execute its plans for now.</p>\n<p><b>Upcoming inhibitors</b></p>\n<p>A major risk ahead for AMC is the spread of the delta and lambda coronavirus variants in the country. Moviegoers may be inclined to stay at home and watch new releases on streaming services instead, especially when it comes to new releases available to both channels. As a result, don't expect the company's traffic to rebound to pre-pandemic levels anytime soon.</p>\n<p>In addition, it's not clear yet how the company could sustain its growth or earnings in the long term. After the movie backlog clears up, AMC would be competing with multiple movie-streaming services and home-entertainment enthusiasts for traffic. But it can't spare much cash for the sake of innovation; the company still needs to generate cash flow to pay off its ballooning debt stack. On top of that, it still owes $400 million in rent to theater landlords due to the lockdowns in the past year.</p>\n<p><b>The missing element</b></p>\n<p>The problem of achieving innovation is a big one in the long run, and AMC is stuck in a catch-22. There isn't anything stopping AMC from launching a paid subscription streaming service for new movies. However, that will inevitably cannibalize revenue from its theaters, leading to a net-zero outcome.</p>\n<p>Offering a subscription pass to its theaters wouldn't really work either. MoviePass had already attempted that. To match the value proposition of streaming services, the company had to price its pass at $10 per month, resulting in staggering losses before it went bankrupt.</p>\n<p>But the biggest killer of AMC's prospects going forward is probably a combination of 5G and synchronized viewing. For example, the social community platform Discord allows its users to stream movies via its screen-share feature. While the movie plays, users are free to talk with each other, eat their own food, and otherwise enjoy the experience in ways that might be taboo in an actual theatre.</p>\n<p>With the rise of 5G, folks can watch movies via screen sharing just about anywhere. Bored while swimming in the lake? Just boot up your phone and watch a movie stream with friends. The best part is that the activity is free; intellectual property laws haven't caught on to the innovation yet, resulting in a grey area. At the end of the day, it would be extremely difficult for AMC to compete with these \"mini-virtual theaters\" where patrons can watch from anywhere and do whatever they like while watching.</p>\n<p><b>The verdict</b></p>\n<p>Since its inception, AMC has lost a cumulative $5.9 billion, and that number is growing. Investors should note that aside from another near-term spike/short squeeze, there are not many fundamentals backing the company's long-term prospects. In addition, its inability to devote cash to innovation will almost guarantee more revenue and bottom-line woes in the long run. That's on top of its inability to compete with peer-to-peer synchronized movie-viewing experiences. At a forward-looking price-to-sales (P/S) ratio over 8, AMC stock looks incredibly expensive for a company that could yet fall off another cliff in terms of growth. However, at Friday's prices, the stock was down more than 40% from its June highs.\nMany traders held a \"buy first, ask questions later\" mentality when opening up a stake. But now, the time for questions has come.Can AMC deliversustained growthover the long term?\nUpcoming catalysts\nThe COVID-19 pandemic has created a massive backlog of unreleased films. Production delays have played a role, but studio executives have also postponed releases until theaters reopened to maximize revenue. Over the next year, a number of big franchises will have new installments, includingJurassic Park,Batman,Transformers,John Wick,Avatar,Indiana Jones,MissionImpossible, and Marvel. Keep in mind that AMC is the largest theater chain in the country, with over 60% market share. So there's no doubt there would be an impressive boost to the company's bottom line when these movies hit the theaters (keep in mind that AMC's business wasn't consistently profitable before COVID, so even a blockbuster year may not be a sure thing).\nIn addition, AMC may have been saved simply by the efforts of Reddit traders to boost the stock. Thanks to a high stock price, AMC raised $1.246 billion in cash via equity offerings in the second quarter alone. That increased its total liquidity to over $2 billion, against $5.5 billion of long-term debt.\nIf AMC used the cash to pay back debt, then the return on investment would be immediate (we'll have to wait until second-quarter earnings on Aug. 5 to learn more). The average interest rate of AMC's debt exceeds 10%, and interest payments outweighed total revenue in the first quarter. Moreover, Adam Aron, the company's CEO, announced on July 6 that he would scrap a plan to issue 25 million additional shares. Aron does not anticipate any other stock offerings in 2021, which suggests the company believes its turnaround is on track. The company is acting as if it believes it has enough cash to execute its plans for now.\nUpcoming inhibitors\nA major risk ahead for AMC is the spread of the delta and lambda coronavirus variants in the country. Moviegoers may be inclined to stay at home and watch new releases on streaming services instead, especially when it comes to new releases available to both channels. As a result, don't expect the company's traffic to rebound to pre-pandemic levels anytime soon.\nIn addition, it's not clear yet how the company could sustain its growth or earnings in the long term. After the movie backlog clears up, AMC would be competing with multiple movie-streaming services and home-entertainment enthusiasts for traffic. But it can't spare much cash for the sake of innovation; the company still needs to generate cash flow to pay off its ballooning debt stack. On top of that, it still owes $400 million in rent to theater landlords due to the lockdowns in the past year.\nThe missing element\nThe problem of achieving innovation is a big one in the long run, and AMC is stuck in a catch-22. There isn't anything stopping AMC from launching a paid subscription streaming service for new movies. However, that will inevitably cannibalize revenue from its theaters, leading to a net-zero outcome.\nOffering a subscription pass to its theaters wouldn't really work either. MoviePass had already attempted that. To match the value proposition of streaming services, the company had to price its pass at $10 per month, resulting in staggering losses before it went bankrupt.\nBut the biggest killer of AMC's prospects going forward is probably a combination of 5G and synchronized viewing. For example, the social community platform Discord allows its users to stream movies via its screen-share feature. While the movie plays, users are free to talk with each other, eat their own food, and otherwise enjoy the experience in ways that might be taboo in an actual theatre.\nWith the rise of 5G, folks can watch movies via screen sharing just about anywhere. Bored while swimming in the lake? Just boot up your phone and watch a movie stream with friends. The best part is that the activity is free; intellectual property laws haven't caught on to the innovation yet, resulting in a grey area. At the end of the day, it would be extremely difficult for AMC to compete with these \"mini-virtual theaters\" where patrons can watch from anywhere and do whatever they like while watching.\nThe verdict\nSince its inception, AMC has lost a cumulative $5.9 billion, and that number is growing. Investors should note that aside from another near-term spike/short squeeze, there are not many fundamentals backing the company's long-term prospects. In addition, its inability to devote cash to innovation will almost guarantee more revenue and bottom-line woes in the long run. That's on top of its inability to compete with peer-to-peer synchronized movie-viewing experiences. At a forward-looking price-to-sales (P/S) ratio over 8, AMC stock looks incredibly expensive for a company that could yet fall off another cliff in terms of growth. Increasingly, they’re being used for lending or borrowing in other digital assets on cryptocurrency exchanges.</p>\n<p>The recommendations are intended to curtail risks posed to the financial system, regulators worry. The presidential group urged Congress to mandate that stablecoin issuers become banks subject to oversight by the Federal Reserve and the Comptroller of the Currency.</p>\n<p>In a statement, Senate Banking Committee Ranking Member Pat Toomey said \"While Congress works on thoughtful legislation, I hope the administration will resist the urge to stretch existing laws in an effort to expand its regulatory authority.\"</p>\n<p>In the midst of an unfolding debate abouthow the federal government should regulate the booming cryptocurrency industry, the Pennsylvania Republican added that \"digital assets have the potential to be as revolutionary as the internet. It’s important lawmakers and regulators alike work to continue America’s longstanding tradition of fostering technological innovation—not stifling it.”</p>\n<p>Becoming a bank could include obtaining a national charter, state charter or thrifts – all of which are subject to banking regulations and have a layer of federal oversight and underscores that stablecoins may only be issued by an insured depository institution.</p>\n<p>The thinking on using these rules is that a bank deposit product – like a stablecoin — offers the promise of redemption – that you expect to get your money back when you ask for it.</p>\n<p>The FDIC may insure stablecoins, but not all stablecoin users or activities would necessarily be insured. The report notes if the stablecoin issuer deposits fiat currency reserves at an FDIC-insured bank that meets all the requirements for deposit insurance coverage, the deposit would be insured to each stablecoin holder individually for up to $250,000.</p>\n<p>Without required coverage, the deposit at the bank would be insured only to the stablecoin issuer itself, regulators suggest.</p>\n<p>Issuers will be required to meet capital and liquidity requirements. The level of risk posed to users or the financial system by each stablecoin issuer may determine the level of oversight and capital requirements required.</p>\n<p>The largest, systemic stablecoin issuers will also be required to come up with a resolution plan – known in the banking industry as “living wills” — so that in the event of failure, the firm knows how to wind down its operations without injuring the financial system.</p>\n<p><b>The problem with stablecoins</b></p>\n<p>Now a rapidly growing market that sits at over $130 billion worldwide, officials are worried about runs on stablecoins, even as some market participants haveargued that scenario does not pose a major risk.</p>\n<p>Issuers hold massive amounts of commercial paper or other short-term securities like Treasuries or certificates of deposit (CDs); if investors choose to pull their money out suddenly if cryptocurrencies plunge, that could lead to losses for investors, or potential runs on the financial system.</p>\n<p>The PWG recommends the Financial Stability Oversight Council (FSOC), a regulatory group created after the financial crisis to monitor risks banks and financial firms pose to the overall economy and financial system, and consider steps to address risks of stablecoins. That includes designating certain stablecoin activities as systemically important, or putting issuers on a watch list for engaging in activities that are likely to become systemically important.</p>\n<p>It’s how the stablecoin is being used, not the individual issuer itself that would trigger oversight from FSOC. Treasury is leaving it up to the FSOC to identify what would trigger the threshold to become systemically important, for instance a certain amount of transaction volume.</p>\n<p>The Digital Chamber of Commerce – one of the crypto industry’s biggest lobbying groups – toldYahoo Finance last week that stablecoins don’t pose a systemic risk to the financial system. The group argues that U.S.-based stablecoin issuers– unlike banks – are not leveraged, and largely hold reserves in cash.</p>\n<p>Right now, the organization doesn’t think any U.S.-based stablecoin issuer has reached a significant size that would warrant extra oversight.</p>\n<p>The administration also recommends digital wallets — such as Meta Platform/Facebook’s (FB) Novi,which is still in development— be subject to oversight. That includes restricting digital wallet companies from lending stablecoins, and requiring them to meet capital requirements.</p>\n<p>The report says Congress should consider limits on use of users’ transaction data and limiting digital wallets’ relationships with major companies — inline with banking laws that prohibit major corporations like Walmart (WMT) from also housing a bank. The risk is that competitors could be disadvantaged or certain partners may receive special treatment, distorting the allocation of credit in the economy.</p>\n<p>According to officials, Congress should also provide the regulator of a stablecoin issuer with the authority to require any company that’s critical to the functioning of the stablecoin to also take measures to guard against risks they may pose to the financial system.</p>\n<p>Since stablecoins are evolving quickly, officials note legislation should offer flexibility to adapt.</p>\n<p>Agencies, including the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) will retain existing authorities to oversee stablecoins, but will not be given new authorities. As Congressional action is awaited, the agencies will act within their existing authorities to oversee stablecoins.</p>\n<p>But a stablecoin could be classified as a security or a commodity giving the SEC and CFTC jurisdiction, according to the PWG guidelines. SEC Chair Gary Gensler haslikened stablecoins to poker chips used at casinosand said they should be classified as securities.</p>\n<p>The various financial regulatory agencies are working together to guard against the risk that stablecoins oversight could fall through the cracks, or be subjected to inter-agency turf wars.</p>\n<p>Meanwhile, the SEC and CFTC areactively considering regulation for cryptocurrency exchanges. The trading platforms and decentralized finance depend on stablecoins to facilitate borrowing, lending, and trading.</p>\n<p>The report adds the Department of Justice could consider applying the Glass-Steagall Act to certain stablecoin arrangements, which requires that a bank’s trading operations be separated from bank deposits, and that trading cannot put bank deposits at risk.</p>\n<p>Still, the Digital Chamber of Commerce opposes mandating stablecoin issuers get national bank charters and classifying stablecoins as securities. The Chamber recommended that stablecoins be regulated as digital payment systems and not investments or a security, since they settle transactions instantaneously using blockchain technology.</p>\n<p>The next step is having discussions with Congress over these recommendations. It’s important lawmakers and regulators alike work to continue America’s longstanding tradition of fostering technological innovation—not stifling it.”\nBecoming a bank could include obtaining a national charter, state charter or thrifts – all of which are subject to banking regulations and have a layer of federal oversight and underscores that stablecoins may only be issued by an insured depository institution.\nThe thinking on using these rules is that a bank deposit product – like a stablecoin — offers the promise of redemption – that you expect to get your money back when you ask for it.\nThe FDIC may insure stablecoins, but not all stablecoin users or activities would necessarily be insured. The report notes if the stablecoin issuer deposits fiat currency reserves at an FDIC-insured bank that meets all the requirements for deposit insurance coverage, the deposit would be insured to each stablecoin holder individually for up to $250,000.\nWithout required coverage, the deposit at the bank would be insured only to the stablecoin issuer itself, regulators suggest.\nIssuers will be required to meet capital and liquidity requirements. The level of risk posed to users or the financial system by each stablecoin issuer may determine the level of oversight and capital requirements required.\nThe largest, systemic stablecoin issuers will also be required to come up with a resolution plan – known in the banking industry as “living wills” — so that in the event of failure, the firm knows how to wind down its operations without injuring the financial system.\nThe problem with stablecoins\nNow a rapidly growing market that sits at over $130 billion worldwide, officials are worried about runs on stablecoins, even as some market participants haveargued that scenario does not pose a major risk.\nIssuers hold massive amounts of commercial paper or other short-term securities like Treasuries or certificates of deposit (CDs); if investors choose to pull their money out suddenly if cryptocurrencies plunge, that could lead to losses for investors, or potential runs on the financial system.\nThe PWG recommends the Financial Stability Oversight Council (FSOC), a regulatory group created after the financial crisis to monitor risks banks and financial firms pose to the overall economy and financial system, and consider steps to address risks of stablecoins. That includes designating certain stablecoin activities as systemically important, or putting issuers on a watch list for engaging in activities that are likely to become systemically important.\nIt’s how the stablecoin is being used, not the individual issuer itself that would trigger oversight from FSOC. Treasury is leaving it up to the FSOC to identify what would trigger the threshold to become systemically important, for instance a certain amount of transaction volume.\nThe Digital Chamber of Commerce – one of the crypto industry’s biggest lobbying groups – toldYahoo Finance last week that stablecoins don’t pose a systemic risk to the financial system. The group argues that U.S.-based stablecoin issuers– unlike banks – are not leveraged, and largely hold reserves in cash.\nRight now, the organization doesn’t think any U.S.-based stablecoin issuer has reached a significant size that would warrant extra oversight.\nThe administration also recommends digital wallets — such as Meta Platform/Facebook’s (FB) Novi,which is still in development— be subject to oversight. That includes restricting digital wallet companies from lending stablecoins, and requiring them to meet capital requirements.\nThe report says Congress should consider limits on use of users’ transaction data and limiting digital wallets’ relationships with major companies — inline with banking laws that prohibit major corporations like Walmart (WMT) from also housing a bank. The risk is that competitors could be disadvantaged or certain partners may receive special treatment, distorting the allocation of credit in the economy.\nAccording to officials, Congress should also provide the regulator of a stablecoin issuer with the authority to require any company that’s critical to the functioning of the stablecoin to also take measures to guard against risks they may pose to the financial system.\nSince stablecoins are evolving quickly, officials note legislation should offer flexibility to adapt.\nAgencies, including the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) will retain existing authorities to oversee stablecoins, but will not be given new authorities. As Congressional action is awaited, the agencies will act within their existing authorities to oversee stablecoins.\nBut a stablecoin could be classified as a security or a commodity giving the SEC and CFTC jurisdiction, according to the PWG guidelines. SEC Chair Gary Gensler haslikened stablecoins to poker chips used at casinosand said they should be classified as securities.\nThe various financial regulatory agencies are working together to guard against the risk that stablecoins oversight could fall through the cracks, or be subjected to inter-agency turf wars.\nMeanwhile, the SEC and CFTC areactively considering regulation for cryptocurrency exchanges. The trading platforms and decentralized finance depend on stablecoins to facilitate borrowing, lending, and trading.\nThe report adds the Department of Justice could consider applying the Glass-Steagall Act to certain stablecoin arrangements, which requires that a bank’s trading operations be separated from bank deposits, and that trading cannot put bank deposits at risk.\nStill, the Digital Chamber of Commerce opposes mandating stablecoin issuers get national bank charters and classifying stablecoins as securities. The Chamber recommended that stablecoins be regulated as digital payment systems and not investments or a security, since they settle transactions instantaneously using blockchain technology.\nThe next step is having discussions with Congress over these recommendations. In the coming days and weeks, the Treasury will be engaging with partners on Capitol However, at Friday's prices, the stock was down more than 40% from its June highs.</p>\n<p>Many traders held a \"buy first, ask questions later\" mentality when opening up a stake. But now, the time for questions has come.Can AMC deliversustained growthover the long term?</p>\n<p><b>Upcoming catalysts</b></p>\n<p>The COVID-19 pandemic has created a massive backlog of unreleased films. Production delays have played a role, but studio executives have also postponed releases until theaters reopened to maximize revenue. Over the next year, a number of big franchises will have new installments, including<i>Jurassic Park</i>,<i>Batman</i>,<i>Transformers</i>,<i>John Wick</i>,<i>Avatar</i>,<i>Indiana Jones</i>,<i>Mission</i><i>Impossible</i>, and Marvel. Keep in mind that AMC is the largest theater chain in the country, with over 60% market share. So there's no doubt there would be an impressive boost to the company's bottom line when these movies hit the theaters (keep in mind that AMC's business wasn't consistently profitable before COVID, so even a blockbuster year may not be a sure thing).</p>\n<p>In addition, AMC may have been saved simply by the efforts of Reddit traders to boost the stock. Thanks to a high stock price, AMC raised $1.246 billion in cash via equity offerings in the second quarter alone. That increased its total liquidity to over $2 billion, against $5.5 billion of long-term debt.</p>\n<p>If AMC used the cash to pay back debt, then the return on investment would be immediate (we'll have to wait until second-quarter earnings on Aug. 5 to learn more).
