For Singapore to be truly innovative, it should turn education and healthcare into major exportable services, digitalise its economy end-to-end, and take the lead in Asia on the green economy.\nIt also needs a strong Singaporean core to work alongside the best global talents, said Singapore's central bank chief on Wednesday.\nSpeaking on the topic \"An Innovative Economy\" at the Institute of Policy Studies (IPS) at the Lee Kuan Yew School of Public Policy (LKYSPP), Monetary Authority of Singapore managing director Ravi Menon said some steps that could be taken include raising the qualifying salaries of foreign workers here, as well as stemming discriminatory hiring practices.\nIt was the second of four lectures he is giving in his capacity as IPS's ninth S R Nathan Fellow. The fellowship advances research on public policy and governance.\nMr Menon cited education and healthcare as two areas that can be turned into major exportable services.\n\"Can Singapore be the Oxbridge of Asia for education and the Mayo of Asia for healthcare?\n\"Given the trust premium Singapore enjoys and the high quality of our education and healthcare systems, coupled with the rise of a more discerning Asian middle class, the stars might be aligned for such a pivot.\"\nThe export intensity of the country's education and healthcare services, he observed, has not improved over the years.\nIn 2017, about 13 per cent of the output in education services was exported, just slightly higher than the 12 per cent in 2010; while the export intensity of healthcare services fell from 15 to 10 per cent during this period.\nHe added that Singapore cannot be a high-wage, low-cost economy.\nInstead, it must become a high-productivity, high-wage, high-cost economy - where most people can bear the higher costs because they have higher wages, and can earn higher wages because they have higher productivity.\nCiting studies which show that countries with high labour costs can also be highly competitive, he said: \"We should aim to create a self-reinforcing virtuous cycle of higher wages and costs accompanied by higher productivity, as well as higher purchasing power and willingness to pay for higher quality domestic services.\n\"It will not be easy and the transition has to be carefully managed. But it's worth trying.\"\nDIGITALISING END-TO-END\nBeing digital end-to-end means two things, said Mr Menon: Digitalising business processes within a firm by fully integrating front-end operations with the back-end; and ensuring that digital systems across firms are interoperable.\nA comprehensive digital ecosystem, he said, requires collective governance, common standards, open architecture and interoperable infrastructure.\n\"This means taking a risk-based approach to regulating new technology. Regulators need to keep pace with innovation but regulation itself must not front-run innovation.\"\nHe highlighted the importance of transparency in fostering trust in a digital economy. Users, he said, must be given clear explanations of what data is being used, how it is being used, as well as the consequences of decisions made using the data.\nThe authorities should also seriously consider mandating basic cyber hygiene for all businesses engaged in the digital economy, he said, calling actions such as installing security patches promptly and data encryption \"as essential as fire safety requirements\".\nSINGAPOREAN CORE WITH GLOBAL TALENT\nThe Republic's two-pronged talent strategy - of growing a strong Singaporean core while attracting talents from abroad to complement the workforce - is coming under strain amid growing unhappiness among locals over job competition from foreigners, said Mr Menon.\nHe cautioned that the country's value proposition as an innovative business hub will be at \"serious risk\" if it restricts the flow of talent. But the anxieties that some Singaporeans feel about the influx of foreigners are real and need to be addressed too, he said.\n\"We need to resolve this affective divide... Singapore cannot afford to be seen either as lacking in opportunity for our own citizens or unwelcoming of foreigners.\"\nHe suggested doing two things: First, continue to raise the minimum qualifying salary for S Pass holders and Employment Pass (EP) holders over time, with the minimum qualifying salary for S Pass holders pegged somewhere closer to the median monthly income, or around S$4,500.\nS Pass holders currently earn at least S$2,500 a month, with older, more experienced applicants needing higher salaries to qualify.\nHe cautioned against tightening EPs at the higher end, as it could lead to the loss of adjacent local jobs.\nThis is because highly skilled EP holders tend to create employment for locals by facilitating business expansion into new areas, rather than substituting for them, he said.\nSecond, more directly target discriminatory hiring in favour of foreigners in some firms.\n\"Rather than curtail the inflow of foreign workers and thereby restrain business growth and job opportunities for locals, we might want to consider directly punishing the individuals in the firm found to have engaged in discriminatory hiring,\" he said.\nSuch measures could include imposing financial penalties, reducing bonuses and freezing promotions.\nMr Menon stressed that being an international hub is the only way a small country like Singapore can aspire to First World standards of living.\nSingapore, he said, attained its current level of prosperity by being an international centre tapping international talents and serving an international market. Revenue for the company's cloud computing business grew 50% year over year to $2.47 billion.</p>\n<p>\"Our cloud computing business continues to expand market leadership and show strong growth, reflecting the massive potential of China's nascent cloud computing market as well as our years of investment in technology,\" Alibaba CEO Daniel Zhang said in a press release.</p>\n<p>Alibaba stock jumped 3.5% on Feb. 3 after the company's fintech arm, Ant Group, struck a deal with Chinese regulators to restructure and become a financial holding company. Ant Group operates a suite of financial products, including the widely used Alipay digital wallet in China.</p>\n<p><b>Sellers Hit BABA Stock</b></p>\n<p>Sellers knocked Alibaba stock lower on Nov. 3 after the $34.5 billion Ant Group IPO was suspended in Shanghai and Hong Kong. The decision to suspend the IPO came after Shanghai exchange officials said it would halt the listing due to the company's inability to fulfill conditions amid changes in the regulatory environment.</p>\n<p>Sellers were in Alibaba stock again on Nov. 5 after the companyreported earnings and missed on sales.</p>\n<p>BABA stock crashed another 8% on Nov. 10 after Chinese regulators announced new draft antimonopoly rules for China online platforms like Alibaba and<b>JD.com</b>(JD), among others. It's had a hard time attracting buyers since then.</p>\n<p><b>Alibaba Stock Fundamental Analysis</b></p>\n<p>With a five-year annualized earnings growth rate of 29% and a sales growth rate of 47%, it's hard to find a company with a more impressive track record of growth than Alibaba. It's been a big winner since its IPO in September 2014.</p>\n<p>Expectations were high for Alibaba's Singles Day annual shopping event in November, and the company didn't disappoint as sales nearly doubled from the year-ago period to $74 billion.</p>\n<p>The company has been able to stay in growth mode despite a slowdown in its core e-commerce business.</p>\n<p>Alibaba's business in China looks a lot like Amazon's in the U.S. Alibaba'scloud-computing businessis showing solid growth, just like Amazon's booming web services business.</p>\n<p>Alibaba also sees dollar signs in food delivery. In 2018, it merged its food delivery service Ele.me with its lifestyle app Koubei to better compete with<b>Tencent</b>(TCEHY)-owned Meituan.</p>\n<p>Sales at Alibaba's digital media and entertainment unit are also rising. The unit includes Alibaba's videostreaming platform Youku, along with its music streaming service, Xiami. Alibaba also has a licensing agreement with<b>Walt Disney</b>(DIS) unit Buena Vista International, giving it access to a large amount of Disney content.</p>\n<p>And just like Amazon, Alibaba sees potential in the sports streaming market. In 2018, the company partnered with China Central Television and streamed all matches of the 2018 FIFA World Cup. Alibaba said the World Cup, as well as continued investment in original content, fueled daily average subscriber growth of 200% for Youku.</p>\n<p><b>Top-Rated Stock</b></p>\n<p>Alibaba's Composite Ratingof 63 (scale of 1-99 with 99 being the best) has been hurt by sluggish price performance in recent months.</p>\n<p>Still, for a megacap stock, Alibaba continues to deliver torrid growth. But earnings and sales growth slowed dramatically in May, hurt by the coronavirus outbreak. Adjusted profit inched up 2% year over year to $1.30 a share. But that was well above the consensus estimate of 85 cents. Revenue increased 16% to just over $16.14 billion, also above expectations of $15.1 billion.</p>\n<p>But earnings and sales growth accelerated nicely when the company reported earnings in August. Quarterly profit increased 15%, with revenue up 30% to $21.76 billion.</p>\n<p>Alibaba breaks down its revenue into four segments: Core Commerce, Cloud Computing, Digital Media and Entertainment and Innovation Initiatives. Core commerce revenue jumped 34% to $18.9 billion. A new flat base formed with a 299.10 buy point, although an early entry was seen when Alibaba stock gapped up on Sept. 30.</p>\n<p><b>Improving RS Line</b></p>\n<p>Alibaba stock has been on a sharp downtrend since hitting a high of 319.32 in late October.</p>\n<p>Alibaba'srelative strength linehas also been trending sharply lower. A stock's relative strength line, found in daily and weekly charts atinvestors.com, compares the stock's daily price performance to the S&P 500. An upward-sloping RS line means the stock is outperforming the S&P 500. A downward-sloping line means the stock is lagging the S&P 500.</p>\n<p><b>The bottom line</b>: With Alibaba stock still far off its high and below its recently converged 50-day and 200-day moving average lines, Alibaba is not a buy now because it still hasoverhead supplyto work through.</p>\n<p>Risk averse investors will wait and see if Alibaba can get back into rally mode and fully form the right side of abase. The stock looks like it's on sale now, but is BABA stock a buy right now?\nSellers were inAlibaba(BABA) on Feb. 2 as Wall Street weighed its latestearnings report.\nAdjusted earnings rose 30% to $3.38 a share. Revenue growth accelerated for the third straight quarter, jumping 46% to $33.87 billion. Revenue for the company's cloud computing business grew 50% year over year to $2.47 billion.\n\"Our cloud computing business continues to expand market leadership and show strong growth, reflecting the massive potential of China's nascent cloud computing market as well as our years of investment in technology,\" Alibaba CEO Daniel Zhang said in a press release.\nAlibaba stock jumped 3.5% on Feb. 3 after the company's fintech arm, Ant Group, struck a deal with Chinese regulators to restructure and become a financial holding company. Ant Group operates a suite of financial products, including the widely used Alipay digital wallet in China.\nSellers Hit BABA Stock\nSellers knocked Alibaba stock lower on Nov. 3 after the $34.5 billion Ant Group IPO was suspended in Shanghai and Hong Kong. The decision to suspend the IPO came after Shanghai exchange officials said it would halt the listing due to the company's inability to fulfill conditions amid changes in the regulatory environment.\nSellers were in Alibaba stock again on Nov. 5 after the companyreported earnings and missed on sales.\nBABA stock crashed another 8% on Nov. 10 after Chinese regulators announced new draft antimonopoly rules for China online platforms like Alibaba andJD.com(JD), among others. It's had a hard time attracting buyers since then.\nAlibaba Stock Fundamental Analysis\nWith a five-year annualized earnings growth rate of 29% and a sales growth rate of 47%, it's hard to find a company with a more impressive track record of growth than Alibaba. It's been a big winner since its IPO in September 2014.\nExpectations were high for Alibaba's Singles Day annual shopping event in November, and the company didn't disappoint as sales nearly doubled from the year-ago period to $74 billion.\nThe company has been able to stay in growth mode despite a slowdown in its core e-commerce business.\nAlibaba's business in China looks a lot like Amazon's in the U.S. Alibaba'scloud-computing businessis showing solid growth, just like Amazon's booming web services business.\nAlibaba also sees dollar signs in food delivery. In 2018, it merged its food delivery service Ele.me with its lifestyle app Koubei to better compete withTencent(TCEHY)-owned Meituan.\nSales at Alibaba's digital media and entertainment unit are also rising. The unit includes Alibaba's videostreaming platform Youku, along with its music streaming service, Xiami. Alibaba also has a licensing agreement withWalt Disney(DIS) unit Buena Vista International, giving it access to a large amount of Disney content.\nAnd just like Amazon, Alibaba sees potential in the sports streaming market. In 2018, the company partnered with China Central Television and streamed all matches of the 2018 FIFA World Cup. Alibaba said the World Cup, as well as continued investment in original content, fueled daily average subscriber growth of 200% for Youku.\nTop-Rated Stock\nAlibaba's Composite Ratingof 63 (scale of 1-99 with 99 being the best) has been hurt by sluggish price performance in recent months.\nStill, for a megacap stock, Alibaba continues to deliver torrid growth. But earnings and sales growth slowed dramatically in May, hurt by the coronavirus outbreak. Adjusted profit inched up 2% year over year to $1.30 a share. But that was well above the consensus estimate of 85 cents. Revenue increased 16% to just over $16.14 billion, also above expectations of $15.1 billion.\nBut earnings and sales growth accelerated nicely when the company reported earnings in August. Quarterly profit increased 15%, with revenue up 30% to $21.76 billion.\nAlibaba breaks down its revenue into four segments: Core Commerce, Cloud Computing, Digital Media and Entertainment and Innovation Initiatives. Core commerce revenue jumped 34% to $18.9 billion. That’s spawned at least half a dozen new products that similarly invest in innovation but use different tactics.</p>\n<p>Wood’s funds, especially ARKK, have faced turbulence in recent weeks as tech got hit by valuation-fears caused by rising yields. MOON and some other copycats have avoided much of that by loading up on biotechnology, with holdings like ImmunityBio, Inc., which focuses on immunotherapy products, up 131% this year.</p>\n<p>MOON “has a heavier weight to biotech companies and less on straight technology and internet companies, which are the reason why ARKK has underperformed,” said Mohit Bajaj, director of ETFs for WallachBeth Capital.</p>\n<p>Launched in November, MOON has risen roughly 70% since then, yet has attracted only about $220 million in assets. ARKK’s haul of more than $7 billion so far this year has put its total above $24 billion.</p>\n<p>The definitions of “innovation” and “disruption” are in the eye of the beholder, so funds can embrace those themes in different ways. In the case of ARKK, that focus is narrower and its active management structure gives Wood the ability to alter positions based on the latest companies performing well.</p>\n<p>Yet ARKK’s large stakes in firms like Tesla Inc., Square Inc. and Roku Inc. dragged it down in the past month, with the automaker, for instance, slumping more than 36% from its January high before rebounding 26%.</p>\n<p>MOON’s passive fund tracks the S&P Kensho Moonshot Index of the 50 most-innovative companies in sectors ranging from smart transportation to human evolution.</p>\n<p>This means that MOON is “focusing on multiple themes, as opposed to a narrow theme like cloud computing or genomics or video games,” said Todd Rosenbluth, director of ETF research for CFRA Research.</p>\n<p>MOON’s largest sector allocation, biotech, makes up 17% of the fund, compared with ARKK’s biggest stake, a 22% allocation to internet companies. The top MOON holdings, laser-scanning company MicroVision Inc. and Vuzix Corp., an optical goods manufacturer, have advanced 231% and 145% respectively this year.</p>\n<p>Other ARKK peers have also topped its year-to-date performance. Passively managed Global X Thematic Growth ETF (GXTG), has gained almost 16%. Actively managed competitors Fidelity New Millennium ETF (FMIL) and the BlackRock Future Innovators ETF (BFTR), with holdings like Penn National Gaming Inc. and Axon Enterprise Inc., have added 10% or more.</p>\n<p>To date, none have proved much of a threat to ARKK, which has returned more than 200% in the past 12 months and helped spur a loyal following around Wood.
