One investor might view a stock as overvalued, while another investor sees it as relatively well priced.</p>\n<p>We asked three Motley Fool contributors which biotech stocks they think are ridiculously overpriced right now. Here's why they picked <b>Cassava Sciences</b>(NASDAQ:SAVA),<b>Ocugen</b>(NASDAQ:OCGN), and <b>Moderna</b>(NASDAQ:MRNA).</p>\n<p>This biotech isn't worth the trouble</p>\n<p><b>Prosper Junior Bakiny(Cassava Sciences):</b>Investors have been flocking to this clinical-stage biotech all year long, pushing its share price up by well over 600%. It's still barely into the realm of mid-cap status, though, with a market cap of roughly $2 billion as of this writing.</p>\n<p>Cassava Sciences is hardly worth that much, though.</p>\n<p>It's is currently developing Simufilam for the treatment of Alzheimer's disease. Positive results from a pair of clinical trials -- coupled with the controversial approval of <b>Biogen</b>'s Aduhelm earlier this year -- have helped the company's stock perform as well as it has this year.</p>\n<p>But there are some reasons to worry. First, many companies have tried to develop effective drugs directed at the underlying causes of Alzheimer's disease. Nearly all of them failed, even after successful phase 2 studies.</p>\n<p>Even the data from Biogen's pivotal trial for Aduhelm wasn't that convincing. That's why the Food and Drug Administration is insisting on a post-approval confirmatory study for the medicine. It could be taken off the market if it fails to prove that actually helps Alzheimer's patients.</p>\n<p>Of course, just because others failed to develop an effective treatment for this condition doesn't mean Cassava Sciences will too. The point is, investors should view even the positive results Simufilam has produced so far with a healthy dose of skepticism.</p>\n<p>Results from a 12-month open-label study of Simufilam weren't that impressive. Then there is the citizen petition that New York-based law firm Labaton Sucharow filed with the FDA requesting that the agency halt clinical trials featuring Simufilam. Labaton Sucharow is representing clients with short positions in the stock, so there are some financial incentives for it to target Cassava. Still, this dark cloud will continue to hover above the biotech for a while.</p>\n<p>Add these to the other headwinds that Cassava Sciences could run into, including the very real possibility that Simufilam will fail miserably in its phase 3 clinical trials or that it will encounter regulatory setbacks, and this biotech stock looks far too risky to invest in, even at current levels.</p>\n<p><b>Ocugen is too risky to take a chance on</b></p>\n<p><b>David Jagielski(Ocugen):</b>This company became popular among retail investors this year based on the hopes that it will be the next COVID-19 vaccine stock to make it big. There's just one problem: Ocugen's success in that regard will hinge on the approval of Covaxin, which it's co-developing with Indian biotech company Bharat Biotech.</p>\n<p>Ocugen announced in June that it would pursue a Biologics License Application for its COVID-19 vaccine candidate in the U.S., based on a recommendation from the Food and Drug Administration. That involves a longer process than getting an Emergency Use Authorization, and implies that the agency may have been unwilling to grant emergency approval for the vaccine.</p>\n<p>There was more positive news last week when India granted Emergency Use Authorization for Covaxinto be used to inoculate children ages 2 to 18. Unfortunately, that doesn't mean anything for Ocugen -- it only shares in the profits that the vaccine makes in Canada and the U.S.</p>\n<p>But even though that good news out of India will have no notable impact on Ocugen's business, its stock price jumped anyway, topping the $10 mark for the first time in months. The performance of the company and the stock have simply not been connected. Through the first six months of this year, Ocugen has reported <i>no revenue</i>. Yet its shares have risen by more than 350% year to date.</p>\n<p>The good news is that there is still hope for the business beyond just its COVID-19 vaccine. The company is moving forward on its gene-therapy treatment, OCU400, and it plans to begin clinical studies on it later this year. However, the human trials phase of OCU400's development, even if it's ultimately successful, will take years.</p>\n<p>Given its market cap of $1.6 billion, I think that investors are taking on a ton of risk by buying shares of Ocugen. My view is that this is akin to gambling onpenny stocks, except in those cases, at least, valuations can be incredibly low. In Ocugen's case, the stock may have limited upside.</p>\n<p>A great company that's just too expensive</p>\n<p><b>Keith Speights(Moderna)</b>: Most of the critiques that Prosper and David had for Cassava and Ocugen don't apply to Moderna at all. The company already has a huge blockbuster on the market with its COVID-19 vaccine. It's rolling in profits as sales for the vaccine continue to soar.</p>\n<p>Moderna even has a promising pipeline. It hopes to soon advance cytomegalovirus (CMV) vaccine candidate mRNA-1647 into late-stage testing. The company is evaluating an experimental flu vaccine in early-stage testing and hopes to develop a combination COVID-19/flu vaccine. In total, the company has 17 clinical-stage programs.</p>\n<p>I think that Moderna's messenger RNA (mRNA) platform could produce many blockbuster vaccines and therapies over the coming decades. My view is that it's a great company. However, I also think that its shares are just too expensive now.</p>\n<p>Some might point to Moderna's forward price-to-earnings multiple of 11.2 as evidence that I'm dead wrong about the stock being overvalued. However, the problem with this metric is that it only looks one year into the future. Moderna's CEO has predicted that the pandemic could effectively end by late 2022. If he's right, I suspect that the company's revenue and earnings could fall off significantly after that.</p>\n<p>Remember that Moderna's enormous success so far has resulted from a two-dose initial regimen of its COVID-19 vaccine. Boosters of that vaccine will only require one shot. More importantly, there's uncertainty about how frequently boosters will be needed. Governments around the world could also become more price-conscious about what they'll pay for COVID-19 vaccines in a post-pandemic environment.</p>\n<p>Perhaps things will unfold in a way that justifies Moderna's current valuation. One investor might view a stock as overvalued, while another investor sees it as relatively well priced.\nWe asked three Motley Fool contributors which biotech stocks they think are ridiculously overpriced right now. Here's why they picked Cassava Sciences(NASDAQ:SAVA),Ocugen(NASDAQ:OCGN), and Moderna(NASDAQ:MRNA).\nThis biotech isn't worth the trouble\nProsper Junior Bakiny(Cassava Sciences):Investors have been flocking to this clinical-stage biotech all year long, pushing its share price up by well over 600%. It's still barely into the realm of mid-cap status, though, with a market cap of roughly $2 billion as of this writing.\nCassava Sciences is hardly worth that much, though.\nIt's is currently developing Simufilam for the treatment of Alzheimer's disease. Positive results from a pair of clinical trials -- coupled with the controversial approval of Biogen's Aduhelm earlier this year -- have helped the company's stock perform as well as it has this year.\nBut there are some reasons to worry. First, many companies have tried to develop effective drugs directed at the underlying causes of Alzheimer's disease. Nearly all of them failed, even after successful phase 2 studies.\nEven the data from Biogen's pivotal trial for Aduhelm wasn't that convincing. That's why the Food and Drug Administration is insisting on a post-approval confirmatory study for the medicine. It could be taken off the market if it fails to prove that actually helps Alzheimer's patients.\nOf course, just because others failed to develop an effective treatment for this condition doesn't mean Cassava Sciences will too. The point is, investors should view even the positive results Simufilam has produced so far with a healthy dose of skepticism.\nResults from a 12-month open-label study of Simufilam weren't that impressive. Then there is the citizen petition that New York-based law firm Labaton Sucharow filed with the FDA requesting that the agency halt clinical trials featuring Simufilam. Labaton Sucharow is representing clients with short positions in the stock, so there are some financial incentives for it to target Cassava. Still, this dark cloud will continue to hover above the biotech for a while.\nAdd these to the other headwinds that Cassava Sciences could run into, including the very real possibility that Simufilam will fail miserably in its phase 3 clinical trials or that it will encounter regulatory setbacks, and this biotech stock looks far too risky to invest in, even at current levels.\nOcugen is too risky to take a chance on\nDavid Jagielski(Ocugen):This company became popular among retail investors this year based on the hopes that it will be the next COVID-19 vaccine stock to make it big. There's just one problem: Ocugen's success in that regard will hinge on the approval of Covaxin, which it's co-developing with Indian biotech company Bharat Biotech.\nOcugen announced in June that it would pursue a Biologics License Application for its COVID-19 vaccine candidate in the U.S., based on a recommendation from the Food and Drug Administration. That involves a longer process than getting an Emergency Use Authorization, and implies that the agency may have been unwilling to grant emergency approval for the vaccine.\nThere was more positive news last week when India granted Emergency Use Authorization for Covaxinto be used to inoculate children ages 2 to 18. Unfortunately, that doesn't mean anything for Ocugen -- it only shares in the profits that the vaccine makes in Canada and the U.S.\nBut even though that good news out of India will have no notable impact on Ocugen's business, its stock price jumped anyway, topping the $10 mark for the first time in months. The performance of the company and the stock have simply not been connected. Through the first six months of this year, Ocugen has reported no revenue. Yet its shares have risen by more than 350% year to date.\nThe good news is that there is still hope for the business beyond just its COVID-19 vaccine. The company is moving forward on its gene-therapy treatment, OCU400, and it plans to begin clinical studies on it later this year. However, the human trials phase of OCU400's development, even if it's ultimately successful, will take years.\nGiven its market cap of $1.6 billion, I think that investors are taking on a ton of risk by buying shares of Ocugen. My view is that this is akin to gambling onpenny stocks, except in those cases, at least, valuations can be incredibly low. In Ocugen's case, the stock may have limited upside.\nA great company that's just too expensive\nKeith Speights(Moderna): Most of the critiques that Prosper and David had for Cassava and Ocugen don't apply to Moderna at all. The company already has a huge blockbuster on the market with its COVID-19 vaccine. It's rolling in profits as sales for the vaccine continue to soar.\nModerna even has a promising pipeline. It hopes to soon advance cytomegalovirus (CMV) vaccine candidate mRNA-1647 into late-stage testing. The company is evaluating an experimental flu vaccine in early-stage testing and hopes to develop a combination COVID-19/flu vaccine. In total, the company has 17 clinical-stage programs.\nI think that Moderna's messenger RNA (mRNA) platform could produce many blockbuster vaccines and therapies over the coming decades. My view is that it's a great company. However, I also think that its shares are just too expensive now.\nSome might point to Moderna's forward price-to-earnings multiple of 11.2 as evidence that I'm dead wrong about the stock being overvalued. However, the problem with this metric is that it only looks one year into the future. Moderna's CEO has predicted that the pandemic could effectively end by late 2022. If he's right, I suspect that the company's revenue and earnings could fall off significantly after that.\nRemember that Moderna's enormous success so far has resulted from a two-dose initial regimen of its COVID-19 vaccine. Boosters of that vaccine will only require one shot. More importantly, there's uncertainty about how frequently boosters will be needed. Governments around the world could also become more price-conscious about what they'll pay for COVID-19 vaccines in a post-pandemic environment.\nPerhaps things will unfold in a way that justifies Moderna's current valuation. Stocks with low valuations tend to do well during economic growth phases.</p>\n<p>Mark DeCambre underlined the value rallyby pointing out that the Dow Jones Industrial Average ended at a record high Dec. 10, while the Nasdaq Composite Index was still in a correction.</p>\n<p>But what about tech stocks? There’s plenty of value there too, as you can see in the screen below.</p>\n<p>Economists polled by MarketWatch expect the U.S. economy to expand by 6% in 2021. Yes, that’s coming off a 3.5% contraction in 2020, according to the latest estimate from the Bureau of Economic Analysis. But the 2021 growth rate would be the fastest since 1984, according to World Bank data.</p>\n<p><b>Tech value stock screen</b></p>\n<p>There are several definitions of value stocks, but generally they are those that trade at lower valuations to earnings and typically grow their sales at a slower pace. That said, an individual value stock might also be considered a growth stock. This is illustrated by the Russell indexes.</p>\n<p>The Russell 1000 Index is made up of the 1,000 largest publicly traded U.S. companies by market capitalization and is reconstituted each year in June. Selected from the Russell 1000 are the Russell 1000 Value Index,which has 849 stocks, and the Russell 1000 Growth Index,which has 453 stocks. The groups overlap, with 291 stocks in both. You can read how FTSE Russell describes the makeup of its indexeshere.</p>\n<p>So an easy way to play value at this time is to buy shares of an exchange traded fund that tracks the Russell 1000 Value Index,such as the iShares Russell 1000 Value ETF or the Vanguard Russell 1000 Value ETF.As always, do your own research on any investment you consider to make an informed decisions.</p>\n<p>For a large-cap technology value screen, we started with the information technology sector of the S&P 500 Index.Here’s how this sector’s weighted aggregate forward price-to-earnings ratio has increased over the past five years:</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/448e8db17465fbd7031f10b78f718961\" tg-width=\"1259\" tg-height=\"988\"><span>(FACTSET)</span></p>\n<p>The sector’s forward P/E his risen to 25.4.</p>\n<p>This doesn’t mean “expensive” tech stocks can’t be excellent investments. Salesforce.com was trading at a forward P/E of 68.7 five years ago, and the stock has nearly tripled since then.</p>\n<p>Getting back to the S&P 500 tech value screen, we then added tech-oriented stocks in the communications services sector, including videogame developers and Facebook Inc.,Alphabet Inc.,Netflix Inc. and Twitter Inc..That brought the list up to 82 stocks. For Micron Technology Inc.,the 2020 sales growth figure is for the past four reported fiscal quarters through Dec. 3.</p>\n<p><b>The curious case of Facebook</b></p>\n<p>You might wonder about Facebook, which lives in both the value and growth worlds. Its forward P/E valuation of 23.2 is relatively low. But Facebook is very much a growth stock — sales increased 22% last year, and analysts expect even better revenue growth of 25% in 2021.</p>\n<p>Facebook trades for seven times the consensus forward sales estimate, compared to a forward price-to-sales estimate of 5.9 for the entire S&P 500 tech sector. But that “high” price-to-sales ratio may not be so important because it is such a profitable company. Its 2020 operating margin of 50% is among the highest on the list.</p>\n<p>Cody Willard called Facebook a bargain, not only because of its low P/E valuation but because of the long-term growth path for its Oculus virtual-reality hardware and software.</p>\n<p>There are 16 companies on the list that are expected to produce double-digit increases in sales in 2021, including Skyworks Solutions Inc. and Qualcomm Inc..Both are expected to grow their revenues by 21% this year.</p>\n<p><b>‘Old tech’</b></p>\n<p>Oracle Corp. is an “old tech” company that can be considered a value stock, as it trades for only 15.4 times the consensus earnings estimate for the next 12 months among analysts polled by FactSet. The company reported better-than-expected results for its fiscal third quarter after the close March 10 and increased its quarterly dividend by a third. Then on March 11, the stock fell as much as 9%. That “sell the good news” reaction may not be much of a surprise, as the stock had risen 48% over the previous year through March 10.</p>\n<p>International Business Machines Corp. is one of the cheapest stocks on the list, based on its forward P/E ratio of 11.5. The stock was up 2% from a year earlier through the close March 10. It has an attractive dividend yield of 5.10% that is supported by strong free cash flow.</p>\n<p>Victoria Greene, a portfolio manager at G Squared Private Wealth in College Station, Texas,may have been a bit early when naming IBM as an excellent long-term play in June. Stocks with low valuations tend to do well during economic growth phases.\nMark DeCambre underlined the value rallyby pointing out that the Dow Jones Industrial Average ended at a record high Dec. 10, while the Nasdaq Composite Index was still in a correction.\nBut what about tech stocks? There’s plenty of value there too, as you can see in the screen below.\nEconomists polled by MarketWatch expect the U.S. economy to expand by 6% in 2021. Yes, that’s coming off a 3.5% contraction in 2020, according to the latest estimate from the Bureau of Economic Analysis. But the 2021 growth rate would be the fastest since 1984, according to World Bank data.\nTech value stock screen\nThere are several definitions of value stocks, but generally they are those that trade at lower valuations to earnings and typically grow their sales at a slower pace. Its forward P/E valuation of 23.2 is relatively low. But Facebook is very much a growth stock — sales increased 22% last year, and analysts expect even better revenue growth of 25% in 2021.\nFacebook trades for seven times the consensus forward sales estimate, compared to a forward price-to-sales estimate of 5.9 for the entire S&P 500 tech sector. But that “high” price-to-sales ratio may not be so important because it is such a profitable company. Its 2020 operating margin of 50% is among the highest on the list.\nCody Willard called Facebook a bargain, not only because of its low P/E valuation but because of the long-term growth path for its Oculus virtual-reality hardware and software.\nThere are 16 companies on the list that are expected to produce double-digit increases in sales in 2021, including Skyworks Solutions Inc. and Qualcomm Inc..Both are expected to grow their revenues by 21% this year.\n‘Old tech’\nOracle Corp. is an “old tech” company that can be considered a value stock, as it trades for only 15.4 times the consensus earnings estimate for the next 12 months among analysts polled by FactSet. The company reported better-than-expected results for its fiscal third quarter after the close March 10 and increased its quarterly dividend by a third. Then on March 11, the stock fell as much as 9%. That “sell the good news” reaction may not be much of a surprise, as the stock had risen 48% over the previous year through March 10.\nInternational Business Machines Corp. is one of the cheapest stocks on the list, based on its forward P/E ratio of 11.5. The stock was up 2% from a year earlier through the close March 10. It has an attractive dividend yield of 5.10% that is supported by strong free cash flow.\nVictoria Greene, a portfolio manager at G Squared Private Wealth in College Station, Texas,may have been a bit early when naming IBM as an excellent long-term play in June. For one thing, the final three months of the year are typically the best for stocks, with stocks rising 3.8% on average, according to LPL Financial.</p>\n<p>Strong spending by shoppers during the holidays also tends to translate into strong quarters for consumer-focused businesses. Some analysts also attribute it to optimism during the holiday season, year-end portfolio adjustments and investors being on vacation.</p>\n<p>“November is the best month of the year, but it doesn’t seem to get nearly as much love as you’d think,” Ryan Detrick, chief market strategist at LPL Financial, said in a note to clients. “We all assume December is the best month, but November is actually better and gets very little fanfare. Maybe it should be a month for the bulls, not for turkeys.”</p>\n<p>Wall Street avoids spooky October</p>\n<p>While October is often considered a spooky month for investors, earning a bad reputation following the crashes of 1929, 1987 and during the global financial crisis in 2008, investors weren’t so fearful this year.</p>\n<p>After the S&P 500 recorded its biggest monthly loss since the start of the coronavirus pandemic in September, the broad index rebounded more than 6% in October on further signs that corporate profits are growing once again following last year's recession.</p>\n<p>“It looks as though the market has resisted ‘Octoberphobia’ and averted the feared crashes or massacres that have given the month its bad reputation,” Jeff Hirsch, editor of the Stock Trader's Almanac, said in a note to clients.</p>\n<p>To be sure, November has taken hits during bear markets, when major averages drop more than 20% from a recent peak.</p>\n<p>For instance, November 2000 was the Nasdaq Composite’s second-worst month on record, with the technology-focused index plunging nearly 23%, according to the Stock Trader’s Almanac. Only October 1987 was worse, and that is when the \"Black Monday\" stock market crash occurred</p>\n<p>Why investors should be optimistic</p>\n<p>The U.S. economy slowed substantially from July through September following a series of obstacles, including a surge in COVID-19 cases, supply chain bottlenecks, rising consumer prices and the fading effects of federal stimulus measures.</p>\n<p>But with COVID-19 cases now falling and vaccinations rising, most economists are branding the weak showing a soft patch in a still-robust recovery from the pandemic-induced recession, with a healthy rebound projected in the final months of the year.</p>\n<p>There are signs that there could be more gains to come on Wall Street in the final months of the year on strong seasonality trends, better-than-expected corporate earnings and falling COVID-19 cases. Market breadth has also improved, meaning that more stocks are participating in the rally, a sign of a healthy and strong market.</p>\n<p>Jobless claims have also fallen steadily in recent weeks, with continuing claims sliding below 2.5 million recently for the first time since the coronavirus pandemic began.</p>\n<p>After suffering its first 5% pullback of 2021 in early October, the S&P 500 has come roaring back and closed at a record high on October 21. The S&P 500 Index has gained more than 20% so far this year, making more than 50 record highs along the way.</p>\n<p>That could be a positive sign for investors in the coming months. History shows the stock market’s strongest six-month period is November to April, according to the Stock Trader’s Almanac. November is also the first month of the market’s best three-month stretch, November to January.\nWhy is November the best?\nThis seasonal strength is created by a combination of factors. For one thing, the final three months of the year are typically the best for stocks, with stocks rising 3.8% on average, according to LPL Financial.\nStrong spending by shoppers during the holidays also tends to translate into strong quarters for consumer-focused businesses. Some analysts also attribute it to optimism during the holiday season, year-end portfolio adjustments and investors being on vacation.\n“November is the best month of the year, but it doesn’t seem to get nearly as much love as you’d think,” Ryan Detrick, chief market strategist at LPL Financial, said in a note to clients. “We all assume December is the best month, but November is actually better and gets very little fanfare. Maybe it should be a month for the bulls, not for turkeys.”\nWall Street avoids spooky October\nWhile October is often considered a spooky month for investors, earning a bad reputation following the crashes of 1929, 1987 and during the global financial crisis in 2008, investors weren’t so fearful this year.\nAfter the S&P 500 recorded its biggest monthly loss since the start of the coronavirus pandemic in September, the broad index rebounded more than 6% in October on further signs that corporate profits are growing once again following last year's recession.\n“It looks as though the market has resisted ‘Octoberphobia’ and averted the feared crashes or massacres that have given the month its bad reputation,” Jeff Hirsch, editor of the Stock Trader's Almanac, said in a note to clients.\nTo be sure, November has taken hits during bear markets, when major averages drop more than 20% from a recent peak.\nFor instance, November 2000 was the Nasdaq Composite’s second-worst month on record, with the technology-focused index plunging nearly 23%, according to the Stock Trader’s Almanac. One investor might view a stock as overvalued, while another investor sees it as relatively well priced.</p>\n<p>We asked three Motley Fool contributors which biotech stocks they think are ridiculously overpriced right now. Here's why they picked <b>Cassava Sciences</b>(NASDAQ:SAVA),<b>Ocugen</b>(NASDAQ:OCGN), and <b>Moderna</b>(NASDAQ:MRNA).</p>\n<p>This biotech isn't worth the trouble</p>\n<p><b>Prosper Junior Bakiny(Cassava Sciences):</b>Investors have been flocking to this clinical-stage biotech all year long, pushing its share price up by well over 600%. It's still barely into the realm of mid-cap status, though, with a market cap of roughly $2 billion as of this writing.</p>\n<p>Cassava Sciences is hardly worth that much, though.</p>\n<p>It's is currently developing Simufilam for the treatment of Alzheimer's disease. Positive results from a pair of clinical trials -- coupled with the controversial approval of <b>Biogen</b>'s Aduhelm earlier this year -- have helped the company's stock perform as well as it has this year.</p>\n<p>But there are some reasons to worry. First, many companies have tried to develop effective drugs directed at the underlying causes of Alzheimer's disease. Nearly all of them failed, even after successful phase 2 studies.</p>\n<p>Even the data from Biogen's pivotal trial for Aduhelm wasn't that convincing. That's why the Food and Drug Administration is insisting on a post-approval confirmatory study for the medicine. It could be taken off the market if it fails to prove that actually helps Alzheimer's patients.</p>\n<p>Of course, just because others failed to develop an effective treatment for this condition doesn't mean Cassava Sciences will too. The point is, investors should view even the positive results Simufilam has produced so far with a healthy dose of skepticism.</p>\n<p>Results from a 12-month open-label study of Simufilam weren't that impressive. Then there is the citizen petition that New York-based law firm Labaton Sucharow filed with the FDA requesting that the agency halt clinical trials featuring Simufilam. Labaton Sucharow is representing clients with short positions in the stock, so there are some financial incentives for it to target Cassava. Still, this dark cloud will continue to hover above the biotech for a while.</p>\n<p>Add these to the other headwinds that Cassava Sciences could run into, including the very real possibility that Simufilam will fail miserably in its phase 3 clinical trials or that it will encounter regulatory setbacks, and this biotech stock looks far too risky to invest in, even at current levels.</p>\n<p><b>Ocugen is too risky to take a chance on</b></p>\n<p><b>David Jagielski(Ocugen):</b>This company became popular among retail investors this year based on the hopes that it will be the next COVID-19 vaccine stock to make it big. There's just one problem: Ocugen's success in that regard will hinge on the approval of Covaxin, which it's co-developing with Indian biotech company Bharat Biotech.</p>\n<p>Ocugen announced in June that it would pursue a Biologics License Application for its COVID-19 vaccine candidate in the U.S., based on a recommendation from the Food and Drug Administration. That involves a longer process than getting an Emergency Use Authorization, and implies that the agency may have been unwilling to grant emergency approval for the vaccine.</p>\n<p>There was more positive news last week when India granted Emergency Use Authorization for Covaxinto be used to inoculate children ages 2 to 18. Unfortunately, that doesn't mean anything for Ocugen -- it only shares in the profits that the vaccine makes in Canada and the U.S.</p>\n<p>But even though that good news out of India will have no notable impact on Ocugen's business, its stock price jumped anyway, topping the $10 mark for the first time in months. The performance of the company and the stock have simply not been connected. Through the first six months of this year, Ocugen has reported <i>no revenue</i>. Yet its shares have risen by more than 350% year to date.</p>\n<p>The good news is that there is still hope for the business beyond just its COVID-19 vaccine. The company is moving forward on its gene-therapy treatment, OCU400, and it plans to begin clinical studies on it later this year. However, the human trials phase of OCU400's development, even if it's ultimately successful, will take years.</p>\n<p>Given its market cap of $1.6 billion, I think that investors are taking on a ton of risk by buying shares of Ocugen. My view is that this is akin to gambling onpenny stocks, except in those cases, at least, valuations can be incredibly low. In Ocugen's case, the stock may have limited upside.</p>\n<p>A great company that's just too expensive</p>\n<p><b>Keith Speights(Moderna)</b>: Most of the critiques that Prosper and David had for Cassava and Ocugen don't apply to Moderna at all. The company already has a huge blockbuster on the market with its COVID-19 vaccine. It's rolling in profits as sales for the vaccine continue to soar.</p>\n<p>Moderna even has a promising pipeline. It hopes to soon advance cytomegalovirus (CMV) vaccine candidate mRNA-1647 into late-stage testing. The company is evaluating an experimental flu vaccine in early-stage testing and hopes to develop a combination COVID-19/flu vaccine. In total, the company has 17 clinical-stage programs.</p>\n<p>I think that Moderna's messenger RNA (mRNA) platform could produce many blockbuster vaccines and therapies over the coming decades. My view is that it's a great company. However, I also think that its shares are just too expensive now.</p>\n<p>Some might point to Moderna's forward price-to-earnings multiple of 11.2 as evidence that I'm dead wrong about the stock being overvalued. However, the problem with this metric is that it only looks one year into the future. Moderna's CEO has predicted that the pandemic could effectively end by late 2022. If he's right, I suspect that the company's revenue and earnings could fall off significantly after that.</p>\n<p>Remember that Moderna's enormous success so far has resulted from a two-dose initial regimen of its COVID-19 vaccine. Boosters of that vaccine will only require one shot. More importantly, there's uncertainty about how frequently boosters will be needed. Governments around the world could also become more price-conscious about what they'll pay for COVID-19 vaccines in a post-pandemic environment.</p>\n<p>Perhaps things will unfold in a way that justifies Moderna's current valuation. In Ocugen's case, the stock may have limited upside.\nA great company that's just too expensive\nKeith Speights(Moderna): Most of the critiques that Prosper and David had for Cassava and Ocugen don't apply to Moderna at all. The company already has a huge blockbuster on the market with its COVID-19 vaccine. It's rolling in profits as sales for the vaccine continue to soar.\nModerna even has a promising pipeline. It hopes to soon advance cytomegalovirus (CMV) vaccine candidate mRNA-1647 into late-stage testing. The company is evaluating an experimental flu vaccine in early-stage testing and hopes to develop a combination COVID-19/flu vaccine. In total, the company has 17 clinical-stage programs.\nI think that Moderna's messenger RNA (mRNA) platform could produce many blockbuster vaccines and therapies over the coming decades. My view is that it's a great company. However, I also think that its shares are just too expensive now.\nSome might point to Moderna's forward price-to-earnings multiple of 11.2 as evidence that I'm dead wrong about the stock being overvalued. However, the problem with this metric is that it only looks one year into the future. Moderna's CEO has predicted that the pandemic could effectively end by late 2022. If he's right, I suspect that the company's revenue and earnings could fall off significantly after that.\nRemember that Moderna's enormous success so far has resulted from a two-dose initial regimen of its COVID-19 vaccine. Boosters of that vaccine will only require one shot. More importantly, there's uncertainty about how frequently boosters will be needed. Governments around the world could also become more price-conscious about what they'll pay for COVID-19 vaccines in a post-pandemic environment.\nPerhaps things will unfold in a way that justifies Moderna's current valuation. Stocks with low valuations tend to do well during economic growth phases.</p>\n<p>Mark DeCambre underlined the value rallyby pointing out that the Dow Jones Industrial Average ended at a record high Dec. 10, while the Nasdaq Composite Index was still in a correction.</p>\n<p>But what about tech stocks? There’s plenty of value there too, as you can see in the screen below.</p>\n<p>Economists polled by MarketWatch expect the U.S. economy to expand by 6% in 2021. Yes, that’s coming off a 3.5% contraction in 2020, according to the latest estimate from the Bureau of Economic Analysis. But the 2021 growth rate would be the fastest since 1984, according to World Bank data.</p>\n<p><b>Tech value stock screen</b></p>\n<p>There are several definitions of value stocks, but generally they are those that trade at lower valuations to earnings and typically grow their sales at a slower pace. That said, an individual value stock might also be considered a growth stock. This is illustrated by the Russell indexes.</p>\n<p>The Russell 1000 Index is made up of the 1,000 largest publicly traded U.S. companies by market capitalization and is reconstituted each year in June. Selected from the Russell 1000 are the Russell 1000 Value Index,which has 849 stocks, and the Russell 1000 Growth Index,which has 453 stocks. The groups overlap, with 291 stocks in both. Salesforce.com was trading at a forward P/E of 68.7 five years ago, and the stock has nearly tripled since then.</p>\n<p>Getting back to the S&P 500 tech value screen, we then added tech-oriented stocks in the communications services sector, including videogame developers and Facebook Inc.,Alphabet Inc.,Netflix Inc. and Twitter Inc..That brought the list up to 82 stocks. For Micron Technology Inc.,the 2020 sales growth figure is for the past four reported fiscal quarters through Dec. 3.</p>\n<p><b>The curious case of Facebook</b></p>\n<p>You might wonder about Facebook, which lives in both the value and growth worlds. Its forward P/E valuation of 23.2 is relatively low. But Facebook is very much a growth stock — sales increased 22% last year, and analysts expect even better revenue growth of 25% in 2021.</p>\n<p>Facebook trades for seven times the consensus forward sales estimate, compared to a forward price-to-sales estimate of 5.9 for the entire S&P 500 tech sector. But that “high” price-to-sales ratio may not be so important because it is such a profitable company. Its 2020 operating margin of 50% is among the highest on the list.</p>\n<p>Cody Willard called Facebook a bargain, not only because of its low P/E valuation but because of the long-term growth path for its Oculus virtual-reality hardware and software.</p>\n<p>There are 16 companies on the list that are expected to produce double-digit increases in sales in 2021, including Skyworks Solutions Inc. and Qualcomm Inc..Both are expected to grow their revenues by 21% this year.</p>\n<p><b>‘Old tech’</b></p>\n<p>Oracle Corp. is an “old tech” company that can be considered a value stock, as it trades for only 15.4 times the consensus earnings estimate for the next 12 months among analysts polled by FactSet. The company reported better-than-expected results for its fiscal third quarter after the close March 10 and increased its quarterly dividend by a third. Then on March 11, the stock fell as much as 9%. That “sell the good news” reaction may not be much of a surprise, as the stock had risen 48% over the previous year through March 10.</p>\n<p>International Business Machines Corp. is one of the cheapest stocks on the list, based on its forward P/E ratio of 11.5. The stock was up 2% from a year earlier through the close March 10. It has an attractive dividend yield of 5.10% that is supported by strong free cash flow.</p>\n<p>Victoria Greene, a portfolio manager at G Squared Private Wealth in College Station, Texas,may have been a bit early when naming IBM as an excellent long-term play in June. Its forward P/E valuation of 23.2 is relatively low. But Facebook is very much a growth stock — sales increased 22% last year, and analysts expect even better revenue growth of 25% in 2021.\nFacebook trades for seven times the consensus forward sales estimate, compared to a forward price-to-sales estimate of 5.9 for the entire S&P 500 tech sector. But that “high” price-to-sales ratio may not be so important because it is such a profitable company. Its 2020 operating margin of 50% is among the highest on the list.\nCody Willard called Facebook a bargain, not only because of its low P/E valuation but because of the long-term growth path for its Oculus virtual-reality hardware and software.\nThere are 16 companies on the list that are expected to produce double-digit increases in sales in 2021, including Skyworks Solutions Inc. and Qualcomm Inc..Both are expected to grow their revenues by 21% this year.\n‘Old tech’\nOracle Corp. is an “old tech” company that can be considered a value stock, as it trades for only 15.4 times the consensus earnings estimate for the next 12 months among analysts polled by FactSet. The company reported better-than-expected results for its fiscal third quarter after the close March 10 and increased its quarterly dividend by a third. Then on March 11, the stock fell as much as 9%. That “sell the good news” reaction may not be much of a surprise, as the stock had risen 48% over the previous year through March 10.\nInternational Business Machines Corp. is one of the cheapest stocks on the list, based on its forward P/E ratio of 11.5. The stock was up 2% from a year earlier through the close March 10. It has an attractive dividend yield of 5.10% that is supported by strong free cash flow.\nVictoria Greene, a portfolio manager at G Squared Private Wealth in College Station, Texas,may have been a bit early when naming IBM as an excellent long-term play in June.
