Buying stocks.</p>\n<p>The legendary investor has become one of the wealthiest people in the world by buying and holding stocks for his beloved <b>Berkshire Hathaway</b> (NYSE:BRK.A) (NYSE:BRK.B). However, Buffett isn't buying many stocks right now. And there's one simple reason why.</p>\n<p class=\"t-img-caption\"><img src=\"https://g.foolcdn.com/image/?url=https%3A%2F%2Fg.foolcdn.com%2Feditorial%2Fimages%2F646095%2Fwarren-buffett-tmf.jpg&w=700&op=resize\" tg-width=\"700\" tg-height=\"466\" width=\"100%\" height=\"auto\"><span>Image source: The Motley Fool.</span></p>\n<h2>Lots of cash, few new stocks</h2>\n<p>That reason definitely isn't that Buffett doesn't have enough cash at his disposal. Berkshire ended the second quarter with a cash stockpile (including cash, cash equivalents, and short-term investments) totaling $140.7 billion.</p>\n<p>However, in the second quarter of this year, Berkshire didn't use much of its cash buying stocks. Buffett added to Berkshire's stakes in only three companies: <b>Aon</b>, <b>Kroger</b>, and <b>RH</b>.</p>\n<p>Sure, Berkshire also reported a brand-new position in <b>Organon</b>. However, that new stock in the conglomerate's portfolio was the result of <b>Merck</b>'s spin-off of its women's health business.</p>\n<h2>A value investor at heart</h2>\n<p>Buffett's mentor was Benjamin Graham, the father of value investing. Over the years, Buffett has drifted away from a purist focus on stock valuations. However, it's probably fair to say that he's still a value investor at heart.</p>\n<p>With that in mind, take a look at the following chart. It shows the cyclically adjusted price-to-earnings (CAPE) for the S&P 500 index over the last 60 years. The CAPE metric, popularized by Yale professor and author Robert Shiller, reflects the price of the S&P 500 divided by the average earnings over the previous 10 years adjusted for inflation.</p>\n<p class=\"t-img-caption\"><img src=\"https://g.foolcdn.com/image/?url=https%3A%2F%2Fg.foolcdn.com%2Feditorial%2Fimages%2F646095%2Fsp-500-cyclically-adjusted-price-to-earnings-cape.png&w=700&op=resize\" tg-width=\"700\" tg-height=\"432\" width=\"100%\" height=\"auto\"><span>Data source: Robert Shiller, Yale University. Chart by author.</span></p>\n<p>Right now, the S&P 500's valuation is at its second-highest level that Buffett has seen since he took over Berkshire Hathaway. The only time the CAPE for the index was higher was during the period leading up to and shortly after 2000.</p>\n<p>Of course, we all know what happened after the market valuation reached such a lofty level. Stocks plunged. It took seven years for the S&P to fully bounce back. (And then it nose-dived again with the financial crisis of 2008 and 2009.)</p>\n<p>I don't know for sure if Buffett is looking at a chart like the one shown above. However, you can bet your bottom dollar that he's closely watching the overall market valuation. And he knows that buying stocks when they're really expensive usually doesn't work out all that well.</p>\n<h2>Be like Buffett?</h2>\n<p>Some investors might dismiss the idea of following a similar strategy as Buffett. They could correctly point out that Berkshire's total return over the last 10 years has lagged well behind that of the S&P 500 index. And CAPE levels were higher during much of that period than they had been in a long time.</p>\n<p>However, my view is that Buffett's cautious approach makes sense right now. Stocks truly are trading at a premium that hasn't been seen in more than two decades. Historically, there's a compelling inverse correlation between the CAPE value of the S&P 500 and the returns over subsequent years.</p>\n<p>The Oracle of Omaha is doing two things that other investors should seriously consider. First, he's built up a big cash stockpile. Second, he's still buying stocks but is much more judicious in doing so than in the past.</p>\n<p>No, I don't think every investor needs to necessarily have as great a percentage in cash as Buffett does with Berkshire. Neither do I believe that the only stocks worthy of buying are those that Berkshire has bought. But the more frothy valuations become, the more cash investors should accumulate and the more selective they should be about using that cash to buy stocks.</p>\n<p>I don't like Cherry Coke. I can't play the ukelele. And I've never played bridge in my life. I do know, though, that Buffett didn't achieve his tremendous success by overpaying for stocks. Buying stocks.\nThe legendary investor has become one of the wealthiest people in the world by buying and holding stocks for his beloved Berkshire Hathaway (NYSE:BRK.A) (NYSE:BRK.B). However, Buffett isn't buying many stocks right now. And there's one simple reason why.\nImage source: The Motley Fool.\nLots of cash, few new stocks\nThat reason definitely isn't that Buffett doesn't have enough cash at his disposal. Berkshire ended the second quarter with a cash stockpile (including cash, cash equivalents, and short-term investments) totaling $140.7 billion.\nHowever, in the second quarter of this year, Berkshire didn't use much of its cash buying stocks. Buffett added to Berkshire's stakes in only three companies: Aon, Kroger, and RH.\nSure, Berkshire also reported a brand-new position in Organon. However, that new stock in the conglomerate's portfolio was the result of Merck's spin-off of its women's health business.\nA value investor at heart\nBuffett's mentor was Benjamin Graham, the father of value investing. Over the years, Buffett has drifted away from a purist focus on stock valuations. However, it's probably fair to say that he's still a value investor at heart.\nWith that in mind, take a look at the following chart. It shows the cyclically adjusted price-to-earnings (CAPE) for the S&P 500 index over the last 60 years. The CAPE metric, popularized by Yale professor and author Robert Shiller, reflects the price of the S&P 500 divided by the average earnings over the previous 10 years adjusted for inflation.\nData source: Robert Shiller, Yale University. Chart by author.\nRight now, the S&P 500's valuation is at its second-highest level that Buffett has seen since he took over Berkshire Hathaway. The only time the CAPE for the index was higher was during the period leading up to and shortly after 2000.\nOf course, we all know what happened after the market valuation reached such a lofty level. Stocks plunged. It took seven years for the S&P to fully bounce back. (And then it nose-dived again with the financial crisis of 2008 and 2009.)\nI don't know for sure if Buffett is looking at a chart like the one shown above. However, you can bet your bottom dollar that he's closely watching the overall market valuation. And he knows that buying stocks when they're really expensive usually doesn't work out all that well.\nBe like Buffett?\nSome investors might dismiss the idea of following a similar strategy as Buffett. They could correctly point out that Berkshire's total return over the last 10 years has lagged well behind that of the S&P 500 index. And CAPE levels were higher during much of that period than they had been in a long time.\nHowever, my view is that Buffett's cautious approach makes sense right now. Stocks truly are trading at a premium that hasn't been seen in more than two decades. Historically, there's a compelling inverse correlation between the CAPE value of the S&P 500 and the returns over subsequent years.\nThe Oracle of Omaha is doing two things that other investors should seriously consider. First, he's built up a big cash stockpile. Second, he's still buying stocks but is much more judicious in doing so than in the past.\nNo, I don't think every investor needs to necessarily have as great a percentage in cash as Buffett does with Berkshire. Neither do I believe that the only stocks worthy of buying are those that Berkshire has bought. But the more frothy valuations become, the more cash investors should accumulate and the more selective they should be about using that cash to buy stocks.\nI don't like Cherry Coke. I can't play the ukelele. And I've never played bridge in my life. I do know, though, that Buffett didn't achieve his tremendous success by overpaying for stocks. Governments around the world are trying to limit the impact on consumers, but acknowledge they may not be able to prevent bills spiking.</p>\n<p>Further complicating the picture is mounting pressure on governments to accelerate the transition to cleaner energy as world leaders prepare for a critical climate summit in November.</p>\n<p>In China, rolling blackouts for residents have already begun, while in India power stations are scrambling for coal. Consumer advocates in Europe are calling for a ban on disconnections if customers can't promptly settle what they owe.</p>\n<p>\"This price shock is an unexpected crisis at a critical juncture,\" EU energy chief Kadri Simson said Wednesday, confirming the bloc will outline its longer-term policy response next week. \"The immediate priority should be to mitigate social impacts and protect vulnerable households.\"</p>\n<p>In Europe, natural gas is now trading at the equivalent of $230 per barrel, in oil terms — up more than 130% since the beginning of September and more than eight times higher than the same point last year, according to data from Independent Commodity Intelligence Services.</p>\n<p>In East Asia, the cost of natural gas is up 85% since the start of September, hitting roughly $204 per barrel in oil terms. Prices remain much lower in the United States, a net exporter of natural gas, but still have shot up to their highest levels in 13 years.</p>\n<p>\"A lot of it is feeding off of fear about what the winter's going to look like,\" said Nikos Tsafos, an energy and geopolitics expert at the Center for Strategic and International Studies, a Washington-based think tank. He thinks that anxiety has caused the market to break away from the fundamentals of supply and demand.</p>\n<p>The frenzy to secure natural gas is also pushing up the price of coal and oil, which can be used as substitutes in some cases, but are even worse for the climate. India, which remains extremely dependent on coal, said this week that as many as 63 of its 135 coal-fired power plants have two days or less of supplies.</p>\n<p>The circumstances are causing central banks and investors to worry. Rising energy prices are contributing to inflation, which already was a major concern as the global economy tries to shake off the lingering effects of Covid-19. Dynamics over the winter could make matters worse.</p>\n<p><b>No easy solution</b></p>\n<p>The crisis is rooted in soaring demand for energy as the economic recovery from the pandemic takes hold, and a carefully calibrated system that's easily disrupted by weather events or mechanical problems.</p>\n<p>An unusually long and cold winter earlier this year depleted stocks of natural gas in Europe. Soaring demand for energy has impeded the restocking process, which typically happens over the spring and summer.</p>\n<p>China's growing appetite for liquified natural gas has meant LNG markets can't fill the gap. A decline in Russian gas exports and unusually calm winds have exacerbated the problem.</p>\n<p>\"The current surge in European energy power prices is truly unique,\" energy analysts at the Société Générale bank told clients this week. \"Never before have power prices risen so far, so fast. And we are only a few days into autumn — temperatures are still mild.\"</p>\n<p>The dynamics are reverberating globally. In the United States, natural gas prices have risen 47% since the beginning of August. The scramble for coal is also triggering a spike in the price many European companies have to pay for carbon credits so they can burn fossil fuels.</p>\n<p>Additionally, the energy crunch is supporting oil prices, which hit seven-year highs in the United States this week. Bank of America recently predicted that a cold winter could push the price of Brent crude, the global benchmark, past $100 per barrel. Prices haven't been that high since 2014.</p>\n<p><img src=\"https://static.tigerbbs.com/1bcd17c239a923accbcb947fe0ffa5b5\" tg-width=\"829\" tg-height=\"585\" width=\"100%\" height=\"auto\"></p>\n<p>Jim Burkhard, who leads IHS Markit's research on crude oil, energy and mobility, said there's \"no immediate relief in sight.\"</p>\n<p>\"There's no Saudi Arabia for gas,\" he said, referring to a single supplier that can quickly ramp up natural gas production. \"This looks like it's going to endure for the winter in the Northern Hemisphere.\"</p>\n<p>Russia could theoretically step up. Société Générale noted that faster approval by German authorities of the politically-sensitive Nord Stream 2 pipeline, which would carry gas directly from Russia to Europe, would ease significant stress.</p>\n<p>On Wednesday, Russian President Vladimir Putin suggested that Russia could increase its output, saying that state-owned gas giant Gazprom has never \"refused to increase supplies to its consumers if they submit appropriate bids.\"</p>\n<p>But Neil Chapman, senior vice president at ExxonMobil (XOM), emphasized the short-term constraints at an industry conference this week.</p>\n<p>\"Of course there's great concern,\" Chapman said at the virtual Energy Intelligence Forum. \"In our industry, because it's capital intensive, you can't just turn on the supply.\"</p>\n<p><b>Crisis with a cost</b></p>\n<p>The best case scenario, according to Burkhard, is that a winter with average temperatures allows pressure to lift in the second quarter of 2022.</p>\n<p>But severe weather in the coming months would create huge strain — particularly in countries that rely heavily on natural gas for energy production, like Italy and the United Kingdom. Britain is in a particularly tough spot because it lacks storage capacity, and is dealing with the fallout from a broken power line with France.</p>\n<p>\"The UK is arguably at the highest risk of Europe's major economies of a winter supply shortfall,\" Henning Gloystein, director of the energy, climate and resource team at consultancy Eurasia Group, said in a note to clients this week. \"Should this happen, the government would likely demand factories to reduce output and gas consumption in order to ensure household supply.\"</p>\n<p>The massive jump in energy costs, which shows no signs of abating, is fanning inflation fears, which already had been forcing policymakers to carefully consider their next steps.</p>\n<p>Energy prices in developed countries rose 18% in August, the fastest pace since 2008, according to data released Tuesday by the Organization for Economic Cooperation and Development. And that was before the situation deteriorated significantly in recent weeks.</p>\n<p>Higher energy bills could crimp consumer spending on clothing or activities like dining out, hurting the comeback from the pandemic. Consumer advocates in Europe are calling for a ban on disconnections if customers can't promptly settle what they owe.\n\"This price shock is an unexpected crisis at a critical juncture,\" EU energy chief Kadri Simson said Wednesday, confirming the bloc will outline its longer-term policy response next week. \"The immediate priority should be to mitigate social impacts and protect vulnerable households.\"\nIn Europe, natural gas is now trading at the equivalent of $230 per barrel, in oil terms — up more than 130% since the beginning of September and more than eight times higher than the same point last year, according to data from Independent Commodity Intelligence Services.\nIn East Asia, the cost of natural gas is up 85% since the start of September, hitting roughly $204 per barrel in oil terms. Prices remain much lower in the United States, a net exporter of natural gas, but still have shot up to their highest levels in 13 years.\n\"A lot of it is feeding off of fear about what the winter's going to look like,\" said Nikos Tsafos, an energy and geopolitics expert at the Center for Strategic and International Studies, a Washington-based think tank. He thinks that anxiety has caused the market to break away from the fundamentals of supply and demand.\nThe frenzy to secure natural gas is also pushing up the price of coal and oil, which can be used as substitutes in some cases, but are even worse for the climate. India, which remains extremely dependent on coal, said this week that as many as 63 of its 135 coal-fired power plants have two days or less of supplies.\nThe circumstances are causing central banks and investors to worry. Rising energy prices are contributing to inflation, which already was a major concern as the global economy tries to shake off the lingering effects of Covid-19. Dynamics over the winter could make matters worse.\nNo easy solution\nThe crisis is rooted in soaring demand for energy as the economic recovery from the pandemic takes hold, and a carefully calibrated system that's easily disrupted by weather events or mechanical problems.\nAn unusually long and cold winter earlier this year depleted stocks of natural gas in Europe. Soaring demand for energy has impeded the restocking process, which typically happens over the spring and summer.\nChina's growing appetite for liquified natural gas has meant LNG markets can't fill the gap. A decline in Russian gas exports and unusually calm winds have exacerbated the problem.\n\"The current surge in European energy power prices is truly unique,\" energy analysts at the Société Générale bank told clients this week. \"Never before have power prices risen so far, so fast. And we are only a few days into autumn — temperatures are still mild.\"\nThe dynamics are reverberating globally. In the United States, natural gas prices have risen 47% since the beginning of August. The scramble for coal is also triggering a spike in the price many European companies have to pay for carbon credits so they can burn fossil fuels.\nAdditionally, the energy crunch is supporting oil prices, which hit seven-year highs in the United States this week. Bank of America recently predicted that a cold winter could push the price of Brent crude, the global benchmark, past $100 per barrel. Prices haven't been that high since 2014.\n\nJim Burkhard, who leads IHS Markit's research on crude oil, energy and mobility, said there's \"no immediate relief in sight.\"\n\"There's no Saudi Arabia for gas,\" he said, referring to a single supplier that can quickly ramp up natural gas production. \"This looks like it's going to endure for the winter in the Northern Hemisphere.\"\nRussia could theoretically step up. Société Générale noted that faster approval by German authorities of the politically-sensitive Nord Stream 2 pipeline, which would carry gas directly from Russia to Europe, would ease significant stress.\nOn Wednesday, Russian President Vladimir Putin suggested that Russia could increase its output, saying that state-owned gas giant Gazprom has never \"refused to increase supplies to its consumers if they submit appropriate bids.\"\nBut Neil Chapman, senior vice president at ExxonMobil (XOM), emphasized the short-term constraints at an industry conference this week.\n\"Of course there's great concern,\" Chapman said at the virtual Energy Intelligence Forum. \"In our industry, because it's capital intensive, you can't just turn on the supply.\"\nCrisis with a cost\nThe best case scenario, according to Burkhard, is that a winter with average temperatures allows pressure to lift in the second quarter of 2022.\nBut severe weather in the coming months would create huge strain — particularly in countries that rely heavily on natural gas for energy production, like Italy and the United Kingdom. Britain is in a particularly tough spot because it lacks storage capacity, and is dealing with the fallout from a broken power line with France.\n\"The UK is arguably at the highest risk of Europe's major economies of a winter supply shortfall,\" Henning Gloystein, director of the energy, climate and resource team at consultancy Eurasia Group, said in a note to clients this week. \"Should this happen, the government would likely demand factories to reduce output and gas consumption in order to ensure household supply.\"\nThe massive jump in energy costs, which shows no signs of abating, is fanning inflation fears, which already had been forcing policymakers to carefully consider their next steps.\nEnergy prices in developed countries rose 18% in August, the fastest pace since 2008, according to data released Tuesday by the Organization for Economic Cooperation and Development. And that was before the situation deteriorated significantly in recent weeks.\nHigher energy bills could crimp consumer spending on clothing or activities like dining out, hurting the comeback from the pandemic. Semiconductor industry titan <b>Intel </b>was lapping a poor showing from a year ago too, but recently reported flat revenue in its Q2 2021.</p>\n<p>The $3.85 billion in sales actually beat CEO Dr. Lisa Su and the company's guidance provided a few months ago by $150 million. Su attributed part of the outperformance to AMD's ability to coax some extra supply from its chip fabrication partners during the last three-month period. More supply is expected to come online during the second half of 2021, but the global chip shortage will likely continue into 2022.</p>\n<p>Nevertheless, AMD's Q2 beat and further advance on the supply side led Su and the top team to raise its outlook for full-year 2021 sales growth. Revenue is now expected to be up approximately 60% from 2020, compared to previous guidance for 50% growth.</p>\n<h2>2. Years of market share gains could lie ahead</h2>\n<p>The former underdog now has an advanced lineup of chips -- on many fronts, more advanced than the flagging Intel -- and as a result, reported yet another quarter of growth across its entire product line.</p>\n<p>During Q2, AMD said half of the world's newest and fastest supercomputers were powered by its EPYC data center CPUs (central processing units). <b>Alphabet</b>'s Google Cloud also announced big leaps in price-to-performance using EPYC CPUs versus peers, no doubt helping lead to the increased adoption of the chips in cloud computing and data centers. And on the consumer chip front, <b>Tesla</b> chose AMD hardware to power the infotainment system in the latest Model S and Model X.</p>\n<p>These market share gains could continue for some time at AMD. The company's next-gen products utilizing 5-nanometer architecture (the smallest and highest-performing chips) are coming in 2022 -- well ahead of the product roadmap at rival Intel.</p>\n<h2>3. AMD is now a highly profitable firm</h2>\n<p>As AMD's technology has improved and sales have gained, its profitability profile has also been significantly raised. In Q2 2021, operating profit margin was 22% -- helping it break from the below-industry average, single-digit percentage operating margin it was stuck in for years. Free cash flow generated in the quarter was $888 million.</p>\n<p>The implications of this are significant. AMD can now comfortably invest in itself from cash it generates, and go shopping with the excess when an opportunity arises. Take <b>Xilinx </b>(NASDAQ:XLNX), for example. The acquisition of the leading field-programmable gate array (FPGA) company will close by the end of this year and open up yet another front on which AMD can attack Intel. Adding Xilinx to the mix will also further boost AMD's profit margin and research and development capabilities.
