Ron Wyden (D., Oreg.) and Sen. Cory Booker (D., N.J.) are unveiling a discussion draft of their legislation to end the federal prohibition of marijuana. The senators will detail their plan at a press conference on July 14.</p>\n<p>The proposal— known as the Cannabis Administration and Opportunity Act — calls for removing cannabis from the federal list of controlled substances, allowing states to make their own decisions on cannabis. Many states have already moved to legalize recreational or medicinal marijuana use, but it still remains illegal under federal law.</p>\n<p>\"By ending the failed federal prohibition of cannabis, the Cannabis Administration and Opportunity Act will ensure that Americans – especially Black and Brown Americans – no longer have to fear arrest or be barred from public housing or federal financial aid for higher education for using cannabis in states where it’s legal,\" reads the discussion draft. \"State-compliant cannabis businesses will finally be treated like other businesses and allowed access to essential financial services, like bank accounts and loans. Medical research will no longer be stifled.\"</p>\n<p>The proposal establishes 21 as the minimum age to purchase cannabis and limits retail sales to no more than 10 ounces of cannabis. It calls for federal agencies to research the impacts of cannabis use, legalization and cannabis-impaired driving — including research to establish an impairment standard for driving under the influence of cannabis.</p>\n<p>The Democratic trio has been working on the legislation for months. In an interview withYahoo Financeshortly after they announced their plan to work on the proposal, Sen. Wyden said Congress should \"finally recognize that the War on Drugs has failed.\"</p>\n<p>The plan would require expungement of federal non-violent cannabis convictions and encourage state and local governments to do the same. It would keep people from being denied federal benefits — such as housing or federal financial aid — because of cannabis use or possession. People who are not U.S. citizens could not be denied benefits or protection under immigration laws.</p>\n<p>The plan would also create new grant programs to fund nonprofits that help people who have been \"adversely impacted by the War on Drugs.\" It would make loans available to small businesses in the cannabis industry and help states and localities implement cannabis licensing programs.</p>\n<p>President Joe Biden backed decriminalization of marijuana on the campaign trail, but the White House has not backed legalization efforts. In December, the Housepassed the MORE Act— which would remove marijuana from the controlled substance list and create restorative justice programs. Earlier this year, Rep. Jerry Nadler (D., N.Y.)reintroducedthe legislation.</p>\n<p>The senators are asking for input on the proposal by Sept. 1, so they can consider feedback before crafting the final bill. Joining the company’s founder on board will be two pilots; Beth Moses, chief astronaut instructor; Colin Bennett, lead operations engineer; and Sirisha Bandla, vice president of government affairs and research operations.</p>\n<p>Still, Branson is no stranger to publicity. Canaccord analyst Ken Herbert believes it’s possible that Galactic could surprise viewers by bringing a paying customer on board with Branson. That would generate additional buzz for the company.</p>\n<p>A move like that would best space-tourism competitor Blue Origin in another way. Bezos is expected to take the first paying passenger to space on his flight later this month. Earnings and cash flow are expected to turn positive around 2024.</p>\n<p>The flight and associated news coverage also represent publicity for the company.</p>\n<p><b>How Will Virgin Galactic Stock Benefit?</b></p>\n<p>A successful test flight is a clear positive for Galactic, but it might not be so for its stock. The company did an extensive design modification to prevent that from happening again.</p>\n<p>Chief Executive Officer Michael Colglazier said earlier this month that the company is ready for Branson’s trip after a successful test flight in May.</p>\n<p>Branson, who was knighted in 1999 by Queen Elizabeth II for “services to entrepreneurship,” has a net worth of about $7.5 billion according to theBloomberg Billionaires Index. More than 40 Virgin-brand businesses collect annual revenue of about $22 billion through partnerships, affiliations and direct holdings, a spokeswoman said in December. As with Virgin Galactic, he has typically left day-to-day management to hired executives.</p>\n<p>His business career -- spanning everything from a punk record label to gyms, bridal wear, bank accounts, a mobile phone provider and the airline for which he’s been best known -- has been as varied as his extra-curricular activities.</p>\n<p>After running a student magazine at the age of 16, his first serious foray into commerce was through a mail-order music distributor and shop that got him a costly conviction for tax evasion. Undeterred, he went on to found Virgin Records in 1972, with the name chosen to reflect his inexperience in business.</p>\n<p><b>Empire Building</b></p>\n<p>The label was an immediate success as Tubular Bells, the debut album from instrumentalist Mike Oldfield, became a best seller.
