src=\"https://static.tigerbbs.com/3937bdd76772550568996d1f8670e40b\"></p><p><b><span>高盛警告：“周一大屠杀”恐再现</span></b></p><p>上周一WTI原油5月合约有史以来第一次出现负值，结算价低至-37.63美元/桶，多头遭遇了史上最惨烈的“屠杀”，周线重挫32%，创史上最大周跌幅。</p><p>但上周后半段，特朗普总统再度挑起中东风波，美伊紧张关系升级，提振了油价表现。</p><p>此外，据一位沙特工业知情官员称，沙特阿美石油公司已经提前减产，早于5月1日生效的OPEC+减产协议。这位知情人士说，<b>沙特阿美已开始将日产量从约1200万桶减少至协议规定的每天850万桶的水平，可能会在5月1日之前达到目标水平。</b>在此之前，科威特、阿尔及利亚以及尼日利亚都表示计划在5月1日开始日期之前削减产量。</p><p>因此，上周下半段油价反弹逾20%，弥补了部分损失。<b>不过，要警惕这是“死猫跳”！</b></p><p>分析认为，需求疲软、供应过剩和库容即将触顶的问题依然困扰着油市，至少在WTI原油6月合约到期之前，市场仍将处于风暴之中，油价可能再次跌入负值。需高度关注的是，本周（5月1日）布伦特原油6月期货即将到期，原油市场波动恐怕难以平息。</p><p>高盛首席商品策略师杰弗里·柯里（Jeffrey Currie）预计，未来3-4周全球库容可能会达到极限，“周一大屠杀”的惨况可能重现，但与上周一的WTI原油负油价不同，下一场危机可能是全球性事件，市场波动的范围可能更加广泛，一切可能要等到供需恢复平衡才能停止；投资者有可能将再次为了抛售石油而倒贴钱，除非美国页岩油生产商在未来几天就大幅削减产量，而不是等到数周后。</p><p><b><span>美联储油市纾困计划遇阻</span></b></p><p>由于央行向来反感帮助特定行业而且缺乏帮助破产企业的权力，特朗普政府在争取美联储挽救石油行业方面正面临着重大障碍。</p><p>共和党人要求对美联储信贷安排的条款进行一些修改，以使能源公司更容易获得贷款帮助，但民主党人则抗议对化石燃料生产商的任何救助。</p><p>美国财长努钦上周四说，政府正寻求通过“为该行业提供贷款机制”来帮助陷入困境的石油公司。而美联储将针对特定行业的贷款计划视为信贷配置，这是鲍威尔在4月9日的演讲中明确拒绝的。</p><p>根据4月9日发布的条款，<b>美联储的贷款仅限于截至3月22日信用评级至少为BBB- / Baa3的公司。</b>对于某些石油生产商（例如西方石油公司）而言，截止日期可能为时已晚。穆迪于3月18日将其债务评级降至垃圾级，惠誉（Fitch）和标准普尔（S＆P）也分别于3月20日和3月25日对其降级。</p><p>由北达科他州参议员凯文·克莱默（Kevin Cramer）和得克萨斯州的特德·克鲁兹（Ted
