CNBC reported this morning there's a risk that the ongoing chip shortage could depress Christmas shopping this year.</p>\n<p>Although high demand for high-end Nvidia graphics chips is generally good news for the company and its pricing power, the network notes that \"semiconductors are beneath the hood of an increasing number of products,\" but \"things made with chips don't just use one chip.\" Thus, even a PC manufacturer lucky enough to get hold of all the Nvidia chips it needs might not be able to sell its PC if it can't also get all the power control, memory, and other chips it also needs to build the product. Or the manufacturer might not buy the Nvidia chips in the first place if it knows it won't be able to obtain the other chips.</p>\n<p><b>Now what</b></p>\n<p>That's one risk Nvidia investors face. A bigger risk, though, may be its high-flying stock price.</p>\n<p>This morning, analysts at <b>JPMorgan</b>, at <b>UBS</b>, at <b>Barclays</b>,<b>Citigroup</b>, R.W. Baird, and <b>Evercore</b> ISI cited a range of semiconductor chipmakers that they like and believe are undervalued, and Nvidia wasn't one of them. Morgan recommended <b>Qualcomm</b> for its earnings upside, Evercore picked <b>Micron</b> as a stock that is \"structurally undervalued,\" and Barclays, Baird, and Citi raised their price targets on <b>Broadcom</b> based on demand for its products,TheFly.com reported today.</p>\n<p>Nvidia shares sell for 93 times trailing earnings. Micron is valued at less than 17 times earnings; Qualcomm is at 23 times, and Broadcom is at 47. XPeng delivered almost 26,000 cars in the third quarter.NIO (NIO) delivered about 24,000 and Li Auto (LI) delivered about 25,000.</p>\n<p>“This outperformance testifies to the market’s recognition of the differentiated value our vertically integrated in-house developed software and hardware bring to our vehicles.”</p>\n<p>Looking ahead, XPeng expects to deliver between 34,500 and 36,500 in the fourth quarter. That implies about 12,000 vehicle deliveries each month in November and December. The company delivered about 10,100 vehicles in October. More than 12,000 vehicles would be a monthly record for XPeng.</p>\n<p>Rising deliveries is a sign that the global semiconductor shortage that has roiled auto production all year isn’t hurting XPeng all that much. That’s good news. Amy Klobuchar (D., Minn.), a lead sponsor of some of the key bills, said. “There is bipartisan momentum to get something done, and the public is on our side.”</p>\n<p>The measures must overcome a stepped-up lobbying effort in opposition from companies including Alphabet Inc.’s Google,Amazon.com Inc. and Apple Inc.,which say many of the proposals will hurt consumers who have grown dependent on their products and services.</p>\n<p>The momentum for the bills in the Senate echoes the earlier push in the House. The House Judiciary Committee passed a raft of far-reaching antitrust bills after a tumultuous meeting in June that stretched over two days, including an all-night session.</p>\n<p>Throughout the meeting, lawmakers sympathetic to the tech companies—including several members of California’s powerful congressional delegation—raised strenuous objections.</p>\n<p>At the time of the committee vote, House Majority Leader Steny Hoyer (D., Md.) said lawmakers would have to negotiate the bills’ specifics to address the objections and wanted to see what the Senate would pass.</p>\n<p>Twelve senators—six Republicans and six Democrats, including Ms. Klobuchar—are backing the proposed American Innovation and Choice Online Act, a bill that would treat Amazon’s marketplace or Google’s search engine like a dominant railroad operator, essential to commerce.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/b51a2380a39190a0a1f6ac9d348bc663\" tg-width=\"1050\" tg-height=\"701\" width=\"100%\" height=\"auto\"><span>A former Facebook data scientist spoke in October during a Senate hearing in Washington as lawmakers seek to pass consumer-protection legislation.</span></p>\n<p>It would make it illegal for them to advantage their own products and services at the expense of other businesses that rely on the platforms.</p>\n<p>Another bipartisan group is backing a bill that would place new restrictions on smartphone app stores, including in-app payment systems and app stores’ search results.</p>\n<p>A third group of lawmakers wants to force dominant tech companies to prove that any new merger or acquisition won’t hurt competition, going beyond the current legal standard.</p>\n<p>The shift comes as lawmakers also are stepping up their efforts to pass consumer-protection legislation, including greater privacy protections for children and others, spurred by recent revelations about Meta Platforms Inc.’s Instagram and Facebook services.</p>\n<p>Internal research by the company found evidence that its algorithms foster discord and that its Instagram app is harmful for a sizable percentage of its users, notably teenage girls, among other findings. Amy Klobuchar (D., Minn.), a lead sponsor of some tech antitrust bills, cites bipartisan momentum and public support to pass legislation.</span></p>\n<p>Amazon CEO Andy Jassy raised concerns about the antitrust bills while meeting with lawmakers in September during his first trip to Washington as chief executive, a person familiar with the matter said. He repeated the company’s contention that it represents a small slice of the overall retail industry, this person said.</p>\n<p>Amazon declined to comment.</p>\n<p>Amazon has separately reached out to companies that sell on its online marketplace, warning about the legislation’s potentially negative impact. And it has suggested that if the self-preferencing bill becomes law, it might have to stop allowing other companies to sell via the Amazon marketplace.</p>\n<p>Brian Huseman, vice president of public policy for Amazon, has said that removing the selection of these sellers from Amazon’s store would likely mean less competition for products and higher prices for consumers.</p>\n<p>Senior executives at Apple and Google have also made trips to Washington to make their case against the legislation.</p>\n<p>Google has been seeking to muster opposition. In a recent public message to business owners who use Google services, the company said the bill could end up “hurting your productivity if Gmail, Docs, and Calendar are split up and they no longer work together seamlessly.”</p>\n<p>Mark Isakowitz, Google’s vice president for government affairs and public policy, said in October the company doesn’t oppose antitrust scrutiny, or more regulation of privacy and online platforms serving children.</p>\n<p>But when it comes to the new antitrust proposals, he added, “Congress should carefully consider the unintended consequences for Americans and small businesses of breaking a range of popular products that people use every day.”</p>\n<p>Facebook has reported lobbying on several competition bills, including a House version of the merger legislation. It declined to comment.</p>\n<p>An Apple spokesperson said the company wants “to work with policy makers to create laws that help support competition while also protecting users’ privacy and data security.”</p>\n<p>Senators say the companies’ concerns are overblown. They point to exceptions in the self-preferencing bill for company actions that protect users or enhance a platform’s functionality. Those provisions helped Ms. Klobuchar recruit Sen. Chuck Grassley (R., Iowa), the senior Republican on the Senate Judiciary Committee, and other Republican co-sponsors.</p>\n<p>“I’m a supporter of free markets, but markets can’t operate freely if a handful of companies can control every access point,” said Sen. Amy Klobuchar (D., Minn.), a lead sponsor of some of the key bills, said. “There is bipartisan momentum to get something done, and the public is on our side.”\nThe measures must overcome a stepped-up lobbying effort in opposition from companies including Alphabet Inc.’s Google,Amazon.com Inc. and Apple Inc.,which say many of the proposals will hurt consumers who have grown dependent on their products and services.\nThe momentum for the bills in the Senate echoes the earlier push in the House. The House Judiciary Committee passed a raft of far-reaching antitrust bills after a tumultuous meeting in June that stretched over two days, including an all-night session.\nThroughout the meeting, lawmakers sympathetic to the tech companies—including several members of California’s powerful congressional delegation—raised strenuous objections.\nAt the time of the committee vote, House Majority Leader Steny Hoyer (D., Md.) said lawmakers would have to negotiate the bills’ specifics to address the objections and wanted to see what the Senate would pass.\nTwelve senators—six Republicans and six Democrats, including Ms. Klobuchar—are backing the proposed American Innovation and Choice Online Act, a bill that would treat Amazon’s marketplace or Google’s search engine like a dominant railroad operator, essential to commerce.\nA former Facebook data scientist spoke in October during a Senate hearing in Washington as lawmakers seek to pass consumer-protection legislation.\nIt would make it illegal for them to advantage their own products and services at the expense of other businesses that rely on the platforms.\nAnother bipartisan group is backing a bill that would place new restrictions on smartphone app stores, including in-app payment systems and app stores’ search results.\nA third group of lawmakers wants to force dominant tech companies to prove that any new merger or acquisition won’t hurt competition, going beyond the current legal standard.\nThe shift comes as lawmakers also are stepping up their efforts to pass consumer-protection legislation, including greater privacy protections for children and others, spurred by recent revelations about Meta Platforms Inc.’s Instagram and Facebook services.\nInternal research by the company found evidence that its algorithms foster discord and that its Instagram app is harmful for a sizable percentage of its users, notably teenage girls, among other findings. The documents provided the foundation for The Wall Street Journal’s Facebook Files series.\nstill have a long way to go to become law. Some similar proposals passed a House committee in June but have been on hold since then as Congress struggled to approve a separate infrastructure bill.\nThe big tech companies have continued to be big spenders this year on lobbying Congress over legislation that threatens them, including the antitrust bills.\nAmazon has spent more than $15.3 million so far this year—more than any other individual company—according to statistics compiled by OpenSecrets, a nonpartisan watchdog group. Facebook has spent about $14.7 million, making it the second-biggest spender. Alphabet has spent almost $9 million.\nSen. Amy Klobuchar (D., Minn.), a lead sponsor of some tech antitrust bills, cites bipartisan momentum and public support to pass legislation.\nAmazon CEO Andy Jassy raised concerns about the antitrust bills while meeting with lawmakers in September during his first trip to Washington as chief executive, a person familiar with the matter said. He repeated the company’s contention that it represents a small slice of the overall retail industry, this person said.\nAmazon declined to comment.\nAmazon has separately reached out to companies that sell on its online marketplace, warning about the legislation’s potentially negative impact. And it has suggested that if the self-preferencing bill becomes law, it might have to stop allowing other companies to sell via the Amazon marketplace.\nBrian Huseman, vice president of public policy for Amazon, has said that removing the selection of these sellers from Amazon’s store would likely mean less competition for products and higher prices for consumers.\nSenior executives at Apple and Google have also made trips to Washington to make their case against the legislation.\nGoogle has been seeking to muster opposition. In a recent public message to business owners who use Google services, the company said the bill could end up “hurting your productivity if Gmail, Docs, and Calendar are split up and they no longer work together seamlessly.”\nMark Isakowitz, Google’s vice president for government affairs and public policy, said in October the company doesn’t oppose antitrust scrutiny, or more regulation of privacy and online platforms serving children.\nBut when it comes to the new antitrust proposals, he added, “Congress should carefully consider the unintended consequences for Americans and small businesses of breaking a range of popular products that people use every day.”\nFacebook has reported lobbying on several competition bills, including a House version of the merger legislation. It declined to comment.\nAn Apple spokesperson said the company wants “to work with policy makers to create laws that help support competition while also protecting users’ privacy and data security.”\nSenators say the companies’ concerns are overblown. They point to exceptions in the self-preferencing bill for company actions that protect users or enhance a platform’s functionality. Those provisions helped Ms. Klobuchar recruit Sen. Chuck Grassley (R., Iowa), the senior Republican on the Senate Judiciary Committee, and other Republican co-sponsors.\n“I’m a supporter of free markets, but markets can’t operate freely if a handful of companies can control every access point,” said Sen.
