However, it can also set up a stock like GameStop for a major short squeeze. A short squeeze is a large, short-term spike in a stock’s share price triggered when a large number of its short sellers are forced to exit their positions all at once by buying shares of stock,”as pointed out by <i>U.S. News & World Report</i> contributor Wayne Duggan.</p>\n<p>In fact, here are some of the top, most shorted stocks to keep an eye on.</p>\n<ul>\n <li><b>Blink Charging Co.</b>(NASDAQ:<b><u>BLNK</u></b>)</li>\n <li><b>Arcimoto Inc.</b>(NASDAQ:<b><u>FUV</u></b>)</li>\n <li><b>Second Sight Medical Products Inc.</b>(NASDAQ:<b><u>EYES</u></b>)</li>\n <li><b>Root Inc.</b>(NASDAQ:<b><u>ROOT</u></b>)</li>\n <li><b>Ontrak Inc.</b>(NASDAQ:<b><u>OTRK</u></b>)</li>\n</ul>\n<p><b>Most Shorted Stocks: Blink Charging Co. (BLNK)</b></p>\n<p>At $39.35, Blink Charging Co. is one of the most heavily shorted stocks with nearly 38% of its 30.9 million share-float sold short. It also carries a market cap of $1.65 billion, trading at 212 times sales, and 68 times book. It’s clearly overvalued and overdue for a pullback, short-term.</p>\n<p>Longer-term, investors may want to consider Blink Charging, especially with President Joe Biden’s push for electric vehicle growth. The President even said he would “work with our nation’s governors and mayors to support the deployment of more than 500,000 public charging outlets by the end of 2030,”as I noted on April 1.</p>\n<p><b>Arcimoto (FUV)</b></p>\n<p>FUV is another clearly overvalued stock with a market cap of $387 million that trades at about 156 times sales and almost 26% of its 27.45 million-share float short. Technically, things are just as ugly, with the stock recently breaking below its 200-day moving average. From a current price of $11, it could retest triple bottom support around $5 next. Recent earnings weren’t hot either. In fact, the company posted a loss of 63 cents a share on sales of $2.2 million. Analysts were looking for a loss of 55 cents. That’s the bad news.</p>\n<p>The good news – management is still bullish going forward. “As we look to the year ahead and emerge from the pandemic our course is clear,”said CEO Mark Frohnmayer, as quoted by<i>Barron’s</i>. “2021 is the year Arcimoto will lay the groundwork for the next decade of growth.”</p>\n<p>At the same time,<i>Barron’s</i>contributor Al Root noted, “Analysts project the company will generate about $21 million in sales in 2021, up more than 850% year over year.”</p>\n<p>At the moment, the cons outweigh the pros with FUV. I’d wait for the stock to find support before you even consider taking a position.</p>\n<p><b>Second Sight Medical Products Inc. (EYES)</b></p>\n<p>With a market cap of $247 million, EYES trades at 167 times sales, and 613 times book. Nearly 14% of its float is short. All after EYES stock exploded from a low of $1.40 to a recent price of $8.65 on news the U.S. Food and Drug Administration approved the company’s Argus 2S Retinal Prosthesis System.</p>\n<p>However, Second Sight just terminated its memorandum of understanding with Pixium Vision. In return, Pixium said the action was“unilateral and wrongful,”as quoted in a company press release, saying it “will consider all measures available to preserve its rights and obtain compensation for its entire damages.” In addition, from my understanding, the Argus 2S production was subject to the deal being closed.</p>\n<p><b>Root Inc. (ROOT)</b></p>\n<p>Technically, ROOT is a disaster. Just a few months after trading around the $20 level, the stock is down to $11.31 and sinking fast with 18.3% short interest.</p>\n<p>At the moment, there are arguments from both sides of the aisle on ROOT stock. What’s interesting here is that short-seller Andrew Left is bullish on the stock.</p>\n<p>In fact,as pointed out by <i>InvestorPlace</i> contributor William White, Citron Researcher’s Andrew Left got bullish on the stock, noting, “We know one thing about car insurance. Even if investors’ attention turns to something else tomorrow, this is not going away. I don’t care if you’re going to drive a Tesla or which electric car you choose to drive, you’re going to have to have insurance for that particular electric car. And if Root can just get 2% of the insurance business of the market, which I think they can, you’re looking at a $50, $60, $70 stock.”</p>\n<p><b>Ontrak Inc. (OTRK)</b></p>\n<p>Technically, OTRK is also a disaster. Since February, the stock plummeted from a high of $99.89 to a recent low of $31.22, with short interest of 38.5%. The big reason it fell apart is because it lost one of its biggest clients, Aetna, and was forced to cut 2021 revenue guidance from $165 million to $100 million. Not helping,RBC Capital analyst Sean Dodge downgraded the stock with a new target of $32 from $82.</p>\n<p>However, keep an eye on OTRK. Virtually the entire board of directors will be gone soon, it's searching for a new CEO, and the activist investor who called most loudly for a change in direction for the video game retailer is now chairman of the board.</p><p>It also has a groundswell of investor support behind it. It has a fistful of cash (or soon will) from raising money from an equity offering because its stock is trading some 700% higher than where it started the year, and it's about to pay off all of its long-term debt.</p><p>With a video game console upgrade cycle under way and its stores reporting rising same-store sales while online sales soar, GameStop looks better positioned for a new wave of growth than it has in years. Is there any reason why its stock should not be a buy?</p><p><img src=\"https://g.foolcdn.com/image/?url=https%3A%2F%2Fg.foolcdn.com%2Feditorial%2Fimages%2F621779%2Fvideo-games-family-father-son-getty.jpeg&w=700&op=resize\" tg-width=\"700\" tg-height=\"466\" referrerpolicy=\"no-referrer\"></p><p>Image source: Getty Images.</p><h2>The future of gaming</h2><p>There's little doubt GameStop is better off financially than it was not too long ago, and it's with good reason many were waiting for the upgrade cycle to finally kick in. The sale of hardware, software, and accessories was always expected to line the retailer's pockets.</p><p>Yet it was also clear GameStop needed to look beyond the transition to the latest generation of gear and games. The interval between upgrades has extended to over seven years, and it was unlikely the video game retailer could limp into the next cycle, let alone survive. Something needed to change.</p><p>That is what new chairman Ryan Cohen was arguing when he said GameStop needed to deemphasize its physical retail footprint in favor of an enhanced digital presence and become the \"Amazon of gaming.\"</p><p>This is not necessarily done by selling all manner of goods, but by catering to today's gamer who is increasingly accessing games digitally, either playing online or downloading games. Out of necessity, GameStop learned to embrace e-commerce during the pandemic.</p><p>Digital sales surged 175% in its fourth quarter while comparable store sales rose 6.5%, even though net sales fell 3% as it closed underperforming locations (or, more likely, because it did so).</p><h2>Clearing the decks</h2><p>Now there is really nothing that stands between Cohen and his vision of a differentiated GameStop. Executives remaining in leadership positions are either other activist investors or people Cohen brought on board.</p><p>The new directors who will be elected at the annual shareholder meeting will be those who will support Cohen's plan for taking the retailer into the future. That it will also have the financial wherewithal to effect the changes sought doesn't hurt.</p><p>Earlier this month, GameStop increased the size of an at-the-market share offering to 3.5 million shares, which -- depending upon when it sells the stock -- could net it around a half billion dollars. And it's using the cash it has on hand to retire early some $216 million in long-term debt early, eliminating any potential drag from having to service that debt.</p><h2>A good price</h2><p>So GameStop has cleared the field in front of it, and assuming you buy into Cohen's vision of the company as a consumer-driven, primarily online-focused retailer, there's plenty of runway ahead for it and its stock to take off.</p><p>Yeah, about that stock. While its current valuation has given it the financial freedom to pursue Cohen's dream, investors need to consider the kinds of returns they can expect if they buy in now -- and with the stock trading over 2,600% above where it was a year ago, it could seem a bit overvalued.</p><p>But is it? It could just be that GameStop was wildly undervalued last year as the market assumed there was little relevance left to the video game retailer.</p><p>Because GameStop has been generating losses, you can't measure it on a price-to-earnings scale, but at a little over two times its sales, the retailer's valuation may be elevated, though not ridiculously so.</p><p>It's a little different if you look at its free cash flow, as it trades at 187 times the cash profits it produces, but it had been using cash previously and is only over the trailing 12 months not doing so, so the figure will be skewed.</p><h2>Risky business</h2><p>GameStop's stock is not discounted by any stretch, but it's also not necessarily the nosebleed level it initially appears. It has a fistful of cash (or soon will) from raising money from an equity offering because its stock is trading some 700% higher than where it started the year, and it's about to pay off all of its long-term debt.With a video game console upgrade cycle under way and its stores reporting rising same-store sales while online sales soar, GameStop looks better positioned for a new wave of growth than it has in years. Is there any reason why its stock should not be a buy?Image source: Getty Images.The future of gamingThere's little doubt GameStop is better off financially than it was not too long ago, and it's with good reason many were waiting for the upgrade cycle to finally kick in. The sale of hardware, software, and accessories was always expected to line the retailer's pockets.Yet it was also clear GameStop needed to look beyond the transition to the latest generation of gear and games. The interval between upgrades has extended to over seven years, and it was unlikely the video game retailer could limp into the next cycle, let alone survive. Something needed to change.That is what new chairman Ryan Cohen was arguing when he said GameStop needed to deemphasize its physical retail footprint in favor of an enhanced digital presence and become the \"Amazon of gaming.\"This is not necessarily done by selling all manner of goods, but by catering to today's gamer who is increasingly accessing games digitally, either playing online or downloading games. Out of necessity, GameStop learned to embrace e-commerce during the pandemic.Digital sales surged 175% in its fourth quarter while comparable store sales rose 6.5%, even though net sales fell 3% as it closed underperforming locations (or, more likely, because it did so).Clearing the decksNow there is really nothing that stands between Cohen and his vision of a differentiated GameStop. Executives remaining in leadership positions are either other activist investors or people Cohen brought on board.The new directors who will be elected at the annual shareholder meeting will be those who will support Cohen's plan for taking the retailer into the future. That it will also have the financial wherewithal to effect the changes sought doesn't hurt.Earlier this month, GameStop increased the size of an at-the-market share offering to 3.5 million shares, which -- depending upon when it sells the stock -- could net it around a half billion dollars. And it's using the cash it has on hand to retire early some $216 million in long-term debt early, eliminating any potential drag from having to service that debt.A good priceSo GameStop has cleared the field in front of it, and assuming you buy into Cohen's vision of the company as a consumer-driven, primarily online-focused retailer, there's plenty of runway ahead for it and its stock to take off.Yeah, about that stock. While its current valuation has given it the financial freedom to pursue Cohen's dream, investors need to consider the kinds of returns they can expect if they buy in now -- and with the stock trading over 2,600% above where it was a year ago, it could seem a bit overvalued.But is it? It could just be that GameStop was wildly undervalued last year as the market assumed there was little relevance left to the video game retailer.Because GameStop has been generating losses, you can't measure it on a price-to-earnings scale, but at a little over two times its sales, the retailer's valuation may be elevated, though not ridiculously so.It's a little different if you look at its free cash flow, as it trades at 187 times the cash profits it produces, but it had been using cash previously and is only over the trailing 12 months not doing so, so the figure will be skewed.Risky businessGameStop's stock is not discounted by any stretch, but it's also not necessarily the nosebleed level it initially appears. But the outline showcases how Biden is trying to bend the federal government toward a much greater role in the provision of health care and education.</p>\n<p>Combined with the $1.9 trillion pandemic-relief bill signed last month and a $2.25 trillion infrastructure-and-jobs proposal, the budget marks Biden’s third foray into using the power of the federal government to radically expand help for lower-income and middle-class Americans. A further social-spending package is also coming, all before Biden’s first 100 days have passed.</p>\n<p>Biden on Friday asked for a 15.9% jump in regular non-defense domestic spending for the fiscal year starting in October, with a more than 40% increase in education spending and a 23% jump for health. The overall budget request is an 8.4% boost from the current year, when excluding emergency spending for the pandemic.</p>\n<p>While there’s extra money for Internal Revenue Service enforcement, the plan doesn’t include the tax hikes on individuals that Biden is planning to unveil in coming weeks to help fund his broader expansion in fiscal spending.</p>\n<p><b>‘More Inclusive’</b></p>\n<p>There’s $14 billion extra to address climate change, $20 billion more for high-poverty schools and $6.5 billion for launching a new research agency to develop new treatments and cures for diseases -- along the lines of the Defense Department’s DARPA.</p>\n<p>“This moment of crisis is also a moment of possibility,” acting budget director Shalanda Young said in a message to lawmakers Friday. “Together, America has a chance not simply to go back to the way things were before the Covid-19 pandemic and economic downturn struck, but to begin building a better, stronger, more secure, more inclusive America.”</p>\n<p>The fiscal 2022 budget request comes on top of last week’s proposed eight-year infrastructure-led package, and a forthcoming, longer-term social-spending program expected to total around $1 trillion.</p>\n<p>Unlike those other proposals, the Democrats will need Republican votes in the Senate to pass the annual appropriations bills into which the budget is divided, according to the chamber’s rules. That means getting at least 10 GOP members aboard.</p>\n<p><b>Defense Spending</b></p>\n<p>Republican lawmakers are certain to take issue with many of Biden’s requests.</p>\n<p>The outline has $753 billion for defense programs in the upcoming fiscal year, which represents just a 1.7% increase -- significantly below the 4% to 5% bump advocated by GOP leaders, and a break with recent tradition of keeping defense and non-defense increases on the same scale.</p>\n<p>The White House argued that domestic investments have waned in recent years, and that Biden’s proposed boost on that side of the ledger would simply return the country’s non-defense spending to around the historic norm of 3.3% of gross domestic product.</p>\n<p>Biden includes no money for border-wall construction, canceling unspent funds from previous years, and has asked for $232 million more to study and investigate domestic terrorism in the wake of the insurrection by supporters of former President Donald Trump at the U.S. Capitol.</p>\n<p><b>No Caps</b></p>\n<p>The president’s 2022 request -- which involves just discretionary spending, and not entitlement programs like Medicare, Medicaid and Social Security -- comes without the budget caps that have been in place for a decade. The expiration of those caps, agreed to between the Obama administration and congressional Republicans, has been described by White House officials as an opportunity to pursue investments in areas like education, clean energy and public health.</p>\n<p>“Over the past decade, due in large measure to overly restrictive budget caps, the nation significantly under-invested in core public services, benefits and protections,” Young said.</p>\n<p>And though presidential budgets are routinely ignored on Capitol Hill, administration officials are hopeful the top-line numbers can offer an early guidepost for fellow Democrats who narrowly control both chambers of Congress.</p>\n<p>Priorities identified by the administration include:</p>\n<ul>\n <li>A $3.9 billion increase in funding to battle the opioid epidemic</li>\n <li>$232 million in new money for Department of Justice gun violence prevention programs</li>\n <li>More than $1.2 billion in new spending for aid to Central America, and asylum adjudication amid a surge of migrants at the U.S.-Mexico border.</li>\n</ul>\n<p>Biden is asking Congress to spend $14 billion more on climate programs across the U.S. government, with some $10 billion targeted to clean energy innovation. The blockage is further stressing an already strained supply chain, said Jon Gold, vice president of supply chain and customs policy for the National Retail Federation.\n“Every day that the vessel remains wedged across the canal adds delays to normal cargo flows,” he said, adding that the trade group’s members are actively working with carriers to monitor the situation and determine the best mitigation strategies. “Many companies continue to struggle with supply chain congestion and delays stemming from the pandemic. Energy exports like liquified natural gas, Crude oil, and refined oil make up 5% to 10% of global shipments. The rest of the traffic is largely consumer products ranging from fire pits to clothing, furniture, manufacturing, auto parts and exercise equipment.\n“The key to this problem hinges on how much longer it will take to move the Ever Given,” explained Alan Baer, President of logistics provider, OL USA LLC. “USA importers face arrival delays of three days right now and this will continue to grow as long as the disruption continues.”\nHorn of Africa\nThe Suez has provided some relief for global importers as they increasingly relied on it last year to avoid massive congestion at West Coast ports in the U.S. that added days, if not weeks, to some deliveries coming from Asia.\nBaer, who has containers on vessels stuck in both lanes of the Suez Canal, said if it stays closed, vessels will be diverted and go around the horn of Africa, which adds an additional seven to nine days to a trip.\nAccording to BIMCO, the largest of the international shipping associations representing shipowners, the bottleneck will only continue to grow and impact supplies.\n“Everyone is making contingency plans as we speak,” said Peter Sand, chief shipping analyst at BIMCO.\nBIMCO\n“Carriers run a third of their Asia trade strings to the U.S. East Coast via the Suez and two-thirds via Panama Canal,” said Baer. “Disruption is also hitting the import trade from India as well as the Middle East.”\nClearing the backlog\nAccording to the World Shipping Council, the Suez canal’s daily vessel throughput capacity is 106. If the canal is closed for two days, it will then take two additional days after re-opening to clear the backlog. The longer the delay, the longer it will take to move out the vessels.\nLars Jensen, CEO of Sea Intelligence Consulting, tells CNBC the schedule reliability for container vessels is already in disarray as a result of the pandemic.\n“Right now two out of three container vessels arrive late,” he explained. “And when they are late, they are on average five days late,” he said, adding that a two-day delay isn’t a major problem. “However, the longer this drags out, the worse it gets because you are then talking about effectively removing vessel capacity as well as containers at a point in time where they are already in short supply.”\nStranded container ship Ever Given, one of the world’s largest container ships, is seen after it ran aground, in Suez Canal, Egypt March 25, 2021.\nInventory impact\nIn addition to delaying thousands of containers loaded with consumer items, the stranded ship has also tied up empty containers, which are key for Chinese exports.\n“Containers are already scarce in China and the backup in the Suez will further stress the inventory,” explained Jon Monroe, maritime trade and logistics consultant with Jon Monroe Consulting. “We are back to a pre-Chinese New Year environment where factories are running at full steam and are struggling to find containers as well as space for their finished goods.”\nThis delay will impact the arrival of U.S. imports that fill store shelves as well as U.S. manufacturing components.\n“Before the Suez Canal disruption, we were expecting the container situation to get worse in April because we were already seeing the scarcity of containers,” said Monroe. “This canal closure will not help. You will start to see product piling up on factory floors.”\nConsumer demand\nChinese manufacturers are responding to the tremendous global orders for their goods. Pandemic lockdowns have fueled consumer demand over the last year. As a result, a continuous historic flow of vessels holding millions of containers is clogging ports and slowing down processing. The delays have been costly.\nNikealong with retailersCrocs,Gap,Peloton,Footlocker,Five Below,William Sonoma,Steve Madden,Whirlpool,Urban Outfitters, and Tesla all cited supply chain problems impacting their business this quarter.\nBrian Bourke, Chief Growth Officer of SEKO Logistics tells CNBC, the blockage is creating the perfect storm for retailers who are struggling to restock.\n“The timing of this could not be worse,” he said. “You have stimulus checks going into the hands of consumers. After every stimulus check, we have seen a huge surge in product volume. We are talking to businesses that are running out of inventory. How can you have a stimulus if you can’t buy anything? By comparison, in China, just one source of public funds used mainly for infrastructure investment -- local government “special” bonds -- will total 3.65 trillion yuan ($556 billion) this year.</p><p>Looking purely at research and development, China’s spending, at over $500 billion, has surpassed that of the U.S., Bank of America Corp. said last year. Biden’s program includes $180 billion for R&D that amounts, he said, to the biggest increase in such spending outside of defense on record.</p><p>“That doesn’t sound like catching up to me,” Jared Woodard, head of Bank of America’s research investment committee, said on Bloomberg TV Thursday.</p><p>There are some provisos on China’s broad infrastructure push. Much of it is tied to accommodating the millions of rural residents who move to cities for the first time each year.</p><p>China’s economic output per capita is about a sixth of U.S. levels, and in many cases the country is for the first time building infrastructure like urban apartments, water treatment systems and airports that the U.S. has had for generations.</p><p>“China is a developing country and the area for investment in infrastructure is larger than in a developed country,” said Justin Lin, a former chief economist at the World Bank who also advises China’s government. “In the U.S. they have the infrastructure, but it might be old and needs to be improved. So the scope for investment in high-income countries is lower.”</p><p>But in other cases, such as high-speed rail, China’s infrastructure is already more advanced than America’s -- the Asian country’s high speed rail network was almost 38,000 kilometers last year. Building is also cheaper in China, so the spending goes further. For example, the construction cost of the Chinese high-speed rail network is about two-thirds of the cost in other countries, according to a 2019 World Bank study.</p><p>Biden’s plan will likely be reshaped significantly in Congress, and take months to pass. By comparison, in China, just one source of public funds used mainly for infrastructure investment -- local government “special” bonds -- will total 3.65 trillion yuan ($556 billion) this year.Looking purely at research and development, China’s spending, at over $500 billion, has surpassed that of the U.S., Bank of America Corp. said last year. Biden’s program includes $180 billion for R&D that amounts, he said, to the biggest increase in such spending outside of defense on record.“That doesn’t sound like catching up to me,” Jared Woodard, head of Bank of America’s research investment committee, said on Bloomberg TV Thursday.There are some provisos on China’s broad infrastructure push. Much of it is tied to accommodating the millions of rural residents who move to cities for the first time each year.China’s economic output per capita is about a sixth of U.S. levels, and in many cases the country is for the first time building infrastructure like urban apartments, water treatment systems and airports that the U.S. has had for generations.“China is a developing country and the area for investment in infrastructure is larger than in a developed country,” said Justin Lin, a former chief economist at the World Bank who also advises China’s government. “In the U.S. they have the infrastructure, but it might be old and needs to be improved. So the scope for investment in high-income countries is lower.”But in other cases, such as high-speed rail, China’s infrastructure is already more advanced than America’s -- the Asian country’s high speed rail network was almost 38,000 kilometers last year. Building is also cheaper in China, so the spending goes further. For example, the construction cost of the Chinese high-speed rail network is about two-thirds of the cost in other countries, according to a 2019 World Bank study.Biden’s plan will likely be reshaped significantly in Congress, and take months to pass.
