Biden got most of what he wanted in this part of his proposal.”\n(PAVE is up 4% this week, bringing its year-to-date gains to 21%.)\nThe amount agreed upon “Is a large amount of money for this part of the economy,” Jacobs said.\nHow large? On its second quarter 2021 earnings call, CEO Steven Demetriou said, ”[A]s far as the U.S. infrastructure stimulus opportunity, I think we’re extremely well positioned with the organic capability we have today.”\nSmart strategy?\nJay Rhame of Reaves Asset Management, which specializes in infrastructure-related industries such as utilities, energy, and communications, said Biden was smart to split the infrastructure proposals from the American Jobs Act into two different pieces, a “hard” and “soft” infrastructure package.\n“This is what Biden ran on, that he can reach across the aisle and make a deal,” he told me. “It wasn’t worth it to hold the hard infrastructure part up over the softer infrastructure issues. Let’s put people back to work, and not get hung up over a debate on things like carbon emissions.”\nOther pieces that could qualify as “infrastructure” are also advancing. The U.S. Innovation and Competition Act passed the Senate two weeks ago, which would provide $252 billion for funding for scientific research, as well as subsidies for chipmakers and robot makers in an effort to compete with China.\nThe next part — the so-called “soft infrastructure” segment — will address clean tech, elderly care, money for schools and hospitals. Criteo jumped to a new 52-week-high Friday, up 1% after closing 12% higher Thursday.\nHere are three ways analysts see the change as a positive for ad tech stocks:\nMore time to diversify revenue away from cookies\nNeedham analysts wrote that the delay impacts the allocation of $400 billion dollars a year globally of digital ad revenue between walled gardens like Google andFacebookand open internet ad tech companies like The Trade Desk or Magnite. They wrote that the delay means cookie-based revenues at those open internet companies will be lesser at the time of the change. Companies like The Trade Desk and Magnite have a growing presence in connected TV, a sector that’s not impacted by the cookie change.\nKeybanc analysts agree the updated timeline gives companies more time to grow in cookie-free channels like CTV.\n“By the time 3P cookies are deprecated, we believe there is a strong likelihood advertisers and AdTech providers will have lower revenue exposures to 3P cookies and face minimal (if any) business disruption,” they wrote.\nTargeting alternatives have more time\nAd tech firms and industry bodies have been working together on other types of solutions for a post-cookie future. The Redmond, Washington-based tech giant already has six data centres in the country, operated by local partner 21Vianet, and now seeks to capitalise on a global surge in demand for internet services during the pandemic.\nA Microsoft spokesman declined to comment.\nThe rapid growth is driven by Chinese businesses, slow to digitise in years past, now migrating to the cloud. New regulations, including a sweeping set of data security edicts coming into effect in September, are also prompting domestic and foreign enterprises to shift to local data management and boosting IT spending. The cloud market in China is expected to grow to US$46 billion in 2023, according to a government white paper cited by Microsoft.\nLike Apple, Microsoft is expanding data capabilities within China in concert with a local partner, anticipating a boom in data storage and management needs. Biden got most of what he wanted in this part of his proposal.”\n(PAVE is up 4% this week, bringing its year-to-date gains to 21%.)\nThe amount agreed upon “Is a large amount of money for this part of the economy,” Jacobs said.\nHow large? On its second quarter 2021 earnings call, CEO Steven Demetriou said, ”[A]s far as the U.S. infrastructure stimulus opportunity, I think we’re extremely well positioned with the organic capability we have today.”\nSmart strategy?\nJay Rhame of Reaves Asset Management, which specializes in infrastructure-related industries such as utilities, energy, and communications, said Biden was smart to split the infrastructure proposals from the American Jobs Act into two different pieces, a “hard” and “soft” infrastructure package.\n“This is what Biden ran on, that he can reach across the aisle and make a deal,” he told me. “It wasn’t worth it to hold the hard infrastructure part up over the softer infrastructure issues. Let’s put people back to work, and not get hung up over a debate on things like carbon emissions.”\nOther pieces that could qualify as “infrastructure” are also advancing. The U.S. Innovation and Competition Act passed the Senate two weeks ago, which would provide $252 billion for funding for scientific research, as well as subsidies for chipmakers and robot makers in an effort to compete with China.\nThe next part — the so-called “soft infrastructure” segment — will address clean tech, elderly care, money for schools and hospitals.
