Meituan’s shares have slumped 17% this year and is the worst performer on the Hang Seng Tech Index.</p><p>Shao has kept his contrarian underweight rating on Meituan ever since he initiated coverage in November 2021. The call returned 23% over the past year, beating every other analyst.</p><p>Shao said Meituan will continue to “underperform its peers” as the lifting of health restrictions dampens demand for food delivery companies, if global experiences are any guide. A world-beating rally in Europe’s food delivery firms quickly reversed last year as deepening losses and rising costs deterred investors.</p><p>Another factor weighing on the stock is major stakeholder Tencent Holdings Ltd.’s divestment of Meituan’s shares as part of an effort to comply with Beijing’s anti-monopoly campaign. Among those who will receive the shares, Prosus NV has already announced it will sell them.</p><p>To be sure, Meituan’s earnings are looking up. It swung to a quarterly profit in the third quarter last year after almost two years in the red and Shao will be awaiting upcoming results for clues on its fundamentals.</p><p>“I’m somewhat skeptical about the true fundamental values they create and bring to the table,” Shao said. “Sure they bring some, but do they bring the values that are worth hundreds of billions of dollars in market cap? 14:45","market":"us","language":"zh","title":"教育部办公厅等六部门：线上学科类培训机构实施审批制度","url":"https://stock-news.laohu8.com/highlight/detail?id=1153895876","media":"老虎资讯综合","summary":"为贯彻落实中共中央办公厅、国务院办公厅印发的《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》（以下简称“双减”文件），按照“对原备案的线上学科类培训机构，改为审批制”要求，现将有关事项通","content":"<p>为贯彻落实中共中央办公厅、国务院办公厅印发的《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》（以下简称“双减”文件），按照“对原备案的线上学科类培训机构，改为审批制”要求，现将有关事项通知如下。</p>\n<p>一、总体要求</p>\n<p>以习近平新时代中国特色社会主义思想为指导，全面贯彻党的教育方针，深化校外培训机构治理。坚持依法依规，按照《中华人民共和国民办教育促进法》及其实施条例，对线上机构实施审批，确保证照齐全、规范运营。坚持严格审批，不符合条件的不予发放办学许可证，未经许可不得以任何线上方式从事有偿性学科类培训。坚持协同治理，加强部门协调分工，简化工作程序。2021年底前完成对已备案线上学科类培训机构的审批工作，并同步建立相应的监督管理制度，在依法获得办学许可证及相关证照前，现有线上机构应暂停新的招生及收费行为。</p>\n<p>二、实施审批制度</p>\n<p>（一）审批登记机关</p>\n<p>教育部会同相关部门明确线上机构审批设置基本要求，由省级教育行政部门按统一的设置要求，对线上机构实施审批，审批通过后发放办学许可证，并在同级民政或市场监管部门分别登记为非营利性或营利性法人。面向义务教育阶段学生的学科类线上培训机构，一律登记为非营利性法人。</p>\n<p>（二）特定审批对象</p>\n<p>“双减”文件印发前，按《教育部等六部门关于规范校外线上培训的实施意见》（教基函〔2019〕8号）已备案的、面向中小学生的线上学科类培训机构。</p>\n<p>（三）统一设置要求</p>\n<p>1.基本条件。（1）办公场所。必须在机构注册地设立固定线下办公场所。（2）线下实体培训场所。线上培训机构需在注册地设置固定的线下实体培训场所，并应符合当地线下校外培训机构设置标准。（3）开办资金。必须具备与培训层次、类型、规模相适应的资金实力。（4）名称。机构名称应当符合教育、民政、市场监管部门关于名称审核的有关规定。（5）服务器。具备自有或租用的性能可靠的服务器，且服务器必须设置在中国内地。（6）人员。机构负责人必须具有中华人民共和国国籍，在境内居住；教学和教研人员须取得中小学教师资格考试合格证明，聘用外籍人员须符合国家有关规定。（7）网络安全标准。严格落实《中华人民共和国网络安全法》和《中华人民共和国数据安全法》等法律法规要求，达到网络安全保护三级（含）以上防护标准。（8）教育移动互联网应用程序（教育App）管理。教育移动应用提供者应当建立覆盖个人信息收集、储存、传输、使用等环节的数据保障机制，储存100万人以上个人信息的线上校外培训App，应通过个人信息保护影响评估、认证或合规审计。</p>\n<p>2.培训规定。（1）内容健康。所实施的培训内容符合党的教育方针和立德树人根本要求。维护意识形态安全，坚持教育与宗教相分离，不得包含淫秽、暴力、恐怖、赌博以及与学习无关的网络游戏等内容及链接等，不得出版、印刷、复制、发行非法出版物，不得从事侵权盗版活动。（2）教学合规。要在培训平台和课程界面的显著位置公示培训人员姓名、照片和教师资格等信息。课程难度及进度适宜，不得超出相应的国家课程标准，且须与招生对象所处年级相匹配、与学生个体能力相适应；义务教育阶段学科类培训不得引进国际课程、使用境外教材。（3）课时恰当。培训时长应综合考虑学生年龄及所处年级等因素合理设置，每节课持续时间不得超过30分钟，课程间隔不少于10分钟，且直播培训时间不得与中小学校教学时间相冲突；面向义务教育阶段学生的直播课结束时间不得晚于21:00。（4）平台可控。培训机构需向主管教育行政部门提供具备相应权限的内容审查账号。校外线上培训平台应当具备护眼功能和家长监管功能，且平台上的培训内容及相关数据信息须留存1年以上（其中直播教学的影像须留存至少6个月）。</p>\n<p>3. 管理要求。（1）重视党建。线上机构设置时必须坚持和加强党的领导，做到党的建设同步谋划、党的组织同步设置、党的工作同步开展，确保正确的办学方向。（2）制定章程。线上机构设置时必须制定规范的章程，明确培训宗旨、业务范围、议事决策机制、资金管理、保障条件和服务承诺等事项。（3）明确收退费管理。线上机构设置时必须严格执行国家层面有关机构收退费管理及风险防控的规定，建立健全财务资产管理制度以及相应的收退费办法，接受相关部门依法对机构学杂费专用账户实施监管；登记为非营利性法人的线上机构必须实行《民间非营利组织会计制度》。（4）规范合同签订。线上机构设置时应同时提供拟采用的合同文本，所提供的格式合同（服务协议）应当遵循公平原则确定当事人之间的权利和义务，并切实履行相关提醒和说明义务，不得包含排除或限制消费者权利、减轻或免除经营者责任、加重消费者责任等不公平、不合理的条款。（5）规范营销宣传。线上学科类培训机构进行营销宣传应当符合相关法律法规规定，不得违反“双减”文件要求。</p>\n<p>各省级教育行政部门会同相关部门要根据以上统一设置要求细化审批工作细则，明确备案改审批的具体流程、所需材料及相关事项。</p>\n<p>三、许可证发放、证照申领及信息更新</p>\n<p>（一）许可证发放。对于通过审批的线上机构，教育行政部门及时予以发放办学许可证，并督促其进行相应的法人登记。对于首次未通过审批的机构，可限期给予其一次整改机会，整改到位后再次报批；整改不到位的不再予以审批，取消原有备案登记，并由省级教育行政部门将未通过审批的线上机构名单和审批结果通知省级电信主管部门取消相应的互联网信息服务备案和增值电信业务经营许可。</p>\n<p>（二）相关证照申领。线上学科类培训机构经审批获得办学许可证并进行相应法人登记后，应当向所在地省级电信主管部门履行互联网信息服务备案手续，备案内容包括经营者真实身份信息、接入信息、教育行政部门核发的办学许可证等。涉及经营电信业务的，还应当符合电信管理的相关规定。</p>\n<p>（三）信息更新。线上机构在向相关部门申领并获得相关证照后，应在五个工作日内向所在地办学许可证审批机关进行备案。同时，省级教育行政部门应将审批通过的线上机构信息通过相关平台及时更新。对于已审批通过的线上机构，如培训内容、教学人员等信息发生变更时，应及时提交变更内容及说明材料。</p>\n<p>对于违法违规开展线上培训活动的机构，教育行政部门要联合网信、电信、公安等部门依法依规停止其线上培训活动，并视情节作出相应处罚。</p>\n<p>四、保障措施</p>\n<p>（一）完善工作机制。各地要统筹校外线下和线上培训规范治理工作，建立教育部门牵头、有关部门参与的协同工作机制，妥善制订详细的工作方案和应急预案，并建立健全常态化的管理和监督制度。</p>\n<p>（二）开展综合执法。教育行政部门牵头组织校外线上培训的综合治理，公开投诉举报方式，联合相关部门现有执法队伍开展网络巡查和综合执法；网信、公安、电信部门要做好违规培训平台和应用软件（含App）的关停、下架等工作。</p>\n<p>（三）强化问责考核。各地要建立健全问责机制，将线上学科类培训机构审批工作纳入督查范畴，对责任不落实、措施不到位的相关单位及责任人严肃问责，确保工作按期完成。</p>\n<p>（四）重视宣传引导。各地要通过多种途径加强政策宣传解读，使改革精神、政策要点广为人知、深入人心，形成良好工作氛围和舆论环境。</p>","collect":0,"html":"<!DOCTYPE 管理要求。（1）重视党建。线上机构设置时必须坚持和加强党的领导，做到党的建设同步谋划、党的组织同步设置、党的工作同步开展，确保正确的办学方向。（2）制定章程。线上机构设置时必须制定规范的章程，明确培训宗旨、业务范围、议事决策机制、资金管理、保障条件和服务承诺等事项。（3）明确收退费管理。线上机构设置时必须严格执行国家层面有关机构收退费管理及风险防控的规定，建立健全财务资产管理制度以及相应的收退费办法，接受相关部门依法对机构学杂费专用账户实施监管；登记为非营利性法人的线上机构必须实行《民间非营利组织会计制度》。（4）规范合同签订。线上机构设置时应同时提供拟采用的合同文本，所提供的格式合同（服务协议）应当遵循公平原则确定当事人之间的权利和义务，并切实履行相关提醒和说明义务，不得包含排除或限制消费者权利、减轻或免除经营者责任、加重消费者责任等不公平、不合理的条款。（5）规范营销宣传。线上学科类培训机构进行营销宣传应当符合相关法律法规规定，不得违反“双减”文件要求。</p>\n<p>各省级教育行政部门会同相关部门要根据以上统一设置要求细化审批工作细则，明确备案改审批的具体流程、所需材料及相关事项。</p>\n<p>三、许可证发放、证照申领及信息更新</p>\n<p>（一）许可证发放。对于通过审批的线上机构，教育行政部门及时予以发放办学许可证，并督促其进行相应的法人登记。对于首次未通过审批的机构，可限期给予其一次整改机会，整改到位后再次报批；整改不到位的不再予以审批，取消原有备案登记，并由省级教育行政部门将未通过审批的线上机构名单和审批结果通知省级电信主管部门取消相应的互联网信息服务备案和增值电信业务经营许可。</p>\n<p>（二）相关证照申领。线上学科类培训机构经审批获得办学许可证并进行相应法人登记后，应当向所在地省级电信主管部门履行互联网信息服务备案手续，备案内容包括经营者真实身份信息、接入信息、教育行政部门核发的办学许可证等。涉及经营电信业务的，还应当符合电信管理的相关规定。</p>\n<p>（三）信息更新。线上机构在向相关部门申领并获得相关证照后，应在五个工作日内向所在地办学许可证审批机关进行备案。同时，省级教育行政部门应将审批通过的线上机构信息通过相关平台及时更新。对于已审批通过的线上机构，如培训内容、教学人员等信息发生变更时，应及时提交变更内容及说明材料。</p>\n<p>对于违法违规开展线上培训活动的机构，教育行政部门要联合网信、电信、公安等部门依法依规停止其线上培训活动，并视情节作出相应处罚。</p>\n<p>四、保障措施</p>\n<p>（一）完善工作机制。各地要统筹校外线下和线上培训规范治理工作，建立教育部门牵头、有关部门参与的协同工作机制，妥善制订详细的工作方案和应急预案，并建立健全常态化的管理和监督制度。</p>\n<p>（二）开展综合执法。教育行政部门牵头组织校外线上培训的综合治理，公开投诉举报方式，联合相关部门现有执法队伍开展网络巡查和综合执法；网信、公安、电信部门要做好违规培训平台和应用软件（含App）的关停、下架等工作。</p>\n<p>（三）强化问责考核。各地要建立健全问责机制，将线上学科类培训机构审批工作纳入督查范畴，对责任不落实、措施不到位的相关单位及责任人严肃问责，确保工作按期完成。</p>\n<p>（四）重视宣传引导。各地要通过多种途径加强政策宣传解读，使改革精神、政策要点广为人知、深入人心，形成良好工作氛围和舆论环境。</p>\n\n</article>\n</div>\n</body>\n</html>\n","type":0,"thumbnail":"https://static.tigerbbs.com/95a52bac654e212de5e6a737e01fc5ff","relate_stocks":{"TAL":"好未来","GOTU":"高途","EDU":"新东方"},"is_english":false,"share_image_url":"https://static.laohu8.com/e9f99090a1c2ed51c021029395664489","article_id":"1153895876","content_text":"为贯彻落实中共中央办公厅、国务院办公厅印发的《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》（以下简称“双减”文件），按照“对原备案的线上学科类培训机构，改为审批制”要求，现将有关事项通知如下。\n一、总体要求\n以习近平新时代中国特色社会主义思想为指导，全面贯彻党的教育方针，深化校外培训机构治理。坚持依法依规，按照《中华人民共和国民办教育促进法》及其实施条例，对线上机构实施审批，确保证照齐全、规范运营。坚持严格审批，不符合条件的不予发放办学许可证，未经许可不得以任何线上方式从事有偿性学科类培训。坚持协同治理，加强部门协调分工，简化工作程序。2021年底前完成对已备案线上学科类培训机构的审批工作，并同步建立相应的监督管理制度，在依法获得办学许可证及相关证照前，现有线上机构应暂停新的招生及收费行为。\n二、实施审批制度\n（一）审批登记机关\n教育部会同相关部门明确线上机构审批设置基本要求，由省级教育行政部门按统一的设置要求，对线上机构实施审批，审批通过后发放办学许可证，并在同级民政或市场监管部门分别登记为非营利性或营利性法人。面向义务教育阶段学生的学科类线上培训机构，一律登记为非营利性法人。\n（二）特定审批对象\n“双减”文件印发前，按《教育部等六部门关于规范校外线上培训的实施意见》（教基函〔2019〕8号）已备案的、面向中小学生的线上学科类培训机构。\n（三）统一设置要求\n1.基本条件。（1）办公场所。必须在机构注册地设立固定线下办公场所。（2）线下实体培训场所。线上培训机构需在注册地设置固定的线下实体培训场所，并应符合当地线下校外培训机构设置标准。（3）开办资金。必须具备与培训层次、类型、规模相适应的资金实力。（4）名称。机构名称应当符合教育、民政、市场监管部门关于名称审核的有关规定。（5）服务器。具备自有或租用的性能可靠的服务器，且服务器必须设置在中国内地。（6）人员。机构负责人必须具有中华人民共和国国籍，在境内居住；教学和教研人员须取得中小学教师资格考试合格证明，聘用外籍人员须符合国家有关规定。（7）网络安全标准。严格落实《中华人民共和国网络安全法》和《中华人民共和国数据安全法》等法律法规要求，达到网络安全保护三级（含）以上防护标准。（8）教育移动互联网应用程序（教育App）管理。教育移动应用提供者应当建立覆盖个人信息收集、储存、传输、使用等环节的数据保障机制，储存100万人以上个人信息的线上校外培训App，应通过个人信息保护影响评估、认证或合规审计。\n2.培训规定。（1）内容健康。所实施的培训内容符合党的教育方针和立德树人根本要求。维护意识形态安全，坚持教育与宗教相分离，不得包含淫秽、暴力、恐怖、赌博以及与学习无关的网络游戏等内容及链接等，不得出版、印刷、复制、发行非法出版物，不得从事侵权盗版活动。（2）教学合规。要在培训平台和课程界面的显著位置公示培训人员姓名、照片和教师资格等信息。课程难度及进度适宜，不得超出相应的国家课程标准，且须与招生对象所处年级相匹配、与学生个体能力相适应；义务教育阶段学科类培训不得引进国际课程、使用境外教材。（3）课时恰当。培训时长应综合考虑学生年龄及所处年级等因素合理设置，每节课持续时间不得超过30分钟，课程间隔不少于10分钟，且直播培训时间不得与中小学校教学时间相冲突；面向义务教育阶段学生的直播课结束时间不得晚于21:00。（4）平台可控。培训机构需向主管教育行政部门提供具备相应权限的内容审查账号。校外线上培训平台应当具备护眼功能和家长监管功能，且平台上的培训内容及相关数据信息须留存1年以上（其中直播教学的影像须留存至少6个月）。\n3.
