Many say buy the dip buy the dip. When is the best time or best price to buy? No one knows, I think there is no best price to buy in. But i know of a good price to get in. Now should be a good time to get in to discounted stock. I am not sure if the dip continues, but some popular and established stocks are very cheap. If your finance allows, go for it.

Different markets in different countries operates differently, but many finds some similarities and patterns in all markets. I believe the best way to treat foreign and local markets is to do your own DD, and spread out the eggs in different basket and let it thrive.
