I have received formal email from Tiger Broker.

Quoted as follows:

Since there was no price announece by HCMC, in order or process the right issue our team had to estimate right ussie price at 0.0035 USD per share, and return the excess to your account. The ystem captured 0.0035 USD as your shares price., even though in fact it was lower Unfortunatelly it cant be amended, my apologies for this inconvenience.

Meaning to say, Tiger Broker really charge 0.0035 USD per share for rights offering.

This is ridiculous.
