Many will not understand why regulator said huge user data collection cause national security issue. Just ask IT experts what can they do with the tens or hundreds million user data from one country. Today, all user smartphone apps & GPS are vulnerable to some degree of being hacked. Imagine if this attack is huge at one go, will it affect national security?
