Goldman pointed out that the stock has underperformed itssectoryear to date and dramatically since its 2019 acquisition of Anadarko Petroleum.Analyst Neil Mehta upgraded the stock to buy from neutral, saying in a note to clients on Thursday that the gap between Occidental and its competitors was too wide.“While we think debt reduction will continue to be the main focal point for OXY over the medium-term, we believe the extent of underperformance is unwarranted and upgrade OXY to Buy,” the Goldman note said. “In this context, we point toXOM’s turnaround story and recent equity performance as a positive parallel.”Oil prices have risen sharply this year, and Goldman projects that they can rise even higher by the end of the year. That should help Occidental pay off a major chunk of its debt, according to the investment bank.“At year-end 2020, OXY’s net debt was $34 bn. We see potential for OXY to generate $13.1 bn in cumulative FCF in 2021/22 at our bullish commodity prices, which should result in net debt being reduced to $20 bn by 2022 year-end,” the note said.Goldman pointed to Occidental’s chemicals and low-carbon businesses as other strong points for the company.The firm kept its price target on Occidental at $31 per share, which is 22.6% above
